Tulalip hosts First Annual MOA Training with Washington State’s Children’s Administration

In January 2016, the Tulalip Tribes and the State of Washington signed a Memorandum of Agreement (MOA) that would allow the two entities to collaborate on government-to-government issues regarding child welfare and Tulalip youth. Tulalip wants to ensure that the youth of the community remain connected to their culture and their people.

Previously, in the event that a Tulalip child was taken out their home, the child would enter the system and often would be placed in the home of non-natives. This practice caused a disconnect between the youth and their families and culture. Tulalip has long worked on a resolution, and at the beginning of 2016 the resolution was presented in the form of the MOA. The agreement involves the Tulalip Tribal Court, beda?chelh, and Child Protective Service caseworkers uniting together to ensure that when a Tulalip youth is removed from the their parent’s guardianship, that child will relocate but remain with family. If family is unable to take the child in, alternate families throughout the community are considered and are the next option for placement. Once the child is relocated, beda?chelh team members remain involved, often assisting the families with guidance and informing them when cultural and community events are occurring.

Recently, in the month of November, caseworkers and team members of Washington State Children’s Administration traveled to the Tulalip Administration Building for the first annual Tribal Training Under the MOA. Tulalip’s goal for the first training was to make sure the trainees had a clear understanding of how a tribal community operates.

The trainees had the opportunity to meet the teams they will be working with including, Judge Whitener and the Tulalip tribal attorneys, the beda?chelh team, as well as Tulalip Tribes General Manager Misty Napeahi and Kinship Coordinator Verna Hill.

She explained that the modern society praises an independence lifestyle, which is introduced at a young age. Independence is based on the decisions an individual makes, meaning a person’s successes and failures are placed entirely on that individual.

She then explained to the group the opposite of independence, interdependence. Dr. Fryberg explained that the majority of the world adapts the interdependence lifestyle. Interdependence is the reason why many cultures including, Native American, have strong, deeply connected communities. With interdependence, each individual has a role to play within their community. If a person fails they are supported by their community, allowing the individual the opportunity to learn why they failed. Not only does this present the opportunity for the individual to learn from the mistake but also the chance for more experienced members to pass down advice and knowledge to the individual, therefore making a stronger connection amongst community members.

Dr. Fryberg spoke of the importance of growing up in an interdependence based community. She informed the group that she has taken in two Tulalip tribal children, the youngest an infant boy who was born prematurely.

She states, “He’s really had a big impact on the way I think about what we are doing in our community. The idea of focusing on promoting our people is really helping others see the strength in our people. This is something that has been really important and it will help move us away from the systems that have continued to hold people down. In particular the systems that have kept some families of our communities in foster care. And what we’re trying to do is interrupt that cycle. In our community there’s a real desire for well-being, there’s a real desire to help us move forward. What we’re doing is trying to be very purposeful in this work we are doing, as we continually think about how do we get better.”

She continued, “In that process we realized that change is hard, but it is hard because we are fighting against all of the mindsets people have.  We’re trying to be purposeful in understanding that it’s not just about individuals. They exist in a system. We can try to change the system to make it easier for our people. To help scaffold what it means to take those steps, to help improve them. And by improving them, we improve the next generation in our community.”

Dr. Fryberg stated that the young boy in her custody was born drug exposed. She researched different methods that would give the child in her care the greatest future possible. She stated, “I don’t know what the drugs did to his brain while he was in his mother’s body. I can’t know. But what I do know is that I will do everything for this little boy every day of his life to give him the best chance possible. And he is so loved! There are many families like mine in our community. There are many people who’ve taken in these babies and children, and said they are going to commit to these little souls with every ounce of energy they have.”

Wrapping up her speech, Dr. Fryberg addressed the trainees, “What we want you to walk away with today are three things. Number one, we want to approach our families, especially our most vulnerable families, from a place of promotion. They’re already in a terrible place. Most of them didn’t get there because they were awful people, but because they had awful experiences. So, we want to start from a place of promotion, and we want to put families back together. We have to find a way to empower people when they are most vulnerable because a lack of empowerment will never lead to change. Number two, we have to understand that there is more than one good legitimate way to be. There are different ways of existing in the world, there’s different ways of expressing, of thinking, and being motivated. And third and lastly, we have to know what our bias is and be willing to confront it in every interaction in the community and at home. Our objective is to make sure we do our best by our families and by our children.”

Tulalip Tribal Employment Rights Office Family Day

On Friday November 4th the Tulalip Tribal Employment Rights Office (TERO) held a “Family Day” at its vocational training center. Children, parents, and uncles and aunties gathered together at the training center to paint the bookshelves this years students have built as their first construction project. The school year started in September. Families enjoyed the painting and then had a wonderful hot lunch of fried chicken and salad.

Tulalip Employment Rights Office (TERO) provides training, hiring, and contracting to Tulalip members, their families, and spouses. The Tulalip Vocational Training Center (TVTC) was open in 2014 to provide an opportunity for students to learn a variety of trade skills in order to enter into the construction trades. TVTC trains Native Americans in the trades but offers so much more. After receiving a grant from the Kellogg Foundation two years ago TVTC has been implementing a new philosophy with additional services. That philosophy looks at the individual seeking training but also offers services to the larger family in order to help create success for the next generation.

TVTV staff interacts with students and help to build a foundation of trust and communication. It is through this process that the student’s family needs are identified and the program is then able to identify obstacles that may be interfering with student success. They may help pay for childcare, the education needs of the student, as well as help identify education barriers their children may have; they create linkages and bridges to address these barriers. An adult is not going to have success if they are overwhelmed by worry for their children. Basically, the idea is that in order to create a healthy and productive employee means identifying, and assessing the family stressors, wand then provides the extra services, which in turn creates healthier families; thus, the second generation model.

The training program is accredited through South Seattle Community College and Renton Technical College; all the students taking this program earn 24 college credits.

Teri Gobin, director of the Tribal Employment Rights Office (TERO): “What we do is enforce preference of hiring and contracting. A part of that is getting the work force ready. We created the TERO vocational training center back in 2001 to respond to this need. The Washington State Apprenticeship Trades Council now recognizes it as the only pre-apprenticeship program for Native Americans, and the only program of its kind in the nation that is recognized by a state.”

Lisa Telford, the family career navigator, explains the different types of certificates students receive: “First Aid, CPR, AAP, Flaggers, Forklift, Boom Lift, Scissor Lift, OSHA 10; they get all those certifications at the end of the program. The students think about what unions or trades they are interested in and we work on filling out applications towards those places.”

Mark Newland, TERO Vocational Training Center instructor, talking about projects they work on during the 13 week course: “The students get introduced to all the facets of the trades: safety, blueprint drawing and reading, what the construction business is all about, building a personal project to scale with cut list. We do all the ground up, building footing, foundation wall, framing, they learn how to frame windows and walls. They build rafters, calculate scales, and learn about plumbing and electrical.

Lynne Bansemer, TVTC program coordinator, says: “Students will be able to take the information they learn and apply it into their own lives and houses.” We want to start working with Heritage High School, bringing in the students to start helping build Tiny Houses. It would be empowering to the kids who come and work on a project like this to see there is more things going on in life, be a part of people thanking them for building these houses.

What other local projects have TVTC been involved with? “We do a lot of projects for the tribe right now, the gardens you see at the Boys and Girls Club, the Clinic, and we built those. The students help build the garden structure and get an idea for what it’s like to grow your own food.”

Family day is about kids coming in and seeing what their parents are doing every day, how they are bettering their future, being truly focused, and successful people.

Talking to a student, Ralph Flores, about why he joined the program “It was definitely something I was interested in and I had to go for it; I couldn’t pass it up.”

Nicholas Brown and Caleb Hatch, two students in the TERO program, traveled far to be in this program “We came from Wyoming to take this program. We traveled and are staying at a relative’s house, trying to find opportunities that we can take advantage of in Washington. I lived here before, I grew up in Washington, I enjoy it here.”

When asked why they took this program they responded, “You get to learn the basic knowledge of construction trades, power tools, and learning the process of soft skills. I’ve learned presentation skills like proper dress codes; you don’t want to go in wearing a suit and tie. You want to go into an interview ready to work, steel toe boots, here I am, let’s go work.”

 

Information about Acute Flaccid Myelitis (AFM)

Many of you may have heard about the recent cases of acute neurological illness seen in kids at the Seattle Children’s Hospital. I know that a child’s health is the most important thing in every parent’s life. I want to share some important information about the illness, Acute Flaccid Myelitis (AFM), a rare condition that affects the nervous system.

Below are common questions and answers provided by the State Department of Health:

Q: What is Acute Flaccid Myelitis (AFM)?

A: AFM is a rare condition with sudden onset of weakness of one or more limbs, sometimes accompanied by weakness of the muscles of the face and eyes.  In severe cases, the breathing muscles can be involved. In all cases, there are distinctive lesions in certain areas of the spinal cord seen with an MRI.

  • Symptoms of AFM vary in severity and range from mild weakness of a limb to absence of movement in all limbs.
  • Unlike most other diseases, suspected AFM are only reports.
  • The cases receive a final classification as confirmed or probable AFM, or are ruled out, only following a review by expert neurologists from the Centers for Disease Control and Prevention.

Q: How common is AFM?

A: AFM is quite rare. Last year, Washington state had no cases, and in 2014 there were only two, so this number of suspected cases within about a six-week time span is unusual. Clusters similar in size to the one we are currently seeing have happened elsewhere in the US, for example, in Colorado and Arizona.

Even with an increase in cases in 2016, AFM remains a very rare disease. Less than one in a million people will ever develop it.

Q: What causes AFM?

A: AFM can be caused by a variety of germs, such as enteroviruses, which typically cause milder illness in children such as respiratory infections. Other causes may be West Nile Virus, autoimmune disease or environmental toxins. For most reported cases across the US, the cause has not been identified.

It can also be mistaken for conditions that cause inflammation of the nerves such as transverse myelitis and Guillain-Barré syndrome.

However, when enteroviruses get into the central nervous system, they can cause more serious illnesses like inflammation of the brain. Polio virus, which is not being considered as the cause of these children’s illnesses, is a cause of AFM that is rare now in the US due to vaccination.

Q: Do you know what caused any of these potential cases?

A: At this point we do not know what has caused these potential AFM cases.

  • Oftentimes, despite extensive laboratory testing, a cause for AFM is not able to be identified.
  • It’s not known why some people develop AFM while others don’t.

Q: Is AFM contagious?

A: AFM is a syndrome, which is basically a group of symptoms caused by many different things. Many of the germs that cause AFM are contagious, such as enteroviruses, which typically cause milder illnesses in children such as respiratory infections. Enteroviruses can get into the central nervous system and cause more serious illnesses like inflammation of the brain, although this is uncommon.

Some of the germs known to cause AFM are contagious between people while others are not. West Nile Virus for example is only transmitted by mosquitos while common cold germs are transmitted between people.

Q: Are these cases connected to each other?

A: At this point we don’t know if these cases are connected in any way.

  • They came from four different counties (Whatcom, King, Pierce and Franklin).
  • Their age ranges between 3 to age 14.
  • And while we can’t discuss specific cases, some have unique symptoms from the others.

Q: Could this be something else?

A: AFM is one of a number of conditions that can result in neurologic illness with limb weakness. Such illnesses can result from a variety of causes, including viral infections, environmental toxins, genetic disorders, and an abnormal immune response that attacks the body’s nerves.

Q: How is AFM diagnosed?

A: AFM is difficult to diagnose because it can look nearly identical to other conditions or syndromes. It is diagnosed based on a combination of symptoms and a type of imaging test called an MRI or laboratory results.

A doctor can rule out other neurological disease by careful examination, for example, looking at the location of muscle weakness, muscle tone, and reflexes. An MRI is essential to diagnose AFM.

Q: Can adults get it?

A: Yes, but it may be more likely to affect children, perhaps because they typically haven’t built up as much immunity to germs as adults.

Q: Is there a treatment?

A: There is no specific treatment for acute flaccid myelitis, other than what doctors call supportive care, which means treating the symptoms. A doctor who specializes in treating brain and spinal cord illnesses (neurologist) may recommend certain interventions on a case-by-case basis.

Q: Do people who get it get their movement back?

A: According to the CDC some do. The CDC did a survey of patients from cases in 2014 investigation and got 56 responses. A small number had complete recovery of limb function after about 4 months, but some had no improvement.  Right now there is no long-term information available, but the CDC is working with states to collect the information.

Q: Is there any way to prevent it?

A: Because being infected by any one of a number of viruses are possible causes of AFM, steps to avoid infections include good hand washing and avoiding contact with people with respiratory and diarrhea infections may help.

AFM can be caused by different things, and because doctors know so little about the cause, there are no known specific preventative measures to recommend.

  • You can help protect yourselves from some of the known causes of acute flaccid myelitis by:
  • Washing your hands often with soap and water,
  • Avoiding close contact with sick people, and
  • Cleaning surfaces with a disinfectant, especially those that a sick person has touched.

Q: What is the investigation looking at?

A: We’ve worked to make sure that tests are being done that might point to a cause – these tests are now being reviewed by us and the CDC and we hope to have some preliminary information back soon.

We are investigating whether the cases have any links to one another and are reviewing other information including if they had recent illnesses. While the types of tests are really comprehensive, sometimes no direct cause is found.

I want to reassure all of our families that we are aware of the cases of AFM in our state and we want to provide our expertise and offer information to concerned individuals and families as requested. Progress for the future: Understanding the changes to Minor Trust Accounts

Progress is impossible without change. For that reason changes are coming to how Tulalip youth will receive their per capita trust fund money. The changes primarily affect the disbursement of the money. Previously, when a tribal member has turned 18 years old and achieved their high school diploma or G.E.D. they would then receive 100% of the money in their minor trust account. Effective as of January 1, 2017, tribal members ages 18-21 who have achieved their high school diploma or G.E.D. will now receive 25% of their trust in yearly payments.

Additionally, tribal members who do not achieve their high school diploma or G.E.D. will have to hold out until they become 22 years of age in order to collect on their trust account. The same disbursement method of yearly payments at 25% applies.

There are multiple reasons why these changes to trust account disbursements are needed and will take place. The principal and easiest to understand is this: changing the trust disbursal from one payment at 100% to four payments at 25%, allows the collecting tribal member to save thousands and thousands of dollars in tax penalties. Please see visual chart below to see how a June 2017, Tulalip high school graduate is saved over $10,000 in tax penalties by receiving four payments of 25% as opposed to one lump sum. That’s more than $10,000 being saved from forfeiture for each tribal member to pocket and spend how they see fit.

The vast majority of tribal members should agree that the change in disbursement is necessary if only for the thousands of dollars it saves for each young adult. It’s saving over $10,000 for the June 2017 graduates, and that dollar amount saved will only grow exponentially in the years to come.

Some tribal members may suggest that this is a scheme of some sort, instead of seeing this change as progress for the future. In fact, this change is a direct result of the experience and testimonials witnessed by Rosie Topaum, who was the driving force behind changing the disbursement amount. For years now, she has heard the countless stories of young Tulalip citizens who spent their entire lump sum in a matter of weeks and wish they could have a do over with their trust money.

“For the last two years I’ve been brainstorming with my staff and members of the community about how we can make this process better for the youth,” says Rosie, Enrollment Manager. “I know change can be hard to accept, but it’s necessary. There are so many people who’ve shared their story with me of how they blew through their trust money, loaned it out to family and friends only to never to get it back, or simply wish they would have waited to be older and more mature before getting such a large amount of money. We want to help our youth and give them the best opportunity to succeed.”

Rosie really saw traction for her idea to change the disbursement amount after she sent out a survey via tribal-wide email, personal email, and the tribal member only Facebook group. Back in June of last year this survey on the effectiveness of the minor trust accounts went out and she received 285 respondents, 98% of whom were tribal member parents or young adult tribal members advocating for a change of this sort. For those wondering, 285 respondents is a huge amount. Consider at the most recent semi-annual General Council, the largest amount of respondents to cast their vote was 316.

There may be some young adults who require a larger distribution than 25% and there is a lump sum request option available to them. A request for a higher percentage can be made before the trust committee who will make a recommendation to the Board of Directors whether to grant or deny the request. Examples of requests that can be granted are to start a business, purchase a home or land, pay extra costs with college, and pay for medical bills.

Along with the disbursement changes from 100% to four payments of 25% comes the mandatory education class on budgeting and money management each tribal member must attend prior to receiving their first distribution. This financial skills class will be offered once a month, on a Friday from 2:00p.m. – 6:00p.m. at the Tulalip Admin building in room 162. Dinner will be provided and transpiration made available by the Youth Services Department.

One final note: none of these changes to the minor trust accounts dictate what a Tulalip citizen can do with his or her money. For example, after achieving a high school diploma and taking the mandatory, one-time financial skills class, the youthful tribal member will receive the first 25% distribution check of their trust. Not the parents, Board of Directors, nor any notion of the tribe can tell that individual what they can or can’t do with their money. However, the hope is that whatever is done with that money, by the time a year goes by and the next 25% distribution check is cut, the tribal member has gained more life experiences as an adult, and is more prepared to make wise decisions regarding their future. As we can call attest, you will learn to make better decisions in life with experience and time. That’s progress.

US Recognizing Tribal Rights

A wave of federal recognition of tribal sovereignty and treaty rights has reached a high water mark in the closing days of President Barack Obama’s administration. We hope President Donald Trump will help push that wave even higher.

President Obama kept his campaign promise to meet regularly with tribal leaders and give us a seat at the table where decisions are made about health care, education, natural resources, economies and many other aspects of our lives. For the past eight years he has invited all 567 federally recognized tribes to the White House for an annual Tribal Nations Conference. That’s something no other president has done.

More than that, he has confirmed that tribal sovereignty and treaty rights are the cornerstones of Indian communities and the federal government’s trust responsibility to the tribes is sacred.

He’s had good help from people like U.S. Environmental Protection Agency Administrator Gina McCarthy, who earlier this year instructed the agency to consider tribal treaty rights throughout its decision-making processes for all actions. It was the first time a director of a federal agency has done that.

That led to the recent signing of a memorandum of understanding among the federal agencies to acknowledge treaty rights as the center of our trust relationship. Right where it should be.

Some of this surge in federal recognition is directly tied to the Treaty Rights at Risk initiative begun in 2011 by tribal leaders in western Washington.

We started the effort because we are losing the battle for salmon recovery. Salmon habitat is being destroyed faster than it can be restored. If there are no salmon to harvest, our treaty-reserved rights are meaningless.

We are asking the federal government to align its agencies and programs and lead a more coordinated salmon recovery effort. We want the United States to take charge of salmon recovery because it has the obligation and authority to ensure both salmon recovery and protection of treaty rights.

We received more assurance that our message is being heard when the White House Council on Environmental Quality last month announced the strengthening of a federal task force to establish priorities for restoring Puget Sound. The task force will work with tribal, state and local governments to develop an action plan that will better coordinate and advance work aimed at improving the health of Puget Sound.

We will not accomplish our goals without aligning our strengths to protect and restore the long-term economic strength and environmental quality of our region. Our treaties might well be what holds the effort together for everyone.

Habitat is the key to salmon recovery, protection of our treaty rights and ensuring that salmon will be here for future generations. If salmon are to survive, and if our treaty rights are to be honored, we must make real progress in habitat protection and restoration.

We hope President Trump is listening and will continue President Obama’s legacy of honoring the promises made to Indian people through treaties that are the supreme law of the land.

Marine Drive Sidewalk Expansion Project

Many years ago Snohomish County placed sidewalks on Marine Drive. However, the project did not take the sidewalk past 7th Ave (The Grange area). There are many walkers who travel this route daily and with the large number of cars and trucks that also travel Marine Drive it is often dangerous.  A couple of years ago the Tribal General Council passed a mandate to take corrective action and the Tribal Board instructed staff to undertake this action. 
 
After much coordination with the County who controls the Right of Way for this road a design was completed and agreed upon. Next step finding the funds. This task proved hard but tribal staff was able to accomplish it with funding coming from a Safety Enhancement Grant through the Puget Sound Regional Council.
 
The new pathway will cut soil and re-slope the sides of the Marine Drive on the upland or non-water side.  Three feet of additional asphalt will be placed making the 1.2 Mile pathway six feet in total width thus meeting ADA requirements. Turtles or round white buttons will be placed as well as rumple strips to separate cars and trucks from walkers. Five hundred feet of the pathway will be on a separated lighted board walk that will span the wetland near the entrance to the admin building on 64th.  With “Safety always in mind” we have performed a lighting study and additional lights will be installed to provide better lighting and eliminate the dark zones. 
 
After a competitive bid process Reece Construction was awarded the project as the general contractor 
 
Work commenced this AM and will continue as long as the rains allow. The teams will work Monday-Friday (8AM to 5 PM) with anticipated completion March 2017, weather permitting. With daylight savings time in affect it is dark at 7:30 and again at 4:30 in the afternoon.  And with the large number of vehicles on the roadway we ask that our members and staff support this project in any way possible.  Traffic control flaggers are on site and will remain on site for the duration of the project.

Quil Ceda Tulalip students promote positive, healthy living

The Tulalip Tribes Tobacco Cessation Program helped Quil Ceda Tulalip Elementary (QCT) students celebrate Red Ribbon Week from October 24 to 28. This year’s theme was “You Only Live Once. Be Drug Free.” Students, parents and staff were invited to participate in daily activities to promote positive, healthy living.

Red Ribbon Week is a national campaign held during the final week of October and brings drug abuse awareness to schools. Think of it as a modern day equivalent to the D.A.R.E. program for the previous generations. It’s a program that started back in the 1980s in honor of a Drug Enforcement Administration agent, Kiki Camerena, whose goal was to educate youth on drug prevention.

The ‘YOLO. Be Drug Free’ campaign focused on making healthy, confident life choices. The week highlighted substance abuse prevention, including over-the-counter medications, prescription medications and illegal substances.

“The Tulalip Tribes and Marysville School District partnered to create a special month-long program called Unity Month and it was in full effect during October,” stated Ashley Tiedeman, Tobacco Cessation Program Coordinator. “Each week our goal was to focus on a different topic, such as domestic violence and bullying prevention. For the last week of October the topic was suicide prevention for the older kids, grades 6-12, while the younger kids, K-5, got Red Ribbon Week.”

On Monday, October 24, the tobacco and drug prevention campaign kicked off. QCT students and staff were encouraged to wear the color red and all received an invitation to a special breakfast before the morning assembly. The youthful minds who attended the breakfast got a nutritious, fruit-filled breakfast to snack on while Ashley and her colleague Rachel Steeve handed out custom #UnityMonth bracelets and stickers. The pair of Smoking Cessation experts used the time to also educate students on the health risks and concerns of smoking cigarettes. When hearing of all the deadly chemicals and nastiness in cigarettes the children’s focused faces immediately mirrored that of Mr. Yuk.

Throughout the week QCT students had the opportunity to take a pledge to be drug-free, stand together as links in a unified chain to live healthy lifestyles, look to the future while wearing the colors of their favorite college, and complete several drug-free activity worksheets that could be exchanged for popcorn at lunch time.

“The kids were so excited and they really got into Red Ribbon Week because the activities changed every day. The activities made the kids so eager to learn and they really emphasize all the benefits of being drug-free,” said Moiya Rossnagle, Family Liaison for QCT. “Watching them fill out their pledge cards to be drug and alcohol-free was a definite highlight.”

Red Ribbon Week came to an end with the conclusion of the final activity, a door decorating competition. Each classroom spent the week decorating their doors for the contest held on Friday, October 28. The winning classroom would be awarded a Popsicle party, so needless to say the stakes couldn’t be any higher.

“We wanted to get all the classes excited and what better way than to have a friendly competition where the kids could get creative and really show different ways to promote living healthy and being drug-free,” marveled Ashley. “The kids put so much effort and thought into decorating their classroom doors. It was just amazing to see what each class came up with. Each class did such a great job that we couldn’t pick just one winner, they were all winners for celebrating Red Ribbon Week.”

Ultimately, each class was deemed a winner and all the students got to bask in the glory that is a Popsicle party. Hopefully, while enjoying the yummy treat each student took a moment to reflect on what they’d learned over the past week. Understanding the importance of staying focused on their dreams and not letting negative things like substance abuse sidetrack them from all the potential and greatness a drug-free life has to offer. After all, there are many more Popsicle parties to be had.

Tribal police teach women’s self-defense class

‘I can’t breathe! I can’t breathe,’ she kept thinking.  It was supposed to have been the perfect day, a trip to the outlet mall with her older sister. She didn’t even know what happened. She was waiting in the parking lot for their mom when a car pulled up, the man inside smiling and chatty. She knew better than to talk to strangers, so she started backing away when someone behind her pushed her forward into the car. Now she was in the trunk of the car, tied into a giant fuzzy blanket. She kept trying to remember what the guy looked like. What did the car look like? How was she going to get out of here? Then she started gulping air again because she couldn’t breathe.

The above scenario is made up, but it’s a scene that Alicia Horne can imagine all too well.

“They’re young ladies and they’re at the age of human trafficking for sure,” she said of her two daughters, ages 10 and 13. Alicia was one of 12 women who attend the first Women’s Self-Defense class taught by Tulalip Tribal Police.

Alicia explained that she originally signed up for the class to support her co-workers at Tribal Court.

“I came to support my staff. Where I work, we are dealing with people who are cussing at us and trying to intimidate us. I came because the environment I work in is a hostile environment. “

She brought her girls hoping to give them tools to be safer as well.

“I want to make sure they’re self-aware and can protect themselves.”

Instructor, Officer Joshua Warren, has taught martial arts for 18 years and volunteered to teach numerous Women’s Self-Defense classes. He explained that the class isn’t a complete martial arts system, it’s an introductory class geared primarily towards rape prevention.

“The typical police response is six to eight minutes away, depending on where you live,” he pointed out. “That can be a long time.”

Particularly, when, according to the Women’s Self-Defense Institute, the average interaction time between a criminal and a victim is 90 seconds.

“Situational awareness and your voice are your most effective tools,” Officer Warren stated. He also explained that being a good witness is a valuable skill that allows police and courts to do their jobs when a crime occurs. Noting the height, weight, skin tone, hair color and clothes that a person is wearing all helps police find and arrest the right person.

“Because if he’s going to do this to you,” said Officer Warren, “He’ll do it to her, and to her,” he pointed to the other women in the room.

Throughout the evening, the ladies learned how to recognize an imminent attack, and use a handful of techniques to defend against strikes, grabs, and chokes, as well as how to protect yourself if you are on the ground and how to use improvised weapons to defend yourself.

Tulalip Elder Pauline Williams was delighted.

“I wanted to be more empowered,” she explained. “I’m older. I want skills to help me be more alert and aware. I think older people in general are a target and vulnerable. Now, I feel like I’m stronger than I thought I was. I consider myself really feminine, but by putting more of my body into action, it gives me more force.

“It’s essential,” Pauline said of the class. “I’m glad to see the young girls here.”

By the end of the evening, many of the attendees were asking for more classes.

“I would recommend it,” Alicia said of the class. “I think it should be for all ages. I see some good techniques that these kids can use whether they’re left home, left in the car or going to the store by themselves. The crime epidemic has no boundaries for any age or house. When someone is in the mindset of getting what they need, things happen and it’s good to prepare yourself.

“What stuck out to me is certain techniques. When they’re on top of you, that seems like a helpless situation and having a move to get them off you, to me, that move was more powerful than you think it would be. The talking part was pretty informational, it’s a lot to absorb and think about,” Alicia explained, recalling the beginning of the class, when Officer Warren referred to Tribal code 305200 and Washington laws RCW9.16.020, both of which outline a citizen’s right to self-defense.

“I think there should be more classes,” continued Alicia. “When you take your first class, you’re stepping outside of your comfort zone. Then, by the second or third class you have it cemented in your mind what you’re going to do. After your two or three classes, then you should take a refresher maybe once a year. Kind of like CPR classes.”

As the class came to an end, Officer Warren warned that everything he taught was useless, unless the women continued to practice the techniques and strategies that they learned.

“What a time to be alive and in education!”

Since Time Immemorial (STI) is a curriculum created to educate Washington State elementary through high school students on the history, culture, traditions and sovereignty of the Northwest coastal tribes. The school districts will meet frequently with local tribes so their students can learn first-hand about the resilient people of Native America and the unfortunate journey we have experienced since Christopher Columbus ‘discovered’ the new world.

In the early 2000’s, Tulalip tribal member and Washington State Senator, John McCoy wrote House Bill 1495 that encouraged Washington school districts to teach students about local tribes. Since the bill was passed less than 30% of the school districts participated in teaching the history of neighboring Native communities. In 2014, Senator McCoy presented a new bill, Senate Bill 5433. House Bill 1495 and Senate Bill 5433 were essentially the same, however, the slight alteration of verbiage changed Native American education from being encouraged to a requirement.

During the time period between the two bills, STI was created and made available for the schools that chose to participate. Since then the creators have been able to fine-tune the curriculum by trial and error of participating school districts. The end result is a free, easy accessible curriculum that includes full lesson plans, videos, reading material, and activities that will potentially put an end to stereotypes and misconceptions of Native People that many non-natives possess.

Certified STI instructor, Dr. Laura Lynn, recently spoke to educators, administrators, and parents from the nearby school districts of Edmonds, Mukilteo, Monroe and Arlington at the Hibulb Cultural Center to discuss the background, and to present an in-depth view of the curriculum.

“What a time to be alive and in education!” Dr. Lynn exclaimed. “The intent of this meeting is not to shame but to give a clear understanding of the Native communities. By sharing the curriculum with our students, it is going to help them become informed citizens. As our youth step up into leadership roles they will be deeply connected with the community. As educators we aren’t teaching our students so they can leave, but so they can grow. We need to assist them as they perfect their talents and give them the tools they need to enrich our communities.”

Dr. Lynn expressed that the youth need to understand the true history of local tribes. She explained that America often tries to downplay the tragedies that occurred to Natives and make it feel like it took place a long time ago. When in reality the elders of today’s tribes were taken from their families and placed into boarding schools where they were forced to learn the white culture and lose their traditional cultural teachings.

Before STI, the story of the birth of America often leaves out the fact the U.S. Government stole its land by murdering Native Americans. That is only the beginning of the countless atrocities the government committed against the Indigenous community.  Dr. Lynn stated, “We are not fulfilling our duties if we are not being honest about the genocide, the assimilation, and the boarding schools. It is important that you know the history because you can teach a curriculum, but if you don’t understand the spirit and the intent behind it, you will tend to make the same mistakes repeatedly.”

Dr. Lynn quickly went through a lesson plan with the educators titled ‘The 600 Memorial Lesson Plan’ she said, “Since [House Bill 1495] was signed, over 87% of school districts did not participate in teaching the history of Native People. The only native history we have been teaching is in a post 1900 context. Think about it. Close your eyes and envision the image of a Native American tribal member. Because of what is portrayed in our history books, in our minds we are living with a stereotype. The image is usually in a post 1900 context and its usually of a tribal member who is not from this region. The 600 Memorial Lesson Plan addresses the stereotype issue. During this lesson, students will learn about contemporary issues that local tribal communities are facing today. It will give our students a chance to meet with and understand contemporary Native People, giving us a chance to finally dissolve those stereotypes that often lead to racism and barriers.”

The event concluded with a story, exclusively for the educators, by Master Carver/Storyteller Kenny Moses. As more schools are starting to implement the STI curriculum, the hope of a better tomorrow emerges. An opportunity for a future without harmful stereotypes and offensive mascots is presented. Coast Salish tribes will finally get to share our similar yet unique story as Native Peoples.

Tulalip is ‘Raising Hands’ to the community

Once a year the Tulalip Tribes hosts a gala to honor and thank local charities for their impact on our communities. The event, dubbed Raising Hands, is a nod to a Tulalip tradition of raising hands as a sign of gratitude and recognition for hard work.

“Everyone here tonight had a calling,” Chairman Mel Sheldon stated. “They had something they wanted to do to help better society and they went out and did it. Now, each and every one of them is making a difference. That’s why we’re here, to celebrate your journey. We are all in this canoe, helping each other out, pulling together in the right direction. For the work that you do, we thank you and raise our hands to you. Thank you for helping make a stronger, greater community with Tulalip.”

The Indian Gaming Regulatory Act of 1988 allows tribes to conduct certain types of gaming if they enter into a gaming compact with the state.  Tulalip’s compact, like most, includes a provision to donate a percentage of gaming earnings to organizations impacted by gaming (fire, police, etc), as well as other charitable organizations.

Tulalip leaders long ago decided that the money would support organizations that demonstrate the same ideals that Tulalips cherish. Over 400 charities and non-profit organizations received grants from Tulalip this year, bringing the total amount donated to over $7 million. This year, Tulalip broke the record for most money donated by a tribe in a single year.

Tulalip Board of Director Glen Gobin explained that after years of success, the Tribe is more than happy to help support organizations that have a positive impact in Washington.

“We weren’t always this blessed,” Glen reminisced about Tulalip before gaming revenue. “I remember years ago when there was no TRC (Tulalip Resort Casino) and no outlet mall. That area used to be just trees. We’re now very blessed to have the opportunity to give back to our community.”

The event, held in the TRC Orca Ballroom, brings together representatives from each of the organizations who received funds from Tulalip over the previous year. The idea is that when change makers are in a room together, they have the opportunity to network and build connections that can strengthen their efforts.

Among all those present, six organizations were singled out and their efforts highlighted with videos that provide a glimpse into the hard and selfless work that it takes to run charities and non-profits.
