According to Ready.gov, research indicates individuals “who believe they are prepared for disasters often are not as prepared as they think,” while others may not be prepared at all. Imagine you are at work when an earthquake strikes your city leaving phone lines down, roads inaccessible, and you separated from you family. What is your plan?

The Federal Emergency Management Agency states that most disaster situations strike when families are not together. Being prepared beforehand can help reduce stress and length of time apart, and prevent further emergency situations.

Knowing who to call, where to meet and what to pack should be included in your family emergency plan, along with practicing that plan on a regular basis.

FEMA suggests sending text messages to contact one another in the event of emergency as phone lines become overloaded and calls are disrupted. You can also create contact cards for each family member that includes how you will communicate in different scenarios, and list out-of-state family members to notify that you are safe. Programming an “ICE” (In Case of Emergency) contact in your phone is also suggested. This can cut down time in an accident for emergency personnel to notify your family of your well-being.

An escape route should also be included in your emergency plan, such as meeting at a local store near your home. It is a good idea to include multiple meeting places in your plan according to your place of work, school, or children’s after-school activities, as disasters can happen at anytime.

Assembling an emergency kit for your home and car can increase your chance of survival until help arrives. Your kit should include enough supplies for at least three days and include important medication, non-perishable food and a gallon of water for each person in your house. Other things that should be considered for your kit include, flashlights, batteries, first aid kits, whistles to signal help, battery powered or solar cell phone chargers, tarps and duct tape for shelter, and a battery-powered radio or hand crank radio.

Knowing your communities emergency plan during different disasters will help your local first responders focus more on aiding people in critical incidents such as fires and collapsed buildings.

Getting involved in your community and receiving training through community emergency response teams, Medical Reserve Corps or your local emergency organizations can help keep your family and community safe from further risks and threats due to disasters.

FEMA Releases New Tribal Consultation Policy

Today, Administrator Craig Fugate announced the Federal Emergency Management Agency’s (FEMA) Tribal Consultation Policy, which begins a new phase of engagement and collaboration with American Indian and Alaskan Native tribes.  The new policy establishes a process for regular and meaningful consultation and collaboration with tribal officials on Agency actions that have tribal implications, and it emphasizes the importance of consulting with Indian Country.

“This policy strengthens FEMA’s effort to support the emergency management needs of Indian Country,” FEMA Administrator Craig Fugate said. “Providing direct Federal assistance to Tribal governments has been a top priority for FEMA, and this policy will ensure that Tribal leaders continue to have a voice in shaping how FEMA partners with communities before, during and after disasters.”

Tribal governments and their members are an essential part of our nation’s emergency management team. In developing the new policy, FEMA consulted with and received valuable input from tribes, which is reflected in the final policy announced todayAs part of this process,  Administrator Fugate solicited input from Tribal Leaders for the policy during the consultation period that opened in October 2013 and continued through March 2014.

During that time, FEMA presented the policy at conferences, in face-to-face consultation meetings, in listening sessions, through webinars and in conference calls, and it received many written comments from tribes. As a result, the policy released today creates a consistent and transparent consultation process that reflects a wide array of views and will be applied across FEMA programs and offices. Additionally, FEMA’s policy builds upon and is consistent with the U.S. Department of Homeland Security’s Tribal Consultation Policy, and it tailors that consultation framework to FEMA’s mission.

Tester and Begich Call for Faster Action on Tribal Disaster Recovery Provision

Provision enables tribal leaders to call on President for major disaster and emergency response

(U.S. SENATE) – U.S. Senators Jon Tester (D-MT), Chairman of the Senate Committee on Indian Affairs, and Mark Begich (D-AK) this week expressed concern over the Federal Emergency Management Agency’s (FEMA) lack of timely implementation of their tribal disaster declaration provision in the Sandy Recovery Improvement Act (SRIA). 
 
Tester and Begich’s letter to FEMA Administrator Craig Fugate emphasizes the need to ensure Native American tribes and Alaska Natives are true partners in the emergency management community.  In January 2013, Congress passed Tester and Begich’s provision, which allows Indian tribes to directly request federal assistance after a natural or man-made disaster.  Under previous law, tribes had to work through state governments to seek assistance after a disaster on their land.
 
“We are disturbed by the long delay in promulgating guidance and urge FEMA to move quickly to finalize it,” Tester and Begich wrote.  “As the original authors of legislation to amend the Stafford Act to allow the Chief Executive of a federally recognized tribe to make a direct request to the President for a major disaster or emergency declaration, we recognized the importance of promoting tribal sovereignty and highlighting the pressing needs of tribal communities. As with any new federal provision, guidance from the relevant agency is an important step in ensuring the policy is applied consistently across the country.
 
“Following the release of draft guidance, FEMA must move swiftly to implement an effective outreach strategy that recognizes the unique needs of different Tribes across the country. Tribal communities range in membership, geography, and organizational structure and a “one size fits all” approach to consultation will not produce meaningful feedback. As members of both the HSGAC and Appropriations Subcommittees with jurisdiction over FEMA we are keenly aware of the need for adequate resources to conduct critical outreach and we urge you to keep us informed of any resource gaps that may affect your ability to meet your required targets.”

While consultationwith tribal communities on the SRJA provisions is the most urgent matter at hand, FEMA must sustain its efforts to work with Alaska Native and Native American tribes. In order to ensure tribal communities are true partners in the emergency management community, we urge FEMA to hire full-time, tribal liaisons for each FEMA region. As members of both the Committee on Indian Affairs and the Homeland Security and Governmental Affairs Committee, we are uniquely positioned to advocate on behalf of tribal communities across the country and understand each FEMA region must approach outreach differently. By positioning a tribal liaison in each region, communities can be active partners and provide localized expertise on disaster related issues. They must be involved in the development and execution of policy from the beginning and cannot simply be used to validate decisions made internally at FEMA.

FEMA archaeologists discover one of the oldest Native American artifacts south of Lake Pontchartrain

NEW ORLEANS – Pottery sherds, animal bones and pieces of clay tobacco pipes are among the items recently discovered by a team of archaeologists under contract to the Federal Emergency Management Agency surveying land near Bayou St. John in New Orleans.

“It was a bit of a surprise to find this,” said FEMA Louisiana Recovery Office Deputy Director of Programs Andre Cadogan, referencing a small, broken pottery fragment. “We clearly discovered pottery from the late Marksville period, which dates to 300-400 A.D. The pottery was nice, easily dateable, and much earlier than we expected.  This is exciting news for historians and Tribal communities as it represents some of the only intact prehistoric remains of its kind south of Lake Pontchartrain.”

The Bayou St. John spot holds a prominence in New Orleans’ history, throughout the years serving as the location of a Native American occupation, a French fort, a Spanish fort, an American fort, a resort hotel and then an amusement park. Through a series of shovel tests and methodological excavation, the archaeologists discovered evidence of the early Native Americans, the colonial period and the hotel.

“The historical record tells us that the shell midden (or mound) created by the Native American occupation was destroyed by the French when they built their fort here,” said Cadogan. “However, we’ve discovered, through archaeology, that rather than destroy the midden, the French cut off the top of it and used it as a foundation for their fort.” 

FEMA’s work near Bayou St. John is part of an agreement with the State Historic Preservation Office, Indian Tribes and the state to perform archaeological surveys of parks and public land in the city of New Orleans. It falls under FEMA’s Environmental and Historic Preservation program, which evaluates historical and environmental concerns that may arise from projects funded by federal dollars.

FEMA hazard mitigation funding was used for thousands of home elevations and reconstructions throughout Louisiana. Rather than evaluate every property for archaeological remains—a nearly impossible task—FEMA, the State Historic Preservation Office and various consulting parties signed an agreement, which allowed FEMA to conduct alternate studies such as the archaeological surveys.

“The surveys not only offset potential destruction of archaeological resources on private property from the home mitigations but also give us a leg up on any future storms. We are helping the state of Louisiana learn about its history as well as provide information that leads to preparedness for the next event,” said Cadogan.

FEMA, in coordination with the State Historic Preservation Office and Indian Tribes, identified the areas to be surveyed. Once the field studies are completed and all of the artifacts are analyzed and recorded, the State Historic Preservation Office will become stewards of the information.

Tribal Nations Set to Gain Authority to Make Disaster Declarations Directly to U.S. President

Washington, DC – Tribal nations will soon have the same ability provided to states to make disaster relief declarations and requests for assistance directly to the President of the United States. In a 62-36 vote on Monday night, the U.S. Senate passed H.R. 152, the Hurricane Sandy Emergency Supplemental Appropriations bill, which includes amendments to allow tribal governments to make direct requests for emergency assistance to the President under the Stafford Act. Under current law, tribes must seek assistance through a state governor’s office, often causing critical delays in emergency response on tribal lands.  The legislation, which also includes $50 billion in Hurricane Sandy relief funding, passed 241-180 in the House of Representatives two weeks ago and now goes to President Obama’s desk to be signed into law.

 “Some tribal nations in the U.S., many in remote areas, are larger than some states and every tribal nation has unique disaster response and recovery requests. The final passage of this bill marks a historic moment in tribal emergency preparedness and response. Our nations, devastated too often by natural disasters with disproportionate impacts, will be more capable to respond immediately to major disasters, and the bipartisan support for this legislation should not go unnoticed,” said Jefferson Keel, President of NCAI. Keel is also the Lt. Governor of the Chickasaw Nation of Oklahoma. 

 NCAI further acknowledges that the Federal Emergency Management Administration (FEMA) made the tribal amendments to the Stafford Act its sole legislative priority under Administrator Craig Fugate’s direction. The need for this critical policy change has been called for repeatedly in FEMA tribal consultations and meetings with tribal leaders during NCAI conventions. 

 “State and tribal governments will now be able to access disaster assistance as needed to aid the people, local communities, and regions in recovering quickly from catastrophic situations. NCAI looks forward to the signature of this landmark legislation by President Obama. NCAI is prepared to work with FEMA to ensure its implementation contains fair and inclusive eligibility criteria and will benefit the maximum number of tribal communities,” concluded Robert Holden, NCAI’s Deputy Director and longtime coordinator of emergency management policy and response efforts at NCAI.
