Rapid City man awarded $10K grant to start Pine Ridge youth running camps

James Pine has his heart set on empowering the Oglala Lakota, both young and old.

And Pine, 23, of Rapid City, has been awarded a $10,000 grant to take his desire and run with it. He is one of 10 recipients of the Dreamstarter grant program, which is administered by Running Strong, an American Indian youth nonprofit based in Alexandria, Va.

Each of the 10 awardees received $10,000 to start youth camps promoting health and wellness across the nation. Each will work with a mentoring nonprofit to help implement their startup camps.

Pine, who works at Dakota Business Center delivering office supplies and installing office furniture, will be working with Dustin Martin, program director for Wings of America in Santa Fe, N.M.

Born and raised on the Pine Ridge Indian Reservation, Pine knows firsthand the problems that people there deal with daily.

“There’s not much to do,” he said last week in a phone interview while he was at the Dreamstarter Academy in Washington, D.C. “There are a lot of bad habits. There’s a lot of suicide. There are a lot of drugs and alcohol, and there’s not much to turn to. On a daily basis, a lot of people are bored, and they want to hang out with their friends, and they do bad things.”

An avid runner, Pine said, “I just want to bring my people up. I just want to help them out. I want to be a mentor and a coach. I just want to help the youth, and not even just the youth. I want to help everybody, elders, too, old people, tall, small — anybody.”

This summer, Pine said, he will be starting a series of two-day youth camps, dubbed Lakota Forever Running and Fitness, in eight communities across the reservation. He hopes to start the camps in June, continuing through August.

Pine is a former state-qualifying cross-country and track runner for Pine Ridge High School.

“Running has helped me in a major way, and I don’t even know if I can put it into words, but it was just an awesome thing because when I was younger, growing up on the Pine Ridge Reservation, I went through the hardships, just like everyone else,” he said.

Running Strong was co-founded by 1964 Olympic champion Billy Mills, an Oglala Lakota from the Pine Ridge Indian Reservation, who to date is the only American to win a gold medal in the Olympic 10,000-meter run.

“Billy Mills, he played an important role in my life,” Pine said. “He was kind of like a hero, just someone to look up to. He was like the glimmer of hope. You know, you see all these NBA stars and these people on TV, and none of them are Native American. Some people get it in their head: ‘Oh, I can never be that,’ but then you look at Billy Mills. He’s a national idol.”

Pine applied to the Dreamstarter Program with friend and colleague Martin. The duo met last summer at a Wings of America program that trained Pine and others to facilitate youth running and fitness camps.

“Immediately, James stepped into a leadership role and was a leader for those facilitators that came down from Pine Ridge,” Martin said. “It was obvious to me that they looked up to him, and they respected his guidance when he gave it. So when we had this opportunity to apply for this grant, it was a no-brainer for me.”

Pine’s father, Dale, has been a long-time supporter of Wings of America running and fitness programs, Martin said. Dale Pine has coached at Pine Ridge High School for more than 25 years.

He is a leading force of Team One Spirit, which facilitates running programs and raises funds for youth on the reservation. The team sent James Pine to run with four other Oglala Lakota runners in the New York City Marathon. The group is collectively called the Lakota Five. Pine finished the 26-mile, 385-yard race with a time of 3:52:31.

Partnering with Pine to start running camps at the Pine Ridge Indian Reservation is a natural transition from an already strong partnership, Martin said.

“Dale Pine has been a longtime advocate and helper of Wings of America, and I sort of see myself as the next generation of Wings,” he said. “In a lot of ways, I see James as the continuation of that legacy, you know, and myself included, so together, he and I can continue that legacy of Wings working in South Dakota, and particularly in Pine Ridge.”

Pine said Wings of America has granted him an additional $9,000 to start the Pine Ridge running camps, which he said will incorporate games, mentorship and wellness education, all the while promoting the sport of running.

“Everything is going to revolve around running and being healthy and living a good, natural life,” he said. “If you make a game out of it, it’s very interesting and fun to them, even though they will be running the whole time.”

Pine said he will coordinate with schools on the reservation to see what gym space is available for his camps, though there’s always the option of holding them outdoors. He said he will also be seeking sponsorships from local businesses.

Running “took me a lot of places, and it brought me to where I am now,” said Pine, who lives in Rapid City with his girlfriend and 1-year-old daughter. “I’m a dad now. I just changed my life around … I just feel obligated to help my people and give back to the community.”

Coal trains are not the only threats to sacred sites and traditional hunting and fishing territory.First Nations in the U.S. and Canada that share the Salish Sea contend that increased ballast water discharges associated with the Gateway Pacific Terminal would introduce invasive species to the local marine environment; that increased rail and vessel activity would increase the risk of coal and oil spills, and that coal dust from the railway and terminal would affect the health of marine waters and nearby communities. But the proposed Gateway Pacific Terminal is only one of the projects that would bring increased rail and shipping activity to the Salish Sea. Also proposed: Expansion of the Kinder Morgan pipeline to Vancouver, B.C., and expansion of a coal, grain and container terminal at Delta, B.C.

The Salish Sea is currently transited by an estimated 10,000 cargo ships and tankers en route to and from oil refineries and shipping ports. The George Washington University and Virginia Commonwealth University studied the potential risk for a large oil spill from increase in shipping and “an ever-changing vessel traffic mix” of cargo ships and tankers that would result from the three projects. The 2014 vessel traffic risk assessment was commissioned by the Puget Sound Partnership, a state agency charged with coordinating efforts to improve the health of Puget Sound by 2020.

“Even though this area has not experienced major oil spills in the past 20 years or so, the presence of tankers in an ever changing vessel traffic mix places the area at risk for large oil spills,” the study states. “While a previous GW/VCU analysis of this area demonstrated significant risk reduction of oil transportation risk due to existing risk mitigation measures, potential for large oil spills continues to be a prominent public concern heightened by proposed maritime terminal developments.”

Concerns about coal dust and coal spills are bolstered by recent incidents in other communities.

“On more than one occasion, coal dust from the Brayton Point [power-generating] station has covered the nearby neighborhoods of Somerset, Massachusetts,” the Center for Media and Democracyreports. “On October 29, 2008, coal dust covered nearby Ripley Street, where residents reported having coal dust in their homes despite the windows being closed.”

Oregon Public Broadcasting’s Ashley Ahearn reports that in 2009, a representative of BNSF Railway Company testified before a federal review board that 645 pounds of dust escapes from each coal train car during a 400-mile trip.

“Since the 2009 testimony, coal companies have been required to apply what’s called surfactant or topper agent to the trains before they leave the mines,” Ahearn reported in March 2013. “BNSF researchhas shown that the surfactants reduce the coal dust by about 85 percent. That should bring the 645-pound figure down to about 100 pounds of coal dust escaping per car. There are usually about 125 cars per coal train.”

But coal in transit can harm health and the environment in other ways. In December 2012, a ship crashed into a conveyor belt at Westshore Terminals in Vancouver, British Columbia, spilling 30 metric tons of coal into the sea. In January 2014, a 152-car coal train derailed in Burnaby, British Columbia; three cars spilled their loads, one of them into a protected waterway.

Concerns about rail accidents in Washington state are shared by rail workers themselves. Members of the Sheet Metal Air Rail and Transportation Workers (SMART), have proposed new rules for hazardous material trains in response to the recent explosions of oil trains in Canada and North Dakota. House Bill 1809 and Senate Bill 5679 would require trains carrying hazardous materials to have one or two additional staff on board. Previously, Washington state mandated six-person crews. Today, some trains operate with only one or two people, according to SMART.

“Our workers know how to run these trains safely, but the railroad refuses to provide adequate staffing, exposing the public and rail workers to death and injury,” said SMART legislative director Herb Krohn, a conductor and switchman on Washington’s rails, in announcing the bills.

The measures have bipartisan support. HB 1809 is sponsored by 34 representatives and has been approved by the House Committee on Labor. Companion bill SB 5679, sponsored by 24 senators, is before the Senate Committee on Commerce & Labor.

“Our bill simply restores Washington state’s common-sense safety standards,” Krohn said. “We looked at what went wrong in each of the catastrophic explosions and the close calls, and it’s clear that one or two people simply can’t monitor and safely operate these dangerous cargos.  Adding even one more person to a train, particularly at the back of the train, will save lives.”

E-cigarette use outpacing cigarette use among teens

SNOHOMISH COUNTY, Wash. At a press conference Thursday morning, Governor Jay Inslee released preliminary data from the 2014 Healthy Youth Survey in which 23 percent of Washington’s high school seniors reported using e-cigarettes. Furthermore, high school sophomores were vaping at twice the rate of regular cigarettes. This represents a significant increase in e-cigarette use since the 2012 survey.

“What we’re seeing is alarming,” said Dr. Gary Goldbaum, health officer and director at the Snohomish Health District. “The companies marketing these products are zeroing in on youth with ads featuring celebrities and other social media campaigns telling them that vaping is cool and safe. These are dangerous messages to send to our kids.”


Electronic cigarettes, also known as e-cigarettes or vaping devices, represent a market that has grown exponentially since they were first introduced in mid-2000s. They are typically equipped with a battery, an atomizer, and a cartridge for liquid nicotine. There are more than 400 different brands of e-cigarettes and the liquid nicotine comes in more than 7,000 flavors, all of which can be purchased online. The devices can also be used with marijuana, heroin, and other drugs.


The devices are not regulated by the Federal Drug Administration, so manufacturers are not required to disclose product ingredients. In addition to the nicotine, vaping may expose users and by-standers to harmful toxins like lead and formaldehyde. It will take decades to fully understand long-term effects of e-cigarettes and exposure to vaporized nicotine and other drugs. 


“Nicotine is nicotine, regardless if smoked or vaped.  We can’t afford to let years go by before acting to protect teens from a lifetime of health problems,” said Goldbaum. “This is a drug that the U.S. Surgeon General has noted is just as addictive as cocaine and heroin. We need to do more to protect our children–it’s critical that our legislators do what is in their power to keep these harmful devices off limits to Washington’s youth.”


A bill is currently under consideration during this legislative session. If approved, it would require retailers obtain licensing for the sale of vaping devices, prohibit internet sales, ensure child-safe packaging, and restrict marketing and sales activities targeted at youth. It would also impose a tax on vaping products that would be on par with other addictive substances like alcohol and tobacco. Taxing tobacco products has proven to be one of the most effective strategies to reduce the use of harmful and addicting substances, particularly among youth.

The final 2014 Healthy Youth Survey data and reports will be released by the Washington State Department of Health next month.

Ocean Life Faces Mass Extinction, Broad Study Says

A team of scientists, in a groundbreaking analysis of data from hundreds of sources, has concluded that humans are on the verge of causing unprecedented damage to the oceans and the animals living in them.

“We may be sitting on a precipice of a major extinction event,” said Douglas J. McCauley, an ecologist at the University of California, Santa Barbara, and an author of the new research, which was published on Thursday in the journal Science.

But there is still time to avert catastrophe, Dr. McCauley and his colleagues also found. Compared with the continents, the oceans are mostly intact, still wild enough to bounce back to ecological health.

“We’re lucky in many ways,” said Malin L. Pinsky, a marine biologist at Rutgers University and another author of the new report. “The impacts are accelerating, but they’re not so bad we can’t reverse them.”

Scientific assessments of the oceans’ health are dogged by uncertainty: It’s much harder for researchers to judge the well-being of a species living underwater, over thousands of miles, than to track the health of a species on land. And changes that scientists observe in particular ocean ecosystems may not reflect trends across the planet.

Dr. Pinsky, Dr. McCauley and their colleagues sought a clearer picture of the oceans’ health by pulling together data from an enormous range of sources, from discoveries in the fossil record to statistics on modern container shipping, fish catches and seabed mining. While many of the findings already existed, they had never been juxtaposed in such a way.

A number of experts said the result was a remarkable synthesis, along with a nuanced and encouraging prognosis.

“I see this as a call for action to close the gap between conservation on land and in the sea,” said Loren McClenachan of Colby College, who was not involved in the study.

There are clear signs already that humans are harming the oceans to a remarkable degree, the scientists found. Some ocean species are certainly overharvested, but even greater damage results from large-scale habitat loss, which is likely to accelerate as technology advances the human footprint, the scientists reported.

Coral reefs, for example, have declined by 40 percent worldwide, partly as a result of climate-change-driven warming.

Some fish are migrating to cooler waters already. Black sea bass, once most common off the coast of Virginia, have moved up to New Jersey. Less fortunate species may not be able to find new ranges. At the same time, carbon emissions are altering the chemistry of seawater, making it more acidic.

“If you cranked up the aquarium heater and dumped some acid in the water, your fish would not be very happy,” Dr. Pinsky said. “In effect, that’s what we’re doing to the oceans.”

 Fragile ecosystems like mangroves are being replaced by fish farms, which are projected to provide most of the fish we consume within 20 years. Bottom trawlers scraping large nets across the sea floor have already affected 20 million square miles of ocean, turning parts of the continental shelf to rubble. Whales may no longer be widely hunted, the analysis noted, but they are now colliding more often as the number of container ships rises.

Mining operations, too, are poised to transform the ocean. Contracts for seabed mining now cover 460,000 square miles underwater, the researchers found, up from zero in 2000. Seabed mining has the potential to tear up unique ecosystems and introduce pollution into the deep sea.

The oceans are so vast that their ecosystems may seem impervious to change. But Dr. McClenachan warned that the fossil record shows that global disasters have wrecked the seas before. “Marine species are not immune to extinction on a large scale,” she said.

Until now, the seas largely have been spared the carnage visited on terrestrial species, the new analysis also found.

The fossil record indicates that a number of large animal species became extinct as humans arrived on continents and islands. For example, the moa, a giant bird that once lived on New Zealand, was wiped out by arriving Polynesians in the 1300s, probably within a century.

But it was only after 1800, with the Industrial Revolution, that extinctions on land really accelerated.

Humans began to alter the habitat that wildlife depended on, wiping out forests for timber, plowing under prairie for farmland, and laying down roads and railroads across continents.

Species began going extinct at a much faster pace. Over the past five centuries, researchers have recorded 514 animal extinctions on land. But the authors of the new study found that documented extinctions are far rarer in the ocean.

Before 1500, a few species of seabirds are known to have vanished. Since then, scientists have documented only 15 ocean extinctions, including animals such as the Caribbean monk seal and the Steller’s sea cow.

While these figures are likely underestimates, Dr. McCauley said that the difference was nonetheless revealing.

“Fundamentally, we’re a terrestrial predator,” he said. “It’s hard for an ape to drive something in the ocean extinct.”

Many marine species that have become extinct or are endangered depend on land — seabirds that nest on cliffs, for example, or sea turtles that lay eggs on beaches.

Still, there is time for humans to halt the damage, Dr. McCauley said, with effective programs limiting the exploitation of the oceans. The tiger may not be salvageable in the wild — but the tiger shark may well be, he said.

“There are a lot of tools we can use,” he said. “We better pick them up and use them seriously.”

Dr. McCauley and his colleagues argue that limiting the industrialization of the oceans to some regions could allow threatened species to recover in other ones. “I fervently believe that our best partner in saving the ocean is the ocean itself,” said Stephen R. Palumbi of Stanford University, an author of the new study.

The scientists also argued that these reserves had to be designed with climate change in mind, so that species escaping high temperatures or low pH would be able to find refuge.

“It’s creating a hopscotch pattern up and down the coasts to help these species adapt,” Dr. Pinsky said.

Ultimately, Dr. Palumbi warned, slowing extinctions in the oceans will mean cutting back on carbon emissions, not just adapting to them.

“If by the end of the century we’re not off the business-as-usual curve we are now, I honestly feel there’s not much hope for normal ecosystems in the ocean,” he said. “But in the meantime, we do have a chance to do what we can. We have a couple decades more than we thought we had, so let’s please not waste it.”

Exercising Can Help Mental Health

The Mayo Clinic, a nationally known medical facility with clinics in Minnesota, Arizona and Florida, published on its website this list of benefits and protocols for starting an exercise program. This is the time of year when many people will make exercise a New Year’s Resolution. But in this time, as many in the Tulalip community are trying to cope with trauma, grief and loss, mental health professionals say exercise can help almost everyone to relieve stress and begin to feel better.

Exercise for stress management

  • It pumps up your endorphins: Physical activity helps to bump up the production of your brain’s feel-good neurotransmitters, called endorphins. Although this function is often referred to as a runner’s high, a rousing game of tennis or a nature hike also can contribute to this same feeling.
  • It’s meditation in motion: After a fast-paced game of racquetball or several laps in the pool, you’ll often find that you’ve forgotten the day’s irritations and concentrated only on your body’s movements. As you begin to regularly shed your daily tensions through movement and physical activity, you may find that this focus on a single task, and the resulting energy and optimism, can help you remain calm and clear in everything that you do.
  • It improves your mood: Regular exercise can increase self-confidence and lower the symptoms associated with mild depression and anxiety. Exercise also can improve your sleep, which is often disrupted by stress, depression and anxiety. All this can ease your stress levels and give you a sense of command over your body and your life.

A successful exercise program begins with a few simple steps.

  • Consult with your doctor: If you haven’t exercised for some time and you have health concerns, you may want to talk to your doctor before starting a new exercise routine.
  • Walk before you run: Build up your fitness level gradually. Excitement about a new program can lead to overdoing it and possibly even injury. If you’re new to exercise, start at the moderate level and then add vigorous activity as your fitness improves.
  • Do what you love: Virtually any form of exercise or movement can increase your fitness level while decreasing your stress. The most important thing is to pick an activity that you enjoy. Examples include walking, stair climbing, jogging, bicycling, yoga, tai chi, gardening, weightlifting and swimming.
  • Pencil it in: Although your schedule may necessitate a morning workout one day and an evening activity the next, carving out some time to move every day helps you make your exercise program an ongoing priority.

USDA dumps millions in lunch money on local food

For the past couple years, kids around the U.S. have been sharing pictures of their gross school lunches on social media. These images are often accompanied by the hashtag #thanksMichelleObama, since the first lady has been trying to make school lunches healthier. The rationale is that these efforts are actually making the lunches yuckier.

The thing is, raise your hand if your public-school lunches were delicious. Didn’t think so. It’s a clever political dodge to focus the dissatisfaction with student lunches on the reformer-in-chief, because disgusting school food has been a dependable reminder that we live in America for as long as most of us can remember.

Sure, there are growing pains that come with the reforms. Schools have already cut budgets to the bone, and now many are having to provide money to the nutrition program. It makes no sense that we have to choose between educating kids and feeding them. Still, students blaming Michelle Obama for bad school lunches is like prisoners blaming a reform-minded warden for putting the guards in a foul mood.

For years, the U.S. has been funding school lunch programs at a level that pretty much only allows for disgustingness. And that hasn’t changed. But the USDA is now parceling out money to help various pilot programs and projects around the country. On Dec. 2, Agriculture Secretary Tom Vilsack went down to Common Market, a sustainable food hub in Philadelphia, to announce a new round of Farm to School grants (details here).

Since 2009, the USDA has provided $160 million for school kitchen equipment, $15 million for making the connections between farm and school, and $5.2 million for training and technical assistance.

Common Market is one of the grant recipients. The money will allow it to do more work with public charter schools. When I asked the co-founder, Haile Johnston, if he thought the money would make student lunches better, he didn’t hesitate. “Without a doubt,” he said.

“When we are able communicate where and how food is grown, students get more interested in it,” he said. “Also, the food we are working with is not processed. It comes from local farms. So it’s fresher, it tastes better, and it has more nutrients.”

Turning to local food can save schools money in the long run. In California’s San Joaquin Valley, Scott Soiseth has managed to make school lunch popular enough that it’s become a money-making operation. It’s important to note that California provides more money for school lunches than many other states, but for most schools in California that doesn’t translate to radically better lunches or profitability. Soiseth is proof that local food can strengthen the bottom line.

If reforms go forward, someday the disgusting school lunch — that constant in American life — might actually vanish. Maybe, just maybe, we could be a little more like the French. If that happens, you can expect the same people protesting school lunches now to begin lamenting the loss of mystery meat, and “hot dish” under the hashtag #FreedomLunches.

New guidelines for the National School Lunch Program are aimed at providing the nation’s children with healthy, age-appropriate meals in an effort to reduce childhood obesity and improve the overall well-being of kids, especially poor kids, across the country.

A Matter of National Security

The federal government established the school lunch program in the early 1930s to try to prevent widespread childhood malnutrition during the Depression and to support struggling farmers by having the federal government buy up surplus commodity foods. By 1942, 454 million pounds of surplus food was distributed to 93,000 schools for lunch programs that benefited 6 million children.

But when the U.S. joined World War II, the U.S. Armed Forces needed all of the surplus food U.S. farmers were producing. By April 1944, only 34,064 schools were participating in the school lunch program and the number of children being served had dropped to 5 million.

Hershey, a former school principal, told the House Agriculture Committee that as many as 40 percent of rejected draftees had been turned away owing to poor diets. “Whether we are going to have war or not, I do think that we have got to have health if we are going to survive,” he testified. Within a year, Congress passed legislation to appropriate money to support the program on a year-by-year basis and by April 1946, the program had expanded to include 45,119 schools and 6.7 million children.

In 1946, Congress established a permanent National School Lunch Program (NSLP). In the legislation, adequate child nutrition was explicitly recognized as a national security priority. The program was administered by the states, which were required to match federal dollars. Nutritional standards were set by the federal government, and states were required to provide free and reduced priced lunches to children who could not pay.

Childhood Obesity Epidemic

Fast-forward half a century. By 2009, the Department of Defense reported that more recruits were being rejected for obesity than for any other medical reason. This was around the same time that First Lady Michelle Obama was taking on childhood obesity as a national health crisis.

Childhood obesity, reports the Centers for Disease Control, has more than doubled in children (to 18 percent) and quadrupled in adolescents (to 21 percent) in the past 30 years. In 2012, more than 30 percent of American children and adolescents were overweight or obese. These children are at increased risk for cardiovascular disease, diabetes, bone and joint problems, sleep apnea, and social and psychological problems such as stigmatization and poor self-esteem, according to the CDC. By 2030, 50 percent of Americans are predicted to be obese, according to the Harvard School of Public Health.

In the American Indian community, the rate of obesity is even higher. In 2010, the Indian Health Servicereported that 80 percent of American Indian/Alaska Native adults and about 50 percent of AI/AN children were overweight or obese.

Obese and overweight children have access to too many cheap calories with too little nutritional value, leading to the paradox of malnourished overweight children. Poor nutrition, often in the form of too much sugar and other simple carbohydrates, can lead to diabetes, which is rife in AI/AN communities.

Healthy, Hunger-Free Kids Act

Michelle Obama’s child health initiative included her “Let’s Move!” exercise campaign, the first-ever task force on child obesity and her backing for the Healthy, Hunger-Free Kids Act, which passed Congress with bipartisan support in 2010.

The act set new standards, which went into effect in early 2012, for school lunches. These include reduced calories, reduced sugar and reduced sodium combined with increased fresh fruits and vegetables and whole grains. In some cases, schools’ inability to prepare nutritionally adequate, attractive, kid-friendly meals under the new guidelines has led them to drop out of the NSLP altogether. Despite the fact that as of September 2013, only 524 out of 100,000 schools participating in the NSLP, or one half of one percent had dropped out, news coverage has been extensive, complete with photos of unappetizing meals, accounts of student protests and a good deal of criticism of Michelle Obama, who as the point person for the healthy school lunch initiative, is an obvious target.

Poor Children Need School Lunches

But the schools dropping out of the program are mostly schools with few students who qualify for free and reduced-price school lunches. The federal government mandates that schools participating in the NSLP provide free lunches for children from families whose incomes are 130 percent of the poverty level or less. That is, if the poverty level for a family of four is $24,000 per year, then children from families of four whose income is under about $31,200 per year are eligible for free lunches. Reduced-price lunches must be provided for children from families with incomes between 130 percent and 185 percent of the poverty level. So if the poverty level is $24,000 for a family of four, children from families of four earning between $31,200 and $44,400 are eligible for reduced priced lunches. Reduced price lunches may cost no more than $0.40.

According to the National Center for Education Statistics, 68 percent of AI/AN students are eligible for free and reduced-price school lunches, compared with only 28 percent of white students. USDA dataindicate that 70 percent of children receiving free lunches through the NSLP are children of color, as are 50 percent of students receiving reduced-price lunches.

The very public criticism of the new guidelines poses a threat to AI/AN and other children of color, as well as poor children in general. If the loudest voices cause the federal government to back down on the nutrition standards, the children who will be most affected are those who rely on school breakfasts, lunches, snacks and summer food programs for a significant portion of their nutrition—that is, poor children, the ones receiving free and reduced-price lunches, as do more than two-thirds of AI/AN children in public and non-profit private schools.

Successful School Lunch Programs in Indian Country

Not everyone is having trouble meeting the new guidelines.

Joe Rice (Choctaw), executive director of the Nawayee Center Schoolin Minneapolis, says his school started serving healthier meals to its 55 American Indian high schoolers long before the new guidelines went into effect. “We’re sponsored by the Minnesota Department of Education so we have a licensed food and nutrition service that allows us instead of buying food from the local district to buy through a caterer who serves healthier food in line with our diabetes initiative. The fresh food from our garden and the healthier food from the caterer mean that we’re addressing one of the two modifiable risk factors for diabetes, which is diet. We’re getting away from sugar and saturated fat and more into healthy whole foods.”

And that’s having an impact. The school screens the kids every year and those who have been with the program for a while “typically have better blood glucose levels, and they report exercising and eating more healthy foods throughout the week. We also see healthier BMIs for the kids who have been in the program longer. Overall, we get good health results.”

The garden is a kid-centered endeavor. The students designed and built the garden and decide what crops to grow. The garden, says Rice, is “reconnecting kids to the earth. I remember the first time we had some stuff from the garden, the kids refused to eat it because it came out of the ground.” It also serves as a means of teaching biology, botany, math and language. “We found that gardening could be the starting point for a very rich curriculum and for cultural preservation and revitalization.”

The STAR Schooljust outside Flagstaff, Arizona, serves about 120 Navajo students in grades pre-K through 8. There, too, gardening is a key component of the nutrition program, although until the school can get its gardens and food safety practices certified by the government, garden produce is used only for cooking classes and community events.

Louva Montour (Diné) is food services manager. She says the school has had no trouble meeting the new guidelines. STAR School has its own garden and greenhouses, and students also work on a Navajo farm about 20 miles from the school, where they help with planting, watering, weeding and harvesting. “It really helps that they get hands-on experience working with food, from planting, even preparing the soil, composting (Our kids know a lot about composting!), the whole cycle,” says Montour.

Montour gives an example of the value of having kids grow the food they are going to eat: “We’re on our third year now using our salad bar. When we started putting out different types of vegetables, like beets, the students didn’t really know what beets were and they weren’t really trying it. But then they grew some in our greenhouse. Once they harvested them—those things are really big, about half a pound!—kids were saying ‘What is it?’ and ‘I want to eat it.’ They cleaned it and then we just cut it up right there because they wanted to eat it right there. And we let them because that’s the time for them to try it, when they’re willing.”

Beets have become a salad bar favorite, she says, as have other unlikely vegetables such as kale. Even though the school cannot yet use produce from its own gardens or those of local Navajo farmers, they are able to get local and organic produce through their regular food distributor who works with local producers.

Special Circumstances in Indian Country

Dianne Amiotte-Seidel, Oglala Sioux, project director/marketing coordinator for an ANA grant awarded to the InterTribal Buffalo Councilin South Dakota, which is a coalition of 56 tribes committed to reestablishing buffalo herds on Indian lands in a manner that promotes cultural enhancement, spiritual revitalization, ecological restoration, and economic development.

Amiotte-Seidel has already more than met the grant’s requirement that she introduce bison meat, which is much healthier for kids than beef, into eight school lunch programs, but it hasn’t been easy. “You can’t just put buffalo meat in the schools. You have a lot of different steps to take and each state is different,” she says.

In order for a school to serve bison, “a tribe has to have enough buffalo to supply the school for one meal a week or a month, or whatever, and then they have to have a USDA plant nearby. They have to be willing to sell the buffalo meat to the school for the price of beef and they have to be able to have a supplier from a USDA plant take the meat to the school. The meat needs to bear a child nutrition label. The school has to be able to have a supply area big enough store the bison meat they need for the year, since tribes usually only do their harvest once a year.”

Amiotte-Seidel adds, “The biggest obstacle is the requirement to have USDA-certified slaughtering plants, because on the reservations that I’m dealing with, let’s use Lower Brule, for example. Lower Brule is four or five hours away from a certified USDA plant. They have to haul buffalo four to five hours to have USDA certify the meat for the school.”

This is one area where perhaps guidelines should be modified to better fit the unique circumstances in Indian Country and other areas where they present a burden so severe that the NSLP fails to meet its original goal—feeding poor children—as well as it could.

Native Firm Wins Prestigious Health Communications Award

Kauffman & Associates, Inc.Kauffman & Associates, Inc., an American Indian-owned communications and professional services firm, has won the 2014 National Health Information Award for its 2-year national campaign encouraging American Indians and Alaska Natives to sign up for health insurance under the Affordable Care Act. Other 2014 award winners include the American Association of Retired Persons, American Lung Association, Parents Magazine and the Mayo Clinic.  The National Health Information Awards program honors high-quality consumer health information. The awards program is organized by the Health Information Resource Center, a national clearinghouse for consumer health professionals who work in consumer health education fields.

Working with its client, the Centers for Medicare and Medicaid Services’ (CMS) Tribal Affairs Group, KAI tested messages and images with American Indian and Alaska Native stakeholders throughout the United States and created radio spots, videos, billboards, bus signs, brochures, fact sheets and social media spots. KAI also recruited partner organizations from across the country and conducted outreach at large powwows, conferences, summits and sports events. KAI Vice President for Communications, Kim Blessing, reported “the campaign generated more than 100 million media impressions, recruited 113 tribal and organizational partners and distributed 23,000 informational brochures”.

“American Indian and Alaska Native people finally have the opportunity to ensure their health needs are fully covered, but they have to sign up. This is so important. It was a privilege to help CMS with this campaign,” said KAI President Jo Ann Kauffman, a public health professional and member of the Nez Perce Tribe.

The campaign also included a 7-minute video featuring former CBS News reporter Hattie Kauffman. This video, directed by Josephine Keefe, won the 2014 Telly Award earlier this year. The video is available online and is currently being played in Indian health clinic waiting rooms across the nation. Monthly radio public service announcements (PSA) were also produced by KAI, and featured both English and Native language speakers. Radio PSAs were sent to Native radios each month on topics about special benefits and protections for American Indians and Alaska Natives. These PSAs were recorded in English, Navajo, Lakota, Ojibwe and Yupik. Companion “drop-in” articles were placed in Native newspapers to reinforce the radio messages.

KAI has provided research and communications support to federal agencies, tribes, nonprofits and foundations in the area of public health, education, justice and community development since 1990.

Tribal Programs Reduce ACEs – Building Family Resilience with Federal Healthy Families Programs

This is the third in a series of stories on Adverse Childhood Experiences (ACE) and the intersection of disproportionately high substance abuse, behavioral, and health disparities in American Indians as compared to the general population.

A landmark 25-year research project by the Centers for Disease Control and Prevention (CDC) and Kaiser Permanente has linked childhood trauma to major chronic illness and social problems such as heart disease, diabetes, depression, heart disease, diabetes, violence, suicide, and early death.

Begun in the 1980s, “The Adverse Childhood Experiences (ACE) Study is one of the largest investigations ever conducted to assess associations between childhood maltreatment and later-life health and well-being,” said the CDC. The study included more than 17,000 patients who provided detailed information about childhood abuse, neglect, and family dysfunction.    Since the breakthrough study, hundreds of scientific articles, workshops, and conferences have helped practitioners better understand the importance of reducing childhood adversity to overcome myriad social and health issues facing American society. Federal Program Helps Build Family Resiliency with Home Visiting and Early Childhood Parenting Education
The Maternal, Infant, and Early Childhood Home Visiting Program (MIECHV) is a federal and state partnership administered by the Healthy Resources and Services Administration (HRSA) and the Administration for Children and Families (ACF).
The MIECHV program was established by the Congress in 2010 with an initial $1.5 billion investment. In March 2014, Congress extended funding through March 2015. Said, the HRSA, “While decades of scientific research has shown home visiting improves child and family outcomes, the program is the first nationwide expansion of home visiting.”
Consistent with research on ACE reduction, the program is based upon scientific research, which shows that home visits by a nurse, social worker, or early childhood educator during pregnancy and in the first years of life prevent child abuse and neglect, encourage positive parenting, and promote child development and school readiness. An HRSA white paper cites a recent Pew Charitable Trusts study that showed “every dollar invested in home visiting yields up to a $9.50 return to society.”
The program supports pregnant families and parents of children to age five to access resources and develop necessary skills for raising healthy children. All of the HRSA-supported home visiting programs are locally managed and voluntary.
According to the HRSA, “The Home Visiting legislation prioritizes American Indian and Alaska Native populations through the inclusion of a three percent set-aside for discretionary grants to Indian Tribes, consortia of Tribes, Tribal Organizations, and urban Indian organizations. Currently, the program supports 25 Tribal grantees’ home visiting programs.”
Several tribes and tribal organizations in Washington State have applied for MIECHV funding and have established programs that will help to reduce ACEs among their members and simultaneously help establish benchmarks and data long missing.

South Puget Intertribal Planning Agency (SPIPA) – Helping Build Family Resiliency by Increasing Traditional Native Parenting Practices
The South Puget Intertribal Planning Agency (SPIPA) is one of several local tribal organizations and tribes that have undertaken training and applying intervention and have begun measurements similar to the ACE Study indicators to address generational trauma, support prevention programs, and to strengthen families.
SPIPA is a five-tribe consortium that supports each tribe’s vision of success and wellness. Its mission is “to deliver social, human, and health services and provide training and technical assistance, resource development and planning” to its member tribal communities—the Chehalis, Nisqually, Shoalwater Bay, Skokomish and Squaxin Island Tribes.
Founded in 1976, despite a challenging economy, SPIPA strives to carry its past successes forward. In its most recent annual report, SPIPA Chairman Dan Gleason said, “While much has changed for the better at the five Tribes, the underlying issues that made the formation of SPIPA necessary still exist. These issues center on self-sufficiency for our families, youth, and elders as they strive to overcome external forces that are barriers to their personal, educational, and career development.”

Asked how SPIPA incorporates the ACE indicators in its work, Jennifer Olson, SPIPA Data Analyst and Evaluator, said, “We are doing some pretty exciting things about addressing early childhood trauma and the ACE Study, but we don’t use the term. We talk about it more in terms of historical trauma. We use a similar intervention and measurements to the ACEs within our own cultural context.”

Olson, who has been with SPIPA for the path fifteen years, earned MA degrees in both Public Health and Community Planning from the University of Iowa. Her work is focused on grant writing and program evaluation.
Olson said their staff has taken ACEs training, and “We have found the ACE measurements dove-tail nicely with our work. They especially align with our work on intergenerational trauma and diabetes.”
SPIPA is starting the fourth year of a six year project supported by federal MIECHV funding from the Administration for Children and Families. It is a Healthy Families Home Visiting Program geared toward tribes. “The Port Gamble S’Klallam Tribe and United Indians also received funding in that cycle,” said Olson. The program emphasizes culturally appropriate parenting skills to develop happy, healthy, well-adjusted children. “We blend our program to give support in teaching the basics of parenting to pregnant families and those with children up to three years of age,” said Olson.
SPIPA has an approximate budget of $450,000 to $600,000 to fund, in part, six home visitors (five of whom are tribal members) for four tribes and “We also have urban Indian Temporary Assistance for Needy Families (TANF) offices in Tacoma and Bremerton,” added Olson.
A longstanding obstacle in Indian Country is lack of benchmark data making it difficult to measure success which could help communities to secure continued program funding to both reduce ACEs and fill the data gap for other programs. Asked how SPIPA measures success, Olson replied, “We have served over 120 families that are now getting developmental screening who were not previously screened. Four tribes and two urban Indian sites now have early intervention services for birth to three.” Included among their early intervention services are child development screening, parenting education, family wellness assessment, resource/referrals, parent-child interaction activities, ‘Positive Indian Parenting,’ and child development classes.
“In terms of measurement and evaluation tools, SPIPA incorporates some of the federal goals of improving maternal/infant health, reducing child injuries or maltreatment, increasing school readiness, access to healthcare, addressing family violence, family economic self-sufficiency, and referrals for other community resources,” said Olson. She emphasized that it is also important to their member tribes to include a “full program” measurement in which they ask, “Does this program increase traditional Native parenting practices?”
SPIPA does developmental screening with a tool called the “Ages and Stages Questionnaire,” and they utilize an annual survey that incorporates screening for domestic violence, depression, parental stress, family planning and other parenting issues. They have a family assessment called “Life Skills Progression,” which both identifies development and stresses in the family’s health.
Asked about foster care, adolescents, and teen suicide, Olson noted they have a foster care program, but they are not yet applying the ACE Study to adolescents. She added, “We do screen for all ten of the ACE questions at least once per year and routinely with all of our home visits.” SPIPA incorporates the ACE measurements in its work with parents and guardians, and foster home families, for substance abuse and domestic violence screenings among others.
“It is sometimes hard to convince families how critical early childhood education, parenting education, and continuing support are to the family. We meet twice a month with families. This is a new concept for many, so we try to emphasize early screening and intervention,” added Olson.
The SPIPA Healthy Families Home Visiting Program grant has another two to three years and Olson is hopeful the program’s funding will be continued indefinitely, but it is dependant upon congressional approval.

The United Indians of All Tribes Foundation – Reducing ACEs in Urban Indian Population through Culturally Relevant Parenting Program

The United Indians of All Tribes Foundation (UIATF) is a non-profit corporation in Seattle. UIATF was founded in 1970 when a group of Northwest Indians and supporters, led by the late Bernie Whitebear, engaged in an occupation to reclaim Fort Lawton as a land base for urban Indians. Eventually, a twenty-acre site was secured at Discovery Park, and in 1977 the Daybreak Star Indian Cultural Center was completed. The UIATF provides social, education, economic opportunities, and cultural activities for the local urban Indian community.
One of the Foundation’s central services for the urban Indian community is the Ina Maka Family Program with its goal to improve family bonds by visiting in the home, making referrals and coordinating with community resources and support. Their work aims to reduce crime and/or domestic violence by making improvements in family self-sufficiency. They focus on “prevention of injuries, child abuse, neglect or maltreatment, and reducing emergency room visits, improving school readiness and achievement.”
In 2012, the Ina Maka Family Program began a five-year home visiting program funded by the HRSA and ACF. As noted, ACE research has established the link between infant, early childhood home visiting and family health. In 2012, the Ina Maka Family Program conducted a community needs assessment among members and service providers, the results of which they have used to develop a home visiting program.
Katie Hess, who is Program Manager for the Ina Maka Family Program, has been with the foundation for almost three years. Hess is part Native Hawaiian and earned her MA in Public Health from the University of Washington. She was born and raised in Seattle and went to Berkley where she earned a B.A. in Creative Literature.
Speaking to the UIATF’s work to reduce ACEs, Hess discussed the results of their qualitative and quantitative data collection, which she said, “provides contextual support for the need for home visiting in the King County American Indian/Alaska Native (AIAN) community and guidance for our choice of the appropriate curriculum that will best fit the needs of our community.”
Hess noted, “We are participating on the tribal side of this, but there is also state expansion. At the same time we received our five-year project, the state is using a public-private program through “Thrive by Five” for home visiting programs. The state side is where most of the home visiting money is coming from. They’re doing work with tribes, too, and have recently funded a two-year home visiting (promising practice) program for a tribe.”
In terms of measurements, Hess said, “What’s really special about this program is that we work closely with an evaluator, and we have real vigorous measurements. We established our own measurements. We looked at what’s a realistic measure and how to measure change. For example, breast feeding. We’re only seven months in and data takes awhile to collect, but we also will be doing more qualitative measurement.”
Asked about what she considers the foundation’s next milestone, Hess said, “Oh good question! We only have another year and a half of home visiting in our five-year project. For us, our goal is to ensure our program and data is strong enough to ensure continued funding.” Hess emphasized that in their data and evaluation process, they affirm theirs as a full-service urban Indian organization providing critical services that are “culturally designed.”
The Ina Maka Family Program used a survey tool and results to identify all of the components of its home visiting program. “We have an advisory board that helps guide our work, so we’ve also included pieces that were not in the assessment. It’s going very well. We have about 29 families and we’re still recruiting,” said Hess.
Noting that their home visitors are on a learning curve, Hess nonetheless expressed confidence in their training and program. “Three of our four home visitors are tribal. All have training in curriculum. We also have two elders, two grandmothers working in our program who advise and guide our home visitors. They have a lot of experience in early childhood education. They go on some of the home visits. The other piece that we do is we work with an evaluator. We’re constantly making changes and enhancements to ensure it’s a good fit for our Indian community.”

Asked whether they had utilized the ACE measurements, Hess said, “ACE was not part of our original assessment because people were only starting to talk about it two years ago.” However, she stressed how valuable the ACE measurements are. She explained why. “From a programmatic perspective we want to ensure that we have the tools in place to help our clients so that they are not re-traumatized. Our home visitors are familiar with the ACEs and have an understanding of generational trauma, but we want to ensure that the trainers are prepared. We just haven’t gotten there yet. It can be a really slow process,” but she said they wanted to get it right before including the ACE questions.
In terms of its other efforts to address childhood adversity, Hess replied that at United Indians, “We’re doing our best; we have a workforce program where individuals can receive support to find employment or educational opportunities. We have a Department of Corrections program that provides religious and cultural services with a chaplain, other activities, and helps to coordinate powwows.”
Asked whether their programs include training on Fetal Alcohol Spectrum Disorders (FASD), Hess noted that while theirs is still a new program, all home visitors have prior training on FASD, and it is on the list for further specialized incorporation into their programs.
Speaking to teen suicide education and prevention, Hess noted, “There is nothing in the schools, but there are several other programs in the Seattle area that we partner with—Clear Sky, and Red Eagle Soaring—a youth theater group, and we partner with Seattle Public Schools education program. We will be opening up an ECAP [Early Childhood Assistance Program] in January at Daybreak Star and geared toward school readiness and long-term school success.”
Although the program is not presently applying the ACE Study questions in their surveys and home visits, as does SPIPA, they do intend to incorporate the research after further training. It is evident that their Maternal, Infant, and Early Childhood Home Visiting Program addresses the findings of the ACE Study and subsequent research—that reducing childhood adversity is essential to overcome myriad social and health issues facing society and disproportionately—the American Indian and Alaska Native communities.
Hess said, “I love doing this work because home visiting has great potential for families and to make some big changes in the long run for the urban Indian families we serve.”

Next in the Series

Both the SPIPA and UIATF tribal programs and overall MIECHV program data thus far demonstrates tribal communities are creating resiliency among their members by reducing adverse childhood experiences. The final story in this series will look at subsequent ACEs research, including neurobiology, epigenetics, and the developing brain. Because ACEs extend beyond the nuclear family to educational and child welfare policies, and to institutional racism in police, courts, and other institutions controlling the lives of Indians, those intersections are reviewed. Finally, the series will explore the potential of ACEs measurement in prevention and for building resiliency for American Indian people and tribes.
