First Nations Development Institute Awards $400K to 12 Native Food-System Projects

First Nations Development Institute announced June 3 that it is divying up $400,000 in grant awards to 12 Native organizations. The grants, made possible by the W.K. Kellogg Foundation of Battle Creek, Michigan, were awarded under First Nations’ Native Agriculture and Food Systems Initiative.

The NAFSI grant program is intended to help tribes and Native communities build sustainable food systems, increase healthy food access and awareness, and stimulate tribal economic growth and development. The 12 grants range between $20,300 and $37,500 to the following tribes and Native organizations:

Bay Mills Community College, Brimley, Michigan, $37,500

The grant will support the Waishkey Bay Farm 4-H Club and Youth Farm Stand. Waishkey Bay Farm is a sustainable farm and orchard located in Michigan’s Upper Peninsula. The club’s purpose is to recruit tribal youth to help grow, harvest and market fruits and vegetables.

Choctaw Fresh Produce, Choctaw, Mississippi, $37,500

The grant will be used to expand a small community garden. Food from the garden will be sold at the casino restaurant.  Additionally, project organizers plan to sell surplus fruits and vegetables throughout the community via a mobile farmers’ market.  The project aims to increase access to healthy food on the reservation while creating jobs and stimulating economic development.

Columbia River Inter-Tribal Fish Commission, Portland, Oregon, $28,125

The grant will assist tribal fishers as they build new relationships with tribes to develop and expand market opportunities for salmon products. The project aims to increase opportunities for the fishers of the Columbia River tribes.

Diné Community Advocacy Alliance, Gallup, New Mexico, $20,300

The funds will be used to help the alliance support the Healthy Diné Nation Act and Junk Food Tax, which was vetoed by the Navajo Nation president in February 2014.  The act seeks to impose a 2 percent sales tax on sugar-sweetened beverages and junk food, and eliminate sales tax on fresh fruits and vegetables.

Lac Courte Oreilles Ojibwa Community College, Hayward, Wisconsin, $37,500

The grant will be used to build capacity and expand the college’s Sustainable Agriculture Research Station (LSARS). LSARS will increase healthy food access by providing a mobile farmers’ market, online and telephone food-ordering service, and EBT-SNAP purchases.

Lakota Ranch Beginning Farmer/Rancher Program, Kyle, South Dakota, $37,500

The grant will be used to establish an active gardening club on the Pine Ridge Indian Reservation.  Fruits and vegetables harvested will be sold at a local farmers’ market to promote healthier food choices.

Ponca Tribe of Oklahoma, Ponca City, Oklahoma, $28,125

The funding will build capacity and expand the local community greenhouse.  The goal is to produce twice as many fruits and vegetables in the expanded greenhouse.  Additionally, the funds will be used to host weekly diabetes health education and cooking classes.

Pueblo of Nambe, Nambe Pueblo, New Mexico, $28,125

The Community Farm Project will focus on expanding to create more traditional meals with locally grown, highly nutritious food items. Nambe Pueblo is a food desert with issues of access and affordability of fresh, local produce. The farm can expand with eventual creation of a marketplace on pueblo land, instituting practices such as composting and seed saving, and working to revitalize Indigenous crops, harvesting wild plants, and raising hormone-free, locally slaughtered meats.

Sac and Fox Tribe of the Mississippi in Iowa, Tama, Iowa, $37,500

The grant will build capacity and expand the Meskwaki Grower’s Cooperative. The food co-op launched in 2013 and needs to expand to include a greenhouse, seed-saving program and food-preservation workshops, as well as increasing co-op membership.

Sust’ainable Molokai, Kaunakakai, Hawaii, $37,500

The grant will be used to launch the Molokai Food Hub, which will give the Native Hawaiian farming community better access and control over its local food system. The Food Hub will help accurately manage orders and monitor product quality.

Taos County Economic Development Corporation, Taos, New Mexico, $37, 500

The organization will lead and coordinate the Native Food Sovereignty Alliance (NAFSA), including coordinating board meetings, proactively recruiting and growing the membership base, and moving the organization toward achieving its 501(c)(3) nonprofit, tax-exempt status. The organization will also coordinate development of a three-year strategic plan and a priority list of policy areas to be addressed.

Waimea Hawaiian Homesteaders’ Association, Kamuela, Hawaii, $32,825

The grant will continue to fund the “Farming for the Working class” project and will enable another 10 Native Hawaiian homestead families to start actively farming their fallow land. The program consists of hands-on farm training, paired with classroom-based learning and business training.

Lamprey Fishing Blessing Ceremony Has Tribal Sovereignty Undertone

For centuries, Native Americans from Boise to Wenatchee to the southern Oregon coast have harvested Pacific lamprey, colloquially called eels. The ugly-looking critter resembles an eel, but it is actually a primitive fish with a distinctive, toothy suction cup mouth.

Willamette Falls, just outside Portland, is one of the few remaining places in the Northwest where it is possible — and legal — to catch Pacific lamprey for personal and ceremonial use. Tribal members are about the only ones who go for it.

During a “blessing ceremony” for lamprey and fishermen held at the confluence of the Willamette and Clackamas Rivers Monday, tribal schoolchildren led an eel dance, a sort of snaking Conga line more than 50 strong of all ages.

One of the fishermen there, Patrick Luke, is a Yakama Nation biologist. Luke is still miffed about the ticket he received from Oregon Fish and Wildlife police at the nearby falls in 2011.

“Now they have got folks on the reservation that won’t even come down here because they are afraid that enforcement will intimidate folks like they did in the past,” Luke said. “I grew up living that way in the 1970s seeing the state policemen treat the Indian folks really bad.”

Three years later, the Yakama Nation is still fighting Luke’s ticket. Two other fishermen were also cited and had their catches seized that day for fishing without a state permit. The thing is, Oregon does not “co-manage” lamprey the same as salmon or game.

“It is not a treaty right,” State Police Captain Jeff Samuels explained. “It is definitely open to all,” with everyone under the same rules, he said of the state’s approach.

From the tribal point of view, they believe they shouldn’t need the state’s permission.

“They don’t set our seasons,” Luke said. “We have our own law enforcement that sets our own seasons.”

At Oregon’s Department of Fish and Wildlife, fishery managers are trying to finesse the issue so it doesn’t escalate. The department’s Tony Nigro said his agency is trying to reach an understanding that at least clarifies the rules.

“The state has its policies and its legal positions,” Nigro said. “They aren’t necessarily in agreement (with tribal positions) at this point in time. But we respect and recognize the differences. I think we’ve been fairly good at putting those differences aside, seeing if we can work cooperatively.”

Nigro said Northwest states, tribes and the federal government have a common goal to keep Pacific lamprey off the endangered list. Populations of the migratory fish have declined dramatically in recent decades. The reasons are many including dams and water diversions. Lamprey have trouble swimming up fish ladders designed for salmon. However, both sides see room for a limited ceremonial and subsistence harvest within a larger recovery effort.

Evaline Patt, a Warm Springs tribal council member, said lamprey used to be a staple in the diets of Columbia and Snake River basin tribes.

“It’s a rare treat now,” she said, “It’s getting to be a delicacy.”

Patt compared lamprey to oysters. Others said it tastes like fishy steelhead.

 

 

Tribal groups: Oregon coal terminal will hurt fish

PORTLAND, Ore. — Tribal groups say a coal terminal in the Columbia River Basin would interfere with treaty rights, harm fish and put the health of tribal members at risk.

About 50 Yakama Nation members protested Tuesday at site of the project at the Port of Morrow in Boardman. They say the terminal proposed by Ambre Energy would destroy tribal fishing areas.

The Oregon land board is to decide by May 31 whether to approve the project. In a letter to the board, the company says tribes are currently not fishing at its dock. But treaty rights guarantee a site for tribal use whether it is in use or not.

The company also says its dock would not “unreasonably interfere” with fishing.

Environmental groups and business leaders have also rallied against the project.

Columbia Basin Tribes Applaud New Cooperation With Army Corps

The Columbia River Inter-Tribal Fish Commission (CRITFC) has come out in favor of the bipartisan congressional conference report on pending legislation that would enable direct cooperation between the Army Corps of Engineers and tribes.

“The Columbia Basin tribes and the Corps have long mutually agreed that acquisition of such authority would substantially advance project expertise and efficiency and allow the Corps to meet its statutory obligations by accessing tribal expertise,” the CRITFC said in a statement, adding that the language in the relevant section, 1031, was “short and simple but will remedy prior inefficiency in projects such as cultural resources protection, water quality monitoring and lamprey passage research.”

Lamprey passage has been an issue for the tribes in the northwestern United States, to whom they are a cultural icon. Dam construction has impeded the fish’s ability to spawn.

Section 1031 “authorizes the Corps of Engineers to carry out water-related planning activities and construct water resource development projects that are located primarily within Indian country or impacts tribal resources,” the conference report stated. “Previous Water Resources Development Acts have authorized individual Tribes to carry out these activities. This section is intended to provide this authority generically so that all Tribes may benefit.”

The commission also gave a hat tip to Oregon Senator Jeff Merkley, calling him “instrumental” in getting the Cooperative Agreement Authority language included in the bill that passed the Senate in 2013. The tribal organization also noted the contributions of House Transportation and Infrastructure Chairman Bill Shuster and Ranking Member Nick Rahall, who “were integral to affirming House commitment to the policy improvements.”

A final vote on the bill is pending.

“We look forward to swift passage of WRRDA in both the House and Senate and look forward to working with the US Army Corps of Engineers to quickly implement this authority,” said CRITFC Executive Director Paul Lumley in the statement.

Federal Government Finds Harmful Contaminants In Columbia River Fish

The U.S. Geological Survey has found high levels of toxic substances in the Columbia River everywhere from sediments to resident fish to osprey eggs.

The results of a six-year study of the Columbia River downstream from the Bonneville Dam were announced on Tuesday.

USGS hydrologist Steven Sobieszczyk says the contaminants –- which come largely from household products -– hadn’t been effectively tested for in the past.

“In a lot of cases, there’s not even thresholds set for safe and unsafe because we’ve never looked for them before,” Sobieszczyk said.

Elena Nilsen is a research chemist and team lead at USGS in Portland.

She says largescale sucker, the fish species they studied, show abnormalities including negative sperm health that makes it harder for them to reproduce.

With a study involving 13 principal investigators over those years, Nilsen points to confirmed links between household products and effects in the ecosystem of the Columbia River.

“A lot of these things come through the pathways of the wastewater treatment plant into the river – but the ultimate source was usually us,” Nilsen said.

Sara Thompson is public information officer for Columbia River Inter-Tribal Fish Commission. Although regional tribes don’t rely on largescale sucker as they do on salmon and steelhead as subsistence fisheries, she says the new USGS study raises larger water quality concerns.

“Water quality often goes overlooked and ignored because it’s not tangible. You can’t see it,” Thompson said. “We can see fish populations decrease in the Columbia River system and the Willamette System but we can’t see these toxics. We have to make water quality standards a priority in Washington, Oregon and Idaho.”

If resident sucker fish are consumed regularly, health risks, including cancer, could increase.

Nilsen says immigrant communities may be most affected; they eat largescale sucker fish more than other groups because the fish can be caught locally and provide a reliable food source.

The USGS study measured toxics in river sediments, aquatic insects, sucker, and then osprey eggs.

Nilsen says the findings show bioaccumulation -– in which higher levels of toxins were found the higher up the food chain you looked.

In addition, contaminant levels were higher the further downstream the government scientists looked, as the human impacts accumulated.

The three sites studied were near Columbia City, Ore. and Skamania and Longview on the Washington side of the lower Columbia River.

Nilsen says the toxic sources observed are often as innocuous as furniture, non-biodegradable cleaning products and even home electronics. Through consumption and cleaning those toxins can make their way into regional waterways.

“It’s made me just try to be more mindful of the effects that I in my own home can have –- and thinking about everything we’re putting down the drains,” Nilsen said.

USGS has provided this data to health authorities in Oregon and Washington, which are responsible for issuing consumption advisories.

The two states issued related advisories regarding resident fish below the Bonneville Dam last fall.

SEATTLE — Some bad news for backcountry in the West: Some of the fish in the region’s wild alpine lakes contain unsafe levels of mercury, according to a new study by the U.S. Geological Survey.

In the broadest study of its kind to date, the USGS tested various kinds of trout and other fish at 86 sites in national parks in 10 western states from 2008 to 2012. The average concentration of mercury in sport fish from two sites in Alaskan parks exceeded federal health standards, as did individual fish caught in California, Colorado, Washington and Wyoming.

But perhaps more importantly, mercury was detected in all of the fish sampled, even from the more pristine areas of the parks.

The study, conducted jointly by the National Park Service and the USGS, found that mercury levels varied greatly from park to park and even among sites within each park. Overall, 96 percent of the sport fish sampled were within safe levels of mercury for human consumption.

“It’s good news that across this entire study area most of the fish were low,” said Collin Eagles-Smith, a research ecologist with USGS and the lead author of the study. “The concern is that there were some areas, and some fish, that did have concentrations that might pose a threat to either wildlife or humans.”

Two percent of the fish sampled in Mount Rainier National Park exceeded the Environmental Protection Agency’s guidelines for safe human consumption. Fish sampled in Olympic National Park had a higher average mercury concentration than some other parks in the region, but none of the samples were above safe human consumption levels.

“Mercury concentrations in those fish in the Pacific Northwest were quite variable,” Eagles-Smith said. “Crater Lake had quite low concentrations in comparison to other parks, whereas Olympic National Park had some of the highest concentrations in comparison to other parks.”

The researchers were surprised to find some of the highest levels of mercury in a small fish called the speckled dace, which were sampled in Capitol Reef and Zion national parks in Utah.

“The concentrations in those fish were comparable to the highest concentrations we saw in the largest, longlived fish in Alaska,” Eagles-Smith said. He added that more research is needed to better understand how mercury is deposited from the atmosphere into the environment and then concentrated at varying levels in different species.

There was some bad news in the study for birds: In more than half the sites tested, fish had mercury levels that exceeded the most sensitive health benchmark for fish-eating birds, Eagles-Smith said.

“People can regulate their intake of fish and wild fish-eating birds can’t. So, they’re going to take in more fish and more mercury as a result, and it can impact their behavior, ability to reproduce and ability to find food.”

Mercury can come from natural sources, like volcanoes. However, since the industrial revolution atmospheric mercury levels have increased three-fold because of the burning of fossil fuels. Recent studies have shown that particulate pollution from China, which could result from the burning of coal among other sources, can and does make its way across the Pacific Ocean to North America.

The Centers for Disease Control and Prevention warns that exposure to high levels of mercury in humans may cause damage to the brain, kidneys and the developing fetus. Pregnant women and young children are particularly sensitive to the effects of mercury.

Judge Reduces Hatchery Releases On Sandy River

A new court decision reduces the number of hatchery fish releases into Oregon’s Sandy River this year.

The Sandy River Hatchery will be allowed to release 200,000 coho salmon this year. That’s less than the 300,000 coho hatchery managers were planning to release.

Liz Hamilton, executive director of the Northwest Sportfishing Industry Association, said in a statement that the reduction won’t harm sport fishers.

“This is good news for our industry,” she said. “We are very happy the anglers and businesses that rely on fishing on the Sandy River will not be negatively impacted by this ruling. This is great news for hatcheries in Oregon and for anyone who fishes in the Northwest.”

A federal court ruling in January found the hatchery had violated the Endangered Species Act.

Judge Ancer Haggerty said hatchery managers needed to do more to ensure the hatchery fish released into the Sandy weren’t going to put protected wild fish at risk.

His latest decision issued Friday follows up on that ruling. It allows the hatchery to continue releasing fish -– but not as many as planned.

The ruling stems from a lawsuit filed by the Native Fish Society. Michael Moody, executive director of the Society, said his group had asked the court for a larger reduction in hatchery releases – not just for coho but for chinook and steelhead, too.

“We’re disappointed,” he said. “We don’t think it was beneficial to wild fish as much as we’d hoped.”

Scientists Say Stop Worrying About Fukushima Radioactivity In Fish

SEATTLE — Japan’s nuclear disaster released hundreds of millions of gallons of radioactive water in 2011, sparking rampant speculation that a contaminated plume would reach the waters of North America’s West Coast.

Three years later, such speculation is alive and well on the Internet. Consider this video shot at a beach in Northern California and posted last month to YouTube:

 

 

“This is one of the problems,” says Kim Martini, a physical oceanographer at the University of Washington who has been following the issue closely. A Geiger counter can tell you if there’s radiation present, she said, “but it can’t differentiate between different kinds of radiation.”

California state officials went back and tested the beach and found the radiation to be naturally occurring in the rock formations there.

Martini and other scientists have received hate mail for trying to dispel some of the online fears about radioactive pollution resulting from the meltdown of Japan’s Fukushima Daichi Nuclear Power Station. It was triggered by the Tohoku earthquake and tsunami, which struck Japan in March, 2011.

“There’s definitely people that you’re never going to convince… I don’t know what to tell you. The science says it’s OK,” Martini said.

Scientists in California and Oregon have collected samples of tuna, a fish known to migrate back and forth across the Pacific, and analyzed them for radioactive isotopes, Cesium-134 in particular, from Fukushima.

Delvan Neville, a PhD candidate in Radiation Health Physics at Oregon State University, has tested dozens of samples of albacore tuna for radioactivity. The U.S. Food and Drug Administration’s intervention levels for cesium 134 and cesium 137 is 1200 becquerels per kilogram. The highest levels he’s seen in his albacore, of both cesium 134 and cesium 137 combined, is 1 becquerel per kilogram – a level so low that his device couldn’t pick it up until he concentrated the samples.

“That’s more than 1,000 times lower than the point where the FDA would even think about whether they need to let people eat that food still,” he said.

Neville joked that he was eating the tuna he caught right alongside the samples he collected for science, “which was actually kind of fun because then I was telling people as we were eating at the table what their approximate dose was due to Fukushima from the food they were eating and it’s this ridiculously small number.”

There is radioactive material from Fukushima making its way across the Pacific Ocean and it has already reached the West Coast in small amounts. The largest concentration of radioactive water released during the nuclear meltdown is moving in a plume across the middle of the Pacific, but models project that the majority of the radioactive water will sink or be pushed west again before it hits the U.S. Scientists are still debating how high those radioactivity levels could be. “It’s about 20,000 times less than drinking water standards. And so what we like to say is it’s detectable but harmless.”

But despite all the evidence, some fish consumers on the West Coast have been wary.

Pete Knutson has been fishing for salmon in Alaska for more than 40 years. He owns and operates Loki Fish Company with his two sons. On the weekends you’ll find him selling his fish at farmer’s markets around Seattle, with white hair flowing out from under a knit cap and an easy laugh that draws passersby up to his stall.

“We have all different kinds of salmon products, pickled salmon, ikura, smoked salmon, canned salmon, whole pink salmon over there,” he gestures to rows of neatly packaged pink salmon meat.

Knutson’s in the business of catching fish, not testing them. But after the Fukushima meltdown his customers wanted answers about the safety of his product.

So he sent seven salmon samples off to an internationally certified lab to test for radioactive isotopes. Five of the seven samples came back without any detectable levels of radioactive isotopes from Fukushima, Knutson said, and two showed levels several hundred times below approved levels.

“We feel very good about the results,” he said.

The tests cost Knutson $1,200 but he says it was a necessary investment.

“People do not trust governmental authorities. They don’t trust corporations. They don’t trust explanations and they don’t have a good science background,” Knutson said. “So it makes for a good combination where rumors can start spreading like wildfire, rumors like the whole pacific is poisoned, rumors like starfish, salmon seals, they’re all poisoned from the radiation and it’s not true. This is not definitive proof that there’s not a problem but it’s an indicator.”

Fisheries in Japan remain closed because of high levels of radioactivity and the ongoing release of contaminated groundwater from the nuclear site, but the FDA, Washington Department of Health, Woods Hole Oceanographic Institute and others have stressed that levels of radioactivity in fish that have made their way across the Pacific are not at levels of concern.

Oregon Proposes Removing Hatchery Fish From Wild Fish Areas

Hatchery-reared fish would get the heave ho from certain rivers along the Oregon Coast under the latest strategy to help Oregon’s wild salmon and steelhead.

The new management plan proposed by the Oregon Department of Fish and Wildlife would designate several coastal rivers as “wild fish emphasis areas,” while increasing the number of hatchery fish planted in other coastal rivers to expand fishing opportunities in those waters.

The idea is to improve the way six species of wild salmon and steelhead are managed without shortchanging those people who count on hatcheries to produce enough fish for them to catch.

To find the right balance, the agency convened several stakeholder committees with members from sportfishing, commercial fishing and conservation groups. Stakeholders spent months debating which rivers should get more hatchery fish and which ones should get less.

ODFW’s Coastal Multi-Species Conservation and Management Plan aims to conserve six species in 20 different river basins along the Oregon coast. None of the species are listed under the Endangered Species Act, and the state wants to make sure it stays that way.

The fish face threats from habitat loss, predators and overfishing. And also from their own hatchery-raised relatives. Studies show hatchery fish can compete with wild fish for habitat, and they can impact genetics through interbreeding. Several lawsuits are targeting hatcheries in the Northwest as scientists continue to document conservation risks to wild fish from hatchery releases.

Of course, hatcheries also serve an important role in coastal communities.

“They provide fish for people to catch,” ODFW program manager Tom Stahl says. “We’re trying to balance the hatchery program in terms of providing that fishing opportunity and also conserving wild fish populations.”

The state plan, which is currently in draft form and open to public comment, wouldn’t reduce the overall number of hatchery fish being released into coastal rivers. In fact, it would increase that number slightly from 6 million to 6.3 million per year. But it would reduce the number hatchery fish being released in some rivers such as the Kilchis, Siletz, and the Elk.

The plan has sparked outcry from both sportfishing and conservation groups. Some fishermen prefer to catch fish on rivers that would have fewer hatchery fish under the plan, and some conservation groups have put a lot of effort into improving wild fish runs on rivers that would get more hatchery fish.

After sitting on one of the committees, Alan Moore of the conservation group Trout Unlimited says it will be impossible to make everyone happy.

“The Kilchis River will be a wild fish emphasis area, and hatchery production will be moved to Nestucca River,” Moore says. “Trout Unlimited is planning a bunch of habitat conservation work on the Nestucca. We’re wondering: Should we be thinking about moving it to a different river where it stands a better chance of helping wild fish?”

Meanwhile, fishermen who rely hatcheries to ensure enough fish to catch are counting to make sure that the hatchery fish proposed to be removed from the Kilchis are actually going to be released somewhere else.

“Everybody’s counting fish,” Moore says.

The plan would also put more effort into preventing hatchery fish from interacting with wild fish overall, Stahl says, and it proposes a sliding scale for fishing seasons that would allow more fishing in years with higher predicted runs of fish.

“The plan really is trying to be proactive in increasing conservation as well as increasing fishing opportunity,” he says. “We’re threading that needle.”

ODFW is holding six meetings this month to collect public comments on the plan. The first meeting is from 6 to 9 pm Thursday at ODFW Headquarters, 4034 Fairview Industrial Drive SE, in Salem.
