Navajo Nation declares drought emergency

ALBUQUERQUE, N.M. (AP) – The nation’s largest American Indian reservation is awash in extreme drought, and that has forced its leaders to declare an emergency.

Navajo Nation President Ben Shelly signed the emergency declaration Monday along with a memorandum directing all executive branch agencies to develop plans for responding to the drought and educating the public about its effects.

“We are going to do everything we can to bring our people through this drought. We have many needs, and we are a strong people,” Shelly said in a statement. “Water is precious, and we have to learn how to conserve and change our practices to make sure we prevail through these drought conditions.”

Over the last month, drought on the Navajo Nation – from the tribe’s lands in New Mexico and Arizona to southeastern Utah – has gone from bad to worse. The latest federal drought maps show extreme conditions covering the Four Corners region.

Some areas of the reservation have seen just over one-third of their normal precipitation this year. The soil is dry and wells aren’t producing water like they have in the past, Shelly said.

Making matters worse is summer forecasts are predicting continued high temperatures and below average precipitation for the area. Navajo emergency management officials said that will likely result in lower river flows, which could have negative effects for livestock and municipal wells.

There are about 5,000 stock ponds across the reservation, and officials said as water supplies dwindle, more pressure will be placed on the tribe’s windmills and drinking water wells.

The tribe’s commission on emergency management said drought conditions have already created a critical shortage of water and feed for livestock.

“The land condition will continue to deteriorate and the socio-economic framework of the Navajo Nation will be negatively impacted,” the commission stated. “The livestock owners and farmers will need to plan to protect and preserve their land and their livestock.”

The declaration makes available emergency funds for Navajo communities and clears the way for the tribe to seek a federal disaster declaration.

Wells are drying up and underwater tables falling so fast in the Middle East and parts of India, China and the US that food supplies are seriously threatened, one of the world’s leading resource analysts has warned.

In a major new essay Lester Brown, head of the Earth Policy Institute in Washington, claims that 18 countries, together containing half the world’s people, are now overpumping their underground water tables to the point – known as “peak water” – where they are not replenishing and where harvests are getting smaller each year.

The situation is most serious in the Middle East. According to Brown: “Among the countries whose water supply has peaked and begun to decline are Saudi Arabia, Syria, Iraq and Yemen. By 2016 Saudi Arabia projects it will be importing some 15m tonnes of wheat, rice, corn and barley to feed its population of 30 million people. It is the first country to publicly project how aquifer depletion will shrink its grain harvest.

“The world is seeing the collision between population growth and water supply at the regional level. For the first time in history, grain production is dropping in a geographic region with nothing in sight to arrest the decline. Because of the failure of governments in the region to mesh population and water policies, each day now brings 10,000 more people to feed and less irrigation water with which to feed them.”

Brown warns that Syria’s grain production peaked in 2002 and since then has dropped 30%; Iraq has dropped its grain production 33% since 2004; and production in Iran dropped 10% between 2007 and 2012 as its irrigation wells started to go dry.

“Iran is already in deep trouble. It is feeling the effects of shrinking water supplies from overpumping. Yemen is fast becoming a hydrological basket case. Grain production has fallen there by half over the last 35 years. By 2015 irrigated fields will be a rarity and the country will be importing virtually all of its grain.”

There is also concern about falling water tables in China, India and the US, the world’s three largest food-producing countries. “In India, 175 million people are being fed with grain produced by overpumping, in China 130 million. In the United States the irrigated area is shrinking in leading farm states with rapid population growth, such as California and Texas, as aquifers are depleted and irrigation water is diverted to cities.”

Falling water tables are already adversely affecting harvest prospects in China, which rivals the US as the world’s largest grain producer, says Brown. “The water table under the North China Plain, an area that produces more than half of the country’s wheat and a third of its maize is falling fast. Overpumping has largely depleted the shallow aquifer, forcing well drillers to turn to the region’s deep aquifer, which is not replenishable.”

The situation in India may be even worse, given that well drillers are now using modified oil-drilling technology to reach water half a mile or more deep. “The harvest has been expanding rapidly in recent years, but only because of massive overpumping from the water table. The margin between food consumption and survival is precarious in India, whose population is growing by 18 million per year and where irrigation depends almost entirely on underground water. Farmers have drilled some 21m irrigation wells and are pumping vast amounts of underground water, and water tables are declining at an accelerating rate in Punjab, Haryana, Rajasthan, Gujarat and Tamil Nadu.”

In the US, farmers are overpumping in the Western Great Plains, including in several leading grain-producing states such as Texas, Oklahoma, Kansas and Nebraska. Irrigated agriculture has thrived in these states, but the water is drawn from the Ogallala aquifer, a huge underground water body that stretches from Nebraska southwards to the Texas Panhandle. “It is, unfortunately, a fossil aquifer, one that does not recharge. Once it is depleted, the wells go dry and farmers either go back to dryland farming or abandon farming altogether, depending on local conditions,” says Brown.

“In Texas, located on the shallow end of the aquifer, the irrigated area peaked in 1975 and has dropped 37% since then. In Oklahoma irrigation peaked in 1982 and has dropped by 25%. In Kansas the peak did not come until 2009, but during the three years since then it has dropped precipitously, falling nearly 30%. Nebraska saw its irrigated area peak in 2007. Since then its grain harvest has shrunk by 15%.”

Brown warned that many other countries may be on the verge of declining harvests. “With less water for irrigation, Mexico may be on the verge of a downturn in its grain harvest. Pakistan may also have reached peak water. If so, peak grain may not be far behind.”

April surge in snow has small impact: drought continues in much of the West

WASHINGTON, May 13, 2013 – May measurements confirm April forecasts: NRCS hydrologists predict reduced spring and summer water supply for much of the West.

April saw a surge in snow in many places but didn’t make up the shortfall during previous months.

“For much of the West, April was wetter than January, February and March combined,” said NRCS Meteorologist Jan Curtis. “But it was too little, too late.”

NRCS hydrologists use May streamflow forecasts to confirm and refine the April forecasts. Though recent snow made small improvements in some areas, most changes are insignificant.

“California, southern and eastern Oregon, Nevada, southern Utah, southern Colorado and especially New Mexico will experience major water shortages due to sustained drought conditions and low reservoir storage,” says NRCS Hydrologist Tom Perkins.

“I haven’t seen it this bad in New Mexico since I started forecasting for the Snow Survey Program in 1983,” he added.

As of May 1, USDA’s Secretary Tom Vilsack designated many counties in Western states as eligible for USDA drought assistance.

Water resource managers face difficult decisions because of this shortage. Western states should prepare for potentially increased vulnerability to forest and rangeland fires and mandatory water restrictions. In addition, wildlife that depends on surface water is going to suffer.

There are a few exceptions to the dry forecasts. The North Cascades and the headwaters of the Missouri and Columbia Rivers are near normal.

“For the rest of the West, there is no silver lining,” Perkins said. “I think it’s going to be a long, hot, dry summer.”

According to Curtis, much of the snowmelt won’t reach the streams.

“The soil in the southern half of the West is like a dry sponge that will absorb and hold water as it melts from the snowpacks. Only when the soil is sufficiently saturated will it allow water to flow to the streams,” he said.

NRCS’ National Water and Climate Center monitors soil moisture with its SNOw TELemetry (SNOTEL) and Soil Climate Analysis Network (SCAN) networks. These sensors gather soil data that helps NRCS better monitor drought development.

“Although NRCS’ streamflow forecasts do not predict drought, they provide valuable information about future water supply in states where snowmelt accounts for the majority of seasonal runoff,” said Perkins.

In addition to precipitation, streamflow in the West consists largely of accumulated mountain snow that melts and flows into streams as temperatures warm into spring and summer.

The May forecast is the fifth of six monthly forecasts. The forecast compares the current level of water content in snowpack in the 13 Western states with historical data to help the region’s farmers, ranchers, water managers, communities and other stakeholders make informed decisions about water use and future availability.

NRCS scientists analyze the snowfall, air temperature, soil moisture and other measurements taken from remote climate sites to develop the water supply forecasts.

“USDA streamflow forecasts play a vital role in the livelihood of many Americans,” said Jason Weller, NRCS acting chief. “With much of this region greatly affected by drought, our experts will continue to monitor snowpack data and ensure that NRCS is ready to help landowners plan and prepare for water supply conditions.”

Since 1935, NRCS has conducted snow surveys and issued regular water supply forecasts. NRCS installs, operates and maintains its extensive, automated SNOTEL system to collect snowpack and related climatic data in the Western United States and Alaska.

Grant helps educate tribes on drought management

With the help of a USDA Natural Resources Conservation Service grant, the American Indian Inter Tribal Buffalo Council is working to make tribal lands more resilient to drought.

The Conservation Innovation Grant will give $640,000 to the council to help bridge the knowledge between 58 tribes spanning over one million acres in 19 states with a collect heard of more than 15,000 buffalo.

“The council’s mission is to restore bison to tribal land, which is subject to the whims of the land like fire, drought and carrying capacity,” Jim Stone, ITBC executive director, said.

To tribes, buffalo represent a way of life and are a critical part of the ecosystem, making their survival through drought a deep cultural significance, he added.

“American Indians were our nation’s first conservationists. This (grant) project will help make sure tribes have the resources and knowledge to improve and conserve land for their future generations,” Dr. Carol Crouch, NRCS National American Indian Special Emphasis Program manager, said.

The first step of the project will be an assessment of the impacts of drought across member tribes, their response to drought, and the effectiveness of the responses.  The findings will be used to create regional trainings and adoption of best management practices

“Often, our members don’t know where to get information or resources for drought. Our goal is to build a one-stop shop for tribes where they can easily access the most up-to-date information,” Stone said.

An online database will be created for tribes to find drought resources. It will include links to drought forecasts, drought funding assistance, management practices, and the data needed to fill out forms and grants for assistance.

“This is a big project to tackle, and we currently only have six staff members,” said Stone.

The grant allows the council to hire additional staff to help do drought assessments, trainings, the online database, and bring in other partners to help educate the tribes.

Overall, it’s a chance to protect the land, the buffalo, and a way of life, he added.

Grants to Help Farms & Ranches Build Resilience to Drought

WASHINGTON, April 4, 2013 – The United States Department of Agriculture (USDA) remains focused on carrying out its mission, despite a time of significant budget uncertainty. Today’s announcement is one part of the department’s efforts to strengthen the rural economy.
Agriculture Secretary Tom Vilsack announced today the recipients of $5.3 million in Conservation Innovation Grants that will help develop approaches and technology that show producers how to adapt to extreme climate changes that cause drought.
Last year’s drought was the worst since the 1950s, having large impacts on producers across the country. With another possible drought this year, this grant program is one of the ways the USDA’s Natural Resources Conservation Service is working to help producers prepare.
“USDA is working diligently to help American farmers and ranchers rebound from last year’s drought and prepare for future times of climatic extremes,” Vilsack said. “Conservation Innovation Grants are an excellent way to invest in new technology and approaches that will help our farmers, ranchers and rural communities be more resilient in the future.”
The grants will address drought-related issues, such as grazing management, warm season forage systems, irrigation strategies and innovative cropping systems.
Recipients plan to evaluate innovative, field-based conservation technologies and approaches, leading to improvements like enhancing soil’s ability to hold water, evaluating irrigation water use and installing grazing systems that are more tolerant to drought.
Examples of projects include:
  • South Dakota State University: Received $713,000 to establish four grazing management demonstrations on South Dakota and Nebraska ranches. Producers can observe and demonstrate the impacts of innovative grazing management practices on their land’s ability to recover from the 2012 and future droughts through the use of rainout shelters.
  • Texas AgriLife Research: Received $233,000 to develop guidelines for managing irrigation under drought conditions and computer programs for linking weather stations with irrigation scheduling.
  • University of Florida Board of Trustees: Received $442,000 to address adaptation to drought by demonstrating and evaluating innovative approaches for improving irrigation water use efficiency of agricultural crops under drought conditions.
  • Colorado State University: Received $883, 000 to demonstrate synergistic soil, crop and water management practices that adapt irrigated cropping systems in the central Great Plains to drought and lead to efficient use of water.  An existing model will be modified to allow farmers to calculate water savings from different conservation practices.
  • Intertribal Buffalo Council: Received $640,000 to evaluate how traditional/historical practices aided tribes in dealing with drought, developing a best practices database, and using that information for training and demonstration projects. This grant will support 57 tribes in 19 states (Alaska, Arizona, California, Colorado, Idaho, Iowa, Kansas, Minnesota, Montana, Nebraska, New Mexico, North Dakota, Oklahoma, Oregon, South Dakota, Utah, Washington, Wisconsin and Wyoming.)

NRCS has offered this grant program since 2004, investing in ways to demonstrate and transfer efficient and environmentally friendly farming and ranching practices. This specific announcement of program funding was in response to last year’s historic drought.
Conservation Innovation Grants projects are funded by the Environmental Quality Incentives Program and awarded through a competitive grants process. At least 50 percent of the total cost of projects must come from non-federal matching funds, including cash and in-kind contributions provided by the grant recipient.
