Ebola Poses Little Risk in the Northwest, Health Officials Say

Public health officials in the Northwest say Ebola poses little threat to the region, but they are prepared to isolate and treat infected health workers or travelers. There have been no suspected or confirmed cases in Oregon or in Washington.

Oregon state Health Officer Katrina Hedberg says that most people traveling between West Africa and the United States are aware of the risk of Ebola.

“Most people, we hope ,will self identify, will want to get evaluated, will not want to spread any infection to other people,” she says.

Hedberg says emergency rooms and hospitals have been reminded to ask patients about recent travel. If you’ve been in West Africa and develop a fever or diarrhea, share your travel history with a doctor. Hedberg says standard isolation protocols hospitals use to treat patients with highly contagious diseases like the measles would be adequate for an Ebola patient as well.

Washington’s state public health laboratory is among relatively few in the US that the CDC has certified to test for Ebola.

Scott Lindquist, the state epidemiologist, says so far no tests have been requested.

Ebola has killed more than 2,000 people in West Africa, according to the World Health Organization.

Will More Coal, Oil Trains Rumble Through Northwest?

SEATTLE – About two dozen projects have been proposed in the past two years to move the Northwest toward becoming a transportation hub for coal, oil and gas to Asia.

A new Sightline Institute report examines the combination of rail, pipeline and fuel terminal proposals across Washington, Oregon and British Columbia. Report author Eric de Place, Sightline’s policy director, said public input is critical as local land-use agencies determine the fate of each project. Regionally, he said, he thinks Native American voices also will be important.
“It’s almost impossible to overstate the potential for the Tribes to derail these plans,” he said. “They have treaty rights with the U.S. government that allow them to, in many cases, put a stop to these plans almost immediately.”
Last week’s meeting of the Affiliated Tribes of Northwest Indians included a three-hour workshop on climate change. Last year, the coalition of 72 tribes passed a resolution opposing the transport and export of fossil fuels in the Northwest.
Deborah Parker, a council member of the Tulalip Tribes, said they are prepared to do more.
“Co-Salish Tribes, we’re in 110 percent agreement,” she said. “We do not want to see these oil trains here. Turning our region into a fossil-fuel depository and port of departure? It will not be economically beneficial – not anywhere near the degree that it’ll be economically disastrous.”
For the most part, she said, the tribes haven’t been convinced that the job potential of the coal, oil and gas projects is significant enough to offset the damage to land, fish and wildlife.
Estimates in the Sightline Institute report indicate that Washington’s ambitious plan for reducing carbon pollution can be tossed if all the fuel-transport proposals are approved. De Place said the changes would increase the Northwest’s carbon footprint by three to five times.
“I think it’s fair to say that most people are astonished at the scale of the transformation that this region is about to embark on if fossil-fuel companies get their way, and that decision is all happening within the next couple of years,” he said. “The scale is much, much bigger than most people realize.”

“If We Cannot Escape, Neither Will the Coal”

Northwest Tribes and First Nations block fossil fuel exports.

Across the Northwest, Native communities are refusing to stand idle in the face of unprecedented schemes to move coal, oil, and gas through the region. It’s a movement that could well have consequences for global energy markets, and even the pace of climate change.

Now is a good moment for pausing to examine some of the seminal moments of resistance from tribal opposition to fossil fuel exports. Yesterday, the second Totem Pole Journey came to an end with a totem pole raising ceremony at the Beaver Lake Cree Nation in Alberta. As it did last year, the journey showcased the tremendous breadth and depth of indigenous opposition to coal and oil schemes—spanning Native communities from coastal forests to the high plains interior of North America.

The journey was a reminder not only of the particular moral authority of the tribes and First Nations in the face of fossil plans, but also the fact that they are uniquely equipped to arrest these export plans.

British Columbia

Like the United States, Canada is in the midst of a natural gas boom. The industry is trying desperately to move its products to foreign markets, but concerns about public health, fishing rights, and environmental damage have First Nations raising red flags.

Many of the First Nations in British Columbia have banded together against a liquid natural gas facility at Fort Nelson in northeast BC. At what is now being called the “Fort Nelson Incident” Chief Sharleen Gale gave a rousing speech, saying:

My elders said, you treat people kind, you treat people with respect… even when they are stabbing you in the back. So I respectfully ask government to please remove yourselves from the room.

Gale later asked LNG representatives to leave as well, and the event galvanized the BC aboriginal community. Since then, no fewer than 28 BC First Nation organizations have signed a declaration to put the facility on hold.

Elsewhere in the province, aboriginal communities have been in a long standoff with proponents of the highly controversial Enbridge Northern Gateway Pipeline, a proposal that would move tar sands oil from Alberta to port facilities in BC where it would be transferred to tankers that would move the crude to Pacific markets. At least 50 First Nation leaders and 130 organizations have signed the “Save the Fraser Declaration.” Citing concerns over water quality, fishing, treaty rights, and sovereignty, nine coastal First Nations even went so far as to preemptively ban oil tankers in their territorial waters.

The Canadian federal government gave approval to the Northern Gateway Pipeline in June, and women of the Gitga’at Nation did not take it lying down. In protest, they stretched a 4.5 kilometer (2.7 mile) crochet chain across the narrow channel near Kitimat, where the export facility is proposed to be built.

“It’s to show that we’re prepared to do what it takes to stop them because we can’t let it happen. It’s the death of our community, our culture,” said Lynne Hill, who generated the idea.

Now, similar opposition is mounting against Kinder Morgan’s planned Trans Mountain Pipeline expansion in southern BC, and BC First Nations are challenging it in court.

Lillian Sam, aboriginal elder from the Nak’al Koh River region, put the situation in perspective:

You cannot eat money…you see the devastation of the oil sands: a huge part of that land is no good. What’s going to happen to us? What’s going to happen to our children?

The US Northwest

Like their neighbors to the north, Washington Tribes have had major concerns over fossil fuel exports, not to mention the way they have been treated by proponents of the projects.

In 2011, the would-be builder of the Gateway Pacific coal terminal near Bellingham got into hot water with permitting agencies after it was discovered that they had begun construction without approval. Not only did construction crews destroy acres of sensitive wetlands, they also damaged local Lummi Nation burial grounds.

It was a not-so-subtle “accident” and was the last straw for many in the local tribal community. The Lummi subsequently burned a mock check from the terminal proponents at the site of the planned coal terminal. It was a pivotal moment for activism in the Northwest.

Opposition from the tribes can be a tremendous barrier for the coal, oil, and gas industries to surmount. Above and beyond their sovereignty, most of the Northwest tribes have specific fishing rights guaranteed to them in their treaties with the US government, rights that were subsequently reaffirmed and clarified by the Boldt Decision of 1974. Those tribes have firm legal footing for demanding access to their “usual and accustomed” fishing grounds, which include most of the places where fuel terminals would be located.

Other Puget Sound tribes have also made it publicly clear that they are firmly against coal exports. In April of last year, tribal leaders joined then-Seattle Mayor Mike McGinn in the Leadership Alliance, a coalition against coal export.

Said Tulalip Tribes Chairman Melvin Sheldon:

When it comes to coal… the negative potential of what it does to our Northwest—we stand with you to say no to coal. As a matter of fact, the Tulalip say ‘hell no’ to coal.

Brian Cladoosby, chairman of the Swinomish Indian Tribal Community and one of the state’s most influential Native American leaders, declared:

For thousands of years, Washington State tribes have fought to protect all that is important for those who call this great state home. We as leaders need to protect our treaty resources, our economies, and the human health of our citizens and neighbors.

The Nisqually Tribe likewise has submitted thorough public comment in opposition to a giant coal terminal planned for Longview, Washington. Beloved tribal leader Billy Frank, Jr., who recently passed away, was a persistent voice in opposition to Northwest fossil fuel exports. In one of the last things he wrote, he declared his solidarity with the Quinault Nation, who are fighting against a trio of oil terminals proposed in Grays Harbor Washington. Frank wrote:

The few jobs that the transport and export of coal and oil offer would come at the cost of catastrophic damage to our environment for years. Everyone knows that oil and water don’t mix, and neither do oil and fish, oil and wildlife, or oil and just about everything else. It’s not a matter of whether spills will happen, it’s a matter of when.

East of the Cascades, too, Native opposition has been fierce. The Yakama Tribe came out publicly and powerfully against Ambre’s proposed coal export facility in eastern Oregon, once again citing tribal fishing rights. Yakama protests and tenacity, in conjunction with other regional tribes like the Warm Spring and the Nez Perce, were a major factor in the proposal not being permitted. In Oregon, the Confederated Tribes of the Umatilla Indian Reservation also joined the Yakama in opposition to coal on the Columbia River, batting down ham-fisted attempts by the industry to buy tribal support.

Networks of tribes, like the Columbia River Intertribal Fish Commission (CRITFC), also voiced their strong concerns about what the proposals would be mean for their communities. The Northwest Indian Fisheries Commission also declared its strong opposition to oil exports from the proposed site at Grays Harbor, highlighting fishing disruption in the Puget Sound, health problems in their communities, and pollution.

In fact, the 57 nations that make up the Affiliated Tribes of Northwest Indians unanimously voted in May of 2013 to officially oppose all fossil fuel export facilities in the Northwest.

Paul Lumley, executive director of the Columbia River Intertribal Fish Commission, may have put the tribal community’s view most clearly:

Our communities are wedged between the railroad and the river. We’ve got nowhere to escape. If we cannot escape, neither will the coal.

Lumley’s words are proving prescient. Last month, yet another Northwest coal export terminal was dealt what was likely a fatal blow. The Oregon Department of State Lands denied a crucial permit to Ambre Energy, which plans to ship coal from a site on the Columbia River. Among the most influential factors the state agency cited for its decision: tribal sovereignty.

The decision was, in some ways, recognition of the power that the region’s tribes and First Nations can exercise over the fossil fuel infrastructure projects that are cropping up across the Northwest. By asserting treaty rights and voicing cultural concerns, tribes are presenting a major barrier—are a key part of the thin green line—to a reckless expansion of coal, oil, and gas schemes.

How Ocean Chemistry Threatens The NW Oyster Industry

NETARTS BAY, Ore. — Mark Wiegardt steps slowly through knee-high water, pausing over some jagged lumps of brown-gray shells with a bent flat-head screwdriver.

He picks up a clump of oysters and rests it on his thigh, stabbing and wrenching until the shellfish crack apart.

The creatures inside are more valuable than ever, so Wiegardt tries his best to make them look nice by bashing off the sharp edges.

Oysters are biologically simple. But nothing is simple about the water in which they live. The Pacific Northwest’s ocean chemistry is changing. A phenomenon known as ocean acidification has shocked the Northwest oyster industry, causing farmers and hatchery owners to modify decades-old ways of cultivating oysters and to reconsider the murky future of their industry.

“Our business has definitely been altered by this changing water chemistry,” Weigardt said.

He understands the concern surrounding ocean acidification better than almost anyone. Wiegardt’s a fourth-generation oyster farmer and one of the managers of Whiskey Creek Shellfish Hatchery in Netarts Bay, Oregon.

Like many hatcheries on the West Coast, Whiskey Creek grows Pacific oysters — a Japanese species introduced to America in the early 1900s. Farmers grow oysters in enclosed waters connected to the ocean, known as estuaries. But the coastal waters of the Northwest are too cold for Pacific oysters to spawn naturally. So, oyster seed suppliers like Whiskey Creek act as incubators.

Whiskey Creek houses huge vats of seawater that serve as swimming pools for young oyster larvae to develop. When the larvae are mature enough, the hatchery packs them in balls of paper towels before sending them to independent oyster farmers along the coast.

The farmers take the oyster “seed” to their nurseries and dump it into giant tanks, where the larvae “set” onto vacant oyster shells. When they are mature enough, the farmers remove the shellfish from the tanks and chuck them into the bay. The oysters will stay here for a couple years, fattening up by filtering algae and other nutrients out of the water. Eventually, the farmers will return and gather their harvest so the full-grown oysters can be bagged and sold.

Why Are The Larvae Failing?

In the late summer of 2007, the oyster larvae at Whiskey Creek Shellfish Hatchery didn’t make it to the bay. Without warning, the larvae began to fail by the millions inside the vats.

“Everything was dying. The larvae were pink. Every larva in the place was not feeding,” said Sue Cudd, owner of Whiskey Creek.

Whiskey Creek couldn’t supply its customers with seed. No one could understand why the larvae were dying.

“The changes were so dramatic, we thought there was a very strong possibility that we were going to go out of business,” Wiegardt said.

A year after the first die-offs, Whiskey Creek engineer Alan Barton scrambled for clues explaining why Whiskey Creek’s methods were suddenly not working. Barton discovered that an upwelling of ocean water with unusually high acidity was corroding the oysters’ shells, causing the larvae to die while trying to form an exoskeleton. He was eventually able to stem the die-offs by adapting simple aquarium chemistry to equalize the pH in Whiskey Creek’s tanks.

Since then, Whiskey Creek has learned to sustain healthy brown larvae in its vat water with a system that constantly buffers the water. However, the effectiveness of buffer chemicals is limited to hatchery tubs.

The die-offs made 2007 a defining year for West Coast oyster farmers.

Hedging Bets In Hawaii

Kathleen Nisbet, a manager of Goose Point Oyster Company in Willapa Bay, saw the die-offs as a signal to change. In 2009, Goose Point began constructing its first oyster hatchery in Hilo, Hawaii, in order to lessen its dependence on hatcheries like Whiskey Creek, which draw water from the Northwestern tides. Though the Nisbets had long done business with Whiskey Creek, and still do, they felt they had to set themselves apart geographically to insulate their business from the acidic waters.

“I employ 70 employees; I’m responsible for 70 families. That’s a big deal to me,” Nisbet said. “I can’t just say, ‘We’ll figure it out.’ I’ve got people I have to feed and it was our responsibility to look at what we needed to do.”

But even as one crisis seems resolved, another one looms. There’s a new concern that mature oysters may soon be at risk. Roberto Quintana, an engineer at Ekone Oyster Company on Washington’s Willapa Bay, has begun to see health defects in oysters out in the bay that he can’t correlate with natural events.

“Last year was when I first heard some of the old-timers from around here who were like, ‘We don’t know what the hell happened,’” Quintana said.

There is no consensus on what to do if water chemistry in the bays turns inhospitable for mature oysters. Quintana says there are a few options: genetically engineer a more hardy oyster species; try to apply buffer chemicals directly into the bays; or perhaps just give oysters more time in their safe nursery tanks.

Can The Oyster Industry Survive?

But for some, the thought of such dramatic changes to old farming techniques makes them question the long-term survival of the Northwest oyster industry.

“Those are big, philosophical questions,” Jambor said. “Do you get out of this business because you think it’s going to go down in 30 years? I don’t know.”

Whiskey Creek’s Wiegardt, however, is not about to idly watch the Northwest oyster industry go down in his lifetime. In the last few years, he has travelled many times with other Northwest shellfish producers to Washington, D.C., to tell their stories and ask lawmakers to pay for monitoring stations that would measure the water’s acidity.

“Farmers in general, I think we all like to complain a little more than we should,” he said. “[But] any time you know a little bit about something that may have a huge impact, you need to communicate that.”

Wiegardt thinks he has been well received in the Capitol, and he accepts these trips as his responsibility to the small community of Northwestern oyster farmers who know each other by first name.

“It’s not all doom and gloom,” Wiegardt said. “We’re solving a problem here as we speak.”

Osprey nests are a common sight near rivers, lakes and bays in the Northwest. If you look closely with binoculars, you might notice some of these large raptors like to line their nests with discarded baling twine or fishing line. The problem is it can kill them.

Now wildlife biologists are working with ranchers and at boat ramps to keep the attractive nuisance out of the ospreys’ clutches.

University of Montana professor Erick Greene has surveyed osprey nests in his home state and parts of Washington, Oregon, Idaho and Wyoming. In all those places, he discovered nests festooned with brightly colored plastic twine.

“Basically, wherever you’ve got agriculture, hay fields, livestock — which is a lot of the West — you have baling twine, which is used to tie up hay bales, and you have ospreys,” Greene explained.

Greene said for unknown reasons, the fish hawks are particularly fond of soft, frayed twine. They use it in place of lichens or grasses in their nests.

“Ospreys have a jones for this baling twine,” he said. “I wish they didn’t.”

It’s sometimes a fatal attraction.

Preventing Death By Twine

“It looks as if anywhere between 10 to 30 percent of osprey chicks and adults in some areas that are particularly hard hit are killed by this baling twine,” Greene said.

The entangled raptors can suffer gruesome deaths by strangulation or starve because they can’t fly off to fish. That is, unless someone comes to the rescue — or better yet gives a nest what Greene calls a preventive “haircut.”

Last month, Greene enlisted a bucket truck and a crew of linemen from the Missoula Electric Cooperative to clean up a nest with chicks that sat on top of a power pole in the middle of a ranch by the Clark Fork River.

“This is a nest I’ve been worried about for years,” he said. “It has killed a lot of ospreys over the years. This is going to be a good one to clean up.”

 

 

Lineman George Porter and I went up to the nest with scissors. Strands of orange string draped from the wide bowl of sticks like Christmas tinsel.

It appeared as if the ospreys tied knots in the nest.

“That’s basically what it looks like, all tangled,” Porter said. “Yeah, they definitely use it to hold everything together.”

We found multiple kinds of twine in the nest, including a piece of black nylon rope. In the background, you could hear the osprey parents squawking. But they circled at a distance and did not interfere with the quick cleanup of their nest.

Out Of Sight, Out Of Nest

The preferable solution of course would be to keep twine and fishing line out of nests in the first place. In Idaho, the state Department of Fish and Game along with local partners are placing periscope-shaped recycling bins for fishing line at boat ramps.

Idaho Fish and Game wildlife biologist Beth Waterbury also worked on setting up a baling twine pick up and recycling program in her area, the upper Salmon River valley.

“It’s a logical solution and I think it is going to make a difference for the incidence of entanglement,” she said.

In western Montana, student researcher Amanda Schrantz did public outreach to farm groups and individual ranchers. She said many of her contacts didn’t have any idea about the lethal effects of discarded twine or the pressing need to collect and store it out of sight.

“Ospreys will go great distances to pick up this baling twine,” Schrantz explained. “Even though we don’t know why, they are. You kind of have to have 100 percent cooperation with this.”

Schrantz said if just one ranch or dairy leaves twine in its fields, the ospreys will find it. In Oregon’s Willamette Valley, a private plastics recycler accepts used baling twine and hay wrap.

“We recycle about a quarter million pounds per month of baling twine,” co-owner of Agri-Plas, Allen Jongsma said. He added used twine can be melted down to make new baler twine or automotive parts.

A different company, fishing tackle maker Berkley, recycles recovered monofilament fishing line into artificial reef pieces.

Northwest Considers Multi-State Approach To Federal Carbon Rules

Power planners in the Northwest are considering a multi-state approach to federal carbon reduction rules.

The region’s clearest path to meeting carbon targets may come from the Northwest continuing its march toward energy efficiency.

Director of power planning at the Northwest Power and Conservation Council, Tom Eckman, says if those efforts continue to be successful – and if coal plants in Oregon and Washington close, as scheduled – carbon targets are attainable, across the region.

But efficiency at a state level could be tough for Montana. Its five coal plants generate lots of power for consumers in other states. Eckman says a multi-state alliance could spread the carbon burden.

“On the one hand, they have great advantages, by reducing the aggregate costs,” Eckman said. “But on the other, the institutional arrangements are not in place to make that happen. That would be a real lift.”

Eckman says such an alliance might need support form private utilities and the public Bonneville Power Administration.

Obama’s Climate Initiatives in the Northwest

President Obama Wednesday announced several initiatives to help prepare for a warming climate. He said wildfires, heat waves and rising sea levels brought on by climate change threaten public safety.

One of the main problems that the initiatives will address in the Northwest is the risk people face from floods and landslides.

Climate scientists say warmer winter storms will lead to more frequent and prolonged periods of rainfall. And that could trigger more landslides like the Oso disaster that killed 47 people last march in Washington’s north Cascades. But detailed 3-D maps can help predict where disasters like the Oso landslide could happen.

Obama’s climate initiative will give $13 million dollars to the U.S. Geological Survey to help map more areas, which is not much money for this expensive technology. But Tom Carlson, a geographer with the USGS, says every little bit helps.

He says only about one-fourth of Washington has been mapped by this technology.

“It’s very patchy. There are lots of doughnut holes out there, lots of blank spots,” Carlson says.

About one-third of Oregon and very few parts of Idaho have been mapped.

Also in the president’s initiative:

  • Tribes will get $10 million to help mitigate and plan for climate change. Tribes will be awarded grants to start planning how to adapt and monitor changes and vulnerabilities. They’ll also get money to help gather and share more data about the effects of climate change.

“Impacts of climate change are increasingly evident for American Indian and Alaska Native communities and, in some cases, threaten the ability of tribal nations to carry on their cultural traditions and beliefs,” said Bureau of Indian Affair’s assistant secretary Kevin Washburn in a statement.

Obama’s initiative will also help communities build more green stormwater infrastructure, like rain gardens and urban forests, something Northwesterners know about.

The initiative will also provide funding for coastal communities to deal with rising sea levels. One way to do that, Obama says, is to build stronger sea walls. Seattle officials say parts of the city will be underwater by 2050.

The U.S. Fish and Wildlife Service plans to eliminate the use of bee-harming pesticides on wildlife refuges in the Pacific region by 2016.

A new rule phases our the use of neonicotinoid pesticides – a class of chemical that has been linked to several bee die-offs in Oregon in the past two years, including one that killed 50,000 bumblebees in a Wilsonville parking lot.

Studies show neonicotiniods can be absorbed into plant tissue and harm bees and other pollinating insects. The European Union has banned the use of the chemicals to protect pollinators until further studies can be completed. New findings published in the journal Nature suggests a link between neonicotinoid pesticide use and a decline in bird numbers.

The pesticides are used on some wildlife refuges in sprays that control invasive insect species, and they also coat some of the seeds farmers use to grow food for wildlife on refuges in the region, according to Kim Trust, deputy chief of refuges for the U.S. Fish and Wildlife Service in the Pacific Region. The agency and its cooperating farmers will have until January 2016 to look for alternatives to neonicotinoids.

“We want to make sure in our refuges we’re using the best available tools to protect all wildlife on our refuge lands,” said Trust. “So we will will be phasing out coated seeds. We’ll be phasing out sprays except in some rare circumstances where they need to be used.”

A memo to refuge project leaders asks managers “to exhaust all alternatives before allowing the use of neonicotinoids on National Wildlife Refuge System Lands in 2015.”

The rule only applies in the Pacific region, which includes Oregon, Washington, Idaho, Hawaii and other Pacific islands. Officials say it was made in response to scientific studies that indicate neonicotinoid pesticides may harm pollinating insects.

The Center for Food Safety has sued the U.S. Fish and Wildlife Service to force a nationwide ban on the use of neonicotinoids on refuges. The group has also sued the Environmental Protection Agency to get the agency to take two neonicotinoid chemicals off the market.

Paige Tomaselli, senior attorney for the Center, said the new U.S. Fish and Wildlife rule for the Pacific region is “a responsible and necessary first step.”

“But the agency must permanently institute this policy on all refuge lands across the country,” she said in a news release. “As our legal challenges have repeatedly stated, the costs of these chemicals severely outweigh the benefits; we must eliminate their use immediately.”

Poll: More Northwest Residents Support Coal Export

More people in the Northwest support coal export terminals than oppose them. Those are the results of a new survey. But people who took the survey didn’t feel very strongly about why they supported coal exports.

For the third year in a row, a public opinion poll for EarthFix asked Northwest residents how they felt about transporting coal through the region. That coal would then be exported to Asia.

DHM Research surveyed 1,200 residents in Washington, Oregon and Idaho from June 25-30. The poll found 47 percent of Northwest residents say they support coal exports. That’s up a little bit from last year’s survey, which showed 41 percent or respondents supporting coal exports. 34 percent opposed Northwest coal exports, and 19 percent didn’t know.

John Horvick, DHM Research director, said many people who responded didn’t have very strong opinions about why they support coal terminals. Those reasons include supporting local economies and more property tax revenue.

“These arguments aren’t quite as persuasive as they were in the past. Maybe people are becoming a little bit more cynical, they’ve heard them before, or they’re asking some questions, or the landscape has changed on the issue,” Horvick said.

The survey also found many people aren’t paying close attention to the issue, Horvick said, another possible reason they don’t feel very strongly about why they support coal export terminals.

One survey respondent who felt strongly about opposing coal export terminals was Robert Schuman. The Pullayup, Washington, resident is a 32 year old truck driver. He said he’s not necessarily opposed to coal, but he doesn’t like it being shipped to Asia.

“I don’t like the coal going over there mainly because they don’t have any environmental controls. It’s getting pumped out in the air over there without even basic scrubbers or anything like that. It’s just pumping ash in the air,” Schuman said.

Environmental groups look at less intense support as good news to their cause. They say as people learn more about coal exports, they start to support them less.

Kerry McHugh, Washington Environmental Council spokeswoman, said exporting coal would harm communities along the railroads and where terminals are built.

“It just really starts to add up that it’s not worth it,” McHugh said.

Over the past three years surveys have shown public support for exporting coal dipped as state agencies hosted large meetings and reviews about the terminals.

Fewer meetings took place this year. Support has risen. Opposition has stayed about the same.

Kathryn Stenger is with the Alliance for Northwest Jobs and Exports. The industry-backed group supports coal terminals.

She says one of the main reasons more people are supporting coal exports:

“It’s trade-related jobs in Washington State that are at stake here,” Stenger.

The survey had a margin of error of 2.8 percent.

There are now three proposed export terminals in the Northwest.

Swimming through cities is a fact of life for many salmon in the Northwest. With all their pavement and pollution, cities add to the challenges salmon face as they make their way to the ocean and back to their spawning grounds.

Alan Yeakley is the director of the School of the Environment at Portland State University and co-author of Wild Salmonids in the Urbanizing Pacific Northwest. The book sets out to answer a key question: Can wild salmon populations coexist with humans in urban areas?

EarthFix reporter Cassandra Profita sat down with Yeakley to talk about exactly why cities are such a problem for salmon and steelhead in the Northwest, and what urban-dwellers can do about it.

Cassandra Profita: Tell me what got you interested in this topic. I think of it as salmon in the city.

Alan Yeakley: When the focus has been so strongly and of course rightly so on the wild land areas, agricultural areas, forested areas, the hinterlands. That’s most of the land surface, the land area, but yet it has always been recognized that these fish have to go through these lethal urban areas. So, any fish going through the entire Willamette Basin has to go through Portland. Any fish going in the Columbia Basin has to at least go through the area between Portland and Vancouver, and with those toxics coming off the streets with the sediments coming in the higher temperatures that city environments create, it’s quite a challenge for fish to go through those areas and yet it represents such a large part of the Pacific Northwest that they have to pass through twice in their lifetime.

Profita: So, are you looking at what challenges salmonids have in urban environments?

Yeakley: Yes, they range across a whole suite of issues. And it ranges from physical impacts from sediment coming into the streams at higher rates coming off of our roads, the toxic elements that are coming in either from automobile exhaust or waste, or from fertilizer that people are applying to their yards, from industrial sites. Just all manner of – you know that toxic soup that is produced from cities that hits these streams.

Every time somebody steps on the brakes in their car – including me. Today I drove my car in so that had some impact on salmon. And we’re all doing this. We’re all having these tiny little impacts that add up. We know from copper in the brake pads that has a sub-lethal effect. In other words, it’s an effect that won’t kill the fish but it will reduce their ability to function, just having some presence of copper in the water that’s coming off those brake pads. So, these everyday practices that we do, watering our lawns too much so that the water doesn’t just soak into the lawn but goes out into the street and moves into the street, particularly if we put too many pesticides, herbicides or insecticides. The insecticides affect the insects in the stream and those insects are part of the salmon’s diet. So any extra insecticides we’re putting in our yards that go into the stream will then affect the fish. These are indirect effects, but they’re still effects.

Profita: Did you look into how salmonid populations are actually doing in urban environments? Did you look at their numbers?

Yeakley: From the city of Portland we work with Chris Prescott. He and others are doing comprehensive surveys of these salmonid populations. They do them on a routine basis every year. trying to understand population levels of salmonids. And recently Chris sent me some data about a month ago, actually, from some some encouraging results for native fish populations in Portland urban streams including salmonids that are on the uptick. So there are some encouraging results from Portland. There are also encouraging results from other cities such as Boise and Seattle and some of the other surrounding metropolitan areas in the Pacific Northwest in terms of some of the salmon numbers coming back. Of course, they’re not in any substantial numbers yet, but at least there is some presence of salmon in some of the area streams now.

Cassandra Profita: Can you tell what kinds of environments are seeing the uptick in salmon and what kinds of areas are not?”

Yeakley: “Yes, where municipal efforts have been most successful and most intense we’re seeing the best return. For instance in the Johnson Creek watershed, there have been a number of very large restoration sites, recovery sites that have been conducted by the city of Portland, the city of Gresham and with some help from other entities. All of these people working together have been able to recover stream segments’ entire floodplain areas, and that’s really notable so they’re to be lauded.

The big challenge, of course, is these habitats are not sufficient still to recover very large populations of salmonids. And they sometimes are not connected together well enough. So there will be a big stretch of nice habitat and then they’ll go through a concrete, very narrow concrete passage like an LA stream-type channel where you don’t have any riparian, any side channels, any overhanging vegetation. So it’s kind of like a Mario game where you have little stretches where the fish are really doing OK and suddenly it gets really tense again and the numbers are not going to not come back very strongly until we reconnect and get rid of some of these really lethal habitats that still remain in their path.

Profita: What have you found needs to change to accommodate fish in urban areas and what’s realistic?

Yeakley: The realistic question is really the challenge. Part of what needs to be done is just what municipalities like the city of Portland are already doing. It just needs to be continued. More of it. Because it’s working but it’s not sufficient for full recovery.

So that’s the first thing. We just need to continue what cities like Seattle, Portland and others are already doing. But then more needs to be done in the same area, so all the streams still in damaged conditions have lots of toxics going into them have lots of nearby homes that don’t have a lot of mitigation, a lot of bioswales or other retention ponds to intercept the pollutants as they come off these urban lawns. Those still need to be continually upgraded in terms of adding more interception of those toxic pollutants and more reduction of the toxic impacts of either the urban residents or of the commercial areas or industrial areas.
