Canada’s energy officials take over job of protecting fish from pipelines

Move aside, Canadian federal fisheries and oceans officials. Prime Minister Stephen Harper’s administration has decided that the nation’s fossil-fuel-friendly energy regulators would do a better job of protecting fish in streams and lakes that cross paths with gas and oil pipelines. Northwest Coast Energy News has the scoop:

The Department of Fisheries and Oceans has handed responsibility for fish and fish habitat along pipeline routes over to the National Energy Board. …

DFO and NEB quietly announced a memorandum of agreement on December 16, 2013, that went largely unnoticed with the release three days later of the Joint Review Panel decision on Northern Gateway and the slow down in news coverage over the Christmas holidays. …

Enbridge no longer has to apply to DFO for permits to alter fish habitat along the Northern Gateway route. …

Fish and fish habitat along [that] pipeline is now the responsibility of the Alberta-based, energy friendly National Energy Board.

This looks to be another horrifying step in Harper’s efforts to quash any science (or common sense) that might slow down the extraction and transportation of gas and oil in Canada.

Sardine crash raising alarms; experts warn of peril if populations of the oily fish don’t recover soon

LOS ANGELES — The sardine fishing boat Eileen motored slowly through moonlit waters from San Pedro to Santa Catalina Island, its weary-eyed captain growing more desperate as the night wore on. After 12 hours and $1,000 worth of fuel, Corbin Hanson and his crew returned to port without a single fish.

“Tonight’s pretty reflective of how things have been going,” Hanson said. “Not very well.”

To blame is the biggest sardine crash in generations, which has made schools of the small, silvery fish a rarity on the West Coast. The decline has prompted steep cuts in the amount fishermen are allowed to catch, and scientists say the effects are probably radiating throughout the ecosystem, starving brown pelicans, sea lions and other predators that rely on the oily, energy-rich fish for food.

If sardines don’t recover soon, experts warn, the West Coast’s marine mammals, seabirds and fishermen could suffer for years.

The reason for the drop is unclear. Sardine populations are famously volatile, but the decline is the steepest since the collapse of the sardine fishery in the mid-20th century. And their numbers are projected to keep sliding.

One factor is a naturally occurring climate cycle known as the Pacific Decadal Oscillation, which in recent years has brought cold, nutrient-rich water to the West Coast. While those conditions have brought a boom in some species, such as market squid, they have repelled sardines.

If nature is responsible for the decline, history shows the fish will bounce back when ocean conditions improve. But without a full understanding of the causes, the crash is raising alarm.

An assessment last fall found the population had dropped 72 percent since its last peak in 2006. Spawning has taken a dive too.

In November, federal fishery managers slashed harvest limits by more than two-thirds, but some environmental groups have argued the catch should be halted outright.

“We shouldn’t be harvesting sardines any time the population is this low,” said Geoff Shester, California program director for the conservation group Oceana, which contends that continuing to fish for them could speed their decline and arrest any recovery.

The Pacific sardine is the ocean’s quintessential boom-bust fish. It is short-lived and prolific, and its numbers are wildly unpredictable, surging up and down in decades-long cycles in response to natural shifts in the ocean environment. When conditions are poor, sardine populations plunge. When seas are favorable, they flourish in massive schools.

It was one of those seemingly inexhaustible swells that propelled California’s sardine fishery to a zenith in the 1940s. Aggressive pursuit of the species transformed Monterey into one of the world’s top fishing ports.

And then it collapsed.

By mid-century sardines had practically vanished, and in the 1960s California established a moratorium on sardine fishing that lasted 18 years. The population rebounded in the 1980s and fishing resumed, but never at the level of its heyday.

Since the 1940s scientists have debated how much of the collapse was caused by ocean conditions and how much by overfishing. Now, researchers are posing the same question.

“It’s a terribly difficult scientific problem,” said Russ Vetter, director of the Fisheries Resources Division at NOAA’s Southwest Fisheries Science Center.

Separate sardine populations off Japan, Peru and Chile fluctuate in the same 50- to 70-year climate cycle but have been more heavily exploited, Vetter said. West Coast sardines are considered one of the most cautiously fished stocks in the world, a practice that could explain why their latest rebound lasted as long as it did. The West Coast’s last sardine decline began in 1999, but the population shot back up by the mid-2000s.

In recent years scientists have gained a deeper understanding of sardines’ value as “forage fish,” small but nutrition-packed species such as herring and market squid that form the core of the ocean food web, funneling energy upward by eating tiny plankton and being preyed on by big fish, seabirds, seals and whales.

Now, they say, there is evidence some ocean predators are starving without sardines. Scarcity of prey is the leading theory behind the 1,600 malnourished sea lion pups that washed up along beaches from Santa Barbara to San Diego in early 2013, said Sharon Melin, a wildlife biologist at the National Marine Fisheries Service.

Melin’s research indicates that nursing sea lion mothers could not find fatty sardines, so they fed on less nutritious market squid, rockfish and hake and produced less milk for their young in 2012. The following year their pups showed up on the coast in overwhelming numbers, stranded and emaciated.

“We are likely to see more local events like this if sardines disappear or redistribute along the coast and into deeper water,” said Selina Heppell, a fisheries ecologist at Oregon State University.

Biologists also suspect the drop is hurting brown pelicans that breed on California’s northern Channel Islands. The seabirds, which scoop up sardines close to the ocean surface, have shown signs of starvation and have largely failed to breed or rear chicks there since 2010.

Brown pelicans were listed as endangered in 1970 after they were pushed nearly to extinction by DDT, which thinned their eggshells. They were taken off the list in 2009 and now number about 150,000 along the West Coast.

Though pelicans have had more success recently in Mexico, where about 90 percent of the population breeds, environmental groups think the lack of food at the northern end of their range could threaten the species’ recovery.

Normally, pelicans and sea lions would adapt by instead gobbling up anchovies. But aside from an unusual boom in Monterey Bay, anchovy numbers are depressed too.

“That does not bode well for everything in the ocean that relies on sardines to get big and fat and healthy,” said Steve Marx, policy analyst for the Pew Charitable Trusts, a nonprofit that advocates for ecosystem-based management of fisheries.

Fishermen also attest to the scarcity.

The West Coast sardine catch oscillates with the market and was valued at $14.5 million in 2013, according to the National Marine Fisheries Service. But California fishermen pulled in just $1.5 million worth of sardines last year, preliminary data from state Department of Fish and Wildlife show.

Just a few years ago, Hanson, the sardine captain, didn’t have to travel far from port to pull in nets bulging with sardines.

Not anymore. If his crew catches sardines these days, they are larger, older fish that are mostly shipped overseas and ground up for pet or fish food. Largely absent are the small and valuable young fish that can be sold for bait or canned and eaten.

Still, when he embarked for Catalina Island on a December evening, Hanson tried to stay optimistic. “We’re going to get a lot of fish tonight,” he told a fellow sardine boat over the radio.

After hours of cruising the island’s shallow waters, the voice of another boat captain lamented over the radio, “I haven’t seen a scratch.”

So the Eileen and other boats made an about-face for the Orange County coast, hoping to net sardines in their usual hideouts.

No such luck.

By daybreak, Hanson was piloting the hulking boat back to the docks with nothing in its holds.

Toxic Waters, Part 2: Focus Should Be Clean Up, Not Do Not Eat, Tribal Leaders Say

The problems associated with contamination in Northwestern waters are mounting.

For years the many contaminants in Washington State waterways have prompted the state’s Department of Health to issue official warnings against eating Washington fish too frequently. Washington currently has fish consumption advisories issued throughout the state.

“The tribes are not only interested in protecting all the species of fish they eat, but they’re also concerned about protecting their economic interests,” said Ann Seiter, fish consumption rate coordinator for the Northwest Indian Fisheries Commission.

Tribes are calling for major changes in pollution policy. When health officials from Washington and Oregon issued advisories for mid-Columbia River’s resident fish last September due to elevated mercury and PCB levels, tribal leaders were outraged.

“The focus should not be ‘Do not eat’–it should be ‘Clean up’–the Columbia River,” said Yakama Nation Chairman Harry Smiskin in a statement at the time.

The Umatilla, Yakama, Nez Perce and Warm Springs tribes urged the governors of Washington and Idaho to update water quality standards and fish consumption rates.

“The tribes believe that the long-term solution to this problem isn’t keeping people from eating contaminated fish—it’s keeping fish from being contaminated in the first place,” Columbia River Inter-Tribal Fish Commission Chairman Joel Moffett said in a statement. “Armed with higher fish consumption rates and water quality standards, we hope there will be a greater motivation to remove pollutants from the Columbia River and its tributaries.”

Washington has also issued a lower Columbia advisory that warns of PCBs, DDT and Dioxin as well as other compounds. To the state’s east, an advisory has been issued for the Spokane River, which is contaminated with PCBs, lead and other harmful materials. There is also a statewide mercury advisory.

Washington and Idaho are reevaluating their fish consumption rates, which are used to calculate water quality standards that protect human health. The four Oregon tribes urged Washington and Idaho to adopt at least the same rate that Oregon uses to establish water quality standards protective of all fish consumers in the region, according to the White Salmon Enterprise.

Oregon’s 175-grams-per-day suggested consumption is a more accurate representation of how much fish most of Oregon’s residents actually eat. But even that does not go far enough, tribal leaders say. State and federal governments must act to clean the polluted sections of the Columbia River contaminating fish, Smiskin said.

“The fish advisories confirm what the Yakama Nation has known for decades,” Smiskin said. “State and federal governments can no longer ignore the inadequacy of their regulatory efforts and the failure to clean up the Columbia River.”

The Yakama Nation repeatedly identified contaminated sites along the Columbia, expressing concerns for the health and culture of the Yakama people and calling upon the state and federal agencies for cleanup actions that would protect the tribe’s resources, retained by them in the Treaty of 1855.

“The new advisories once again pass the burden of responsibility from industry and government to tribes and people in the region,” Smiskin said. “Rather then addressing the contamination, we are being told to reduce our reliance on the Columbia River’s fish. This is unacceptable.”

Endangered Species Act: a 40-year fight to save animals

Forty years after the passage of the federal Endangered Species Act, the state and Snohomish County remain squarely on the edge of that preservation frontier.

More than 40 animal species in Washington are listed by the federal government as either endangered or threatened under the law, signed by President Richard Nixon on Dec. 28, 1973. Many others are listed as species of concern.

Among creatures found in waters in and around Snohomish and Island counties, seven species of fish or marine mammals are listed under the act.

Southern resident killer whales and bocaccio rockfish are listed as endangered. Puget Sound chinook salmon, Puget Sound steelhead, bull trout, yelloweye rockfish, canary rockfish and Pacific smelt are threatened.

Nationwide, 645 species of animals and 872 plants or trees native to the U.S. are listed as threatened or endangered, according to the U.S. Fish and Wildlife Service.

Of the local fish species and orcas, salmon and bull trout were listed in 1999, the killer whales in 2005 and the other fish species in 2010.

Reasons cited for the decline of the fish are many, including pollution, overfishing and loss of habitat. In the case of killer whales, dwindling supply of their diet staple — chinook salmon — is a major contributing factor, officials say.

Supporters claim many success stories for the Endangered Species Act, with bald eagles and peregrine falcons among the more prominent examples.

Gray whales were taken off the list in 1994 and steller sea lions just this year.

According to U.S. Fish and Wildlife, 99 percent of the hundreds of species listed since the Endangered Species Act became law have been prevented from going extinct.

The law protects species by preventing them from being harmed or captured and by regulating human activity in their habitat areas.

Perhaps the best feature of the Endangered Species Act, some say, is that it keeps the species’ problems in the public spotlight.

“It has pulled people together to talk about what to do,” said Daryl Williams, environmental liaison for the Tulalip Tribes.

Recovery for many species, however, is slow and not guaranteed.

“Listing is a way of sort of planning for recovery, if you will,” said Brent Norberg, a marine mammal biologist with the National Marine Fisheries Service in Seattle.

The southern resident orca population, for example, had 88 whales in 2004, the year before it was listed under the ESA. The population now is down to 80, according to the Orca Network, a Whidbey Island-based group that tracks the whales.

“Because they’re so long-lived and their recruitment is so slow and their numbers are so small, it’s going to be quite a lengthy process,” Norberg said.

William Ruckleshaus, the first director of the Environmental Protection Agency under Nixon in the early 1970s, is 81 and lives in Medina.

The EPA was created and Endangered Species Act was passed after pollution and declines in species had reached alarming levels, Ruckleshaus said. The Cuyahoga River in northeast Ohio, for example, famously caught fire in 1969.

“The public demanded something be done about it and the president responded,” he said.

He said the endangered species law might have overreached.

“We passed laws that promised levels of perfection that probably weren’t possible. It’s hard to do it, to be honest with you,” Ruckleshaus said. The law has been refined over time, he said.

Ruckleshaus works part-time for Madrona Venture Group, a venture capital firm, and has served on the boards of the Puget Sound Partnership Leadership Council and the Salmon Recovery Funding Board.

“The motivation behind the ESA couldn’t have been any higher — we want to preserve all living things on Earth. Who’s against that?” Ruckleshaus said.

“I think it’s been very positive overall,” he said. “It’s shown how what we believe to be innocent acts can have devastating effects on species.”

The Endangered Species Coalition, a Washington, D.C.-based environmental group, has issued a report titled “Back from the Brink: Ten Success Stories Celebrating the Endangered Species Act at 40.”

Among those stories is perhaps the most high-profile recovery: the national symbol, the bald eagle.

The eagle’s numbers in the 48 contiguous states declined from roughly 100,000 in the early 19th century to only 487 nesting pairs in 1963, according to the U.S. Fish and Wildlife website.

Several measures were taken to help the eagle, beginning with the 1940 Bald Eagle Protection Act, which made it illegal to kill an eagle. The pesticide DDT, found to have thinned the eggshells of eagles and other birds, was banned in 1972.

Still, “listing the species as endangered provided the springboard” for the U.S. Fish and Wildlife Service to accelerate recovery through captive breeding, law enforcement and nest-site protection, according to the agency’s website

Bald eagles rebounded and they now number about 10,000. The eagles were taken off the list in 2007.

The Endangered Species Act’s effect on salmon is not so clear, the Tulalips say.

Development that destroys habitat is not restricted enough to offset the losses, Williams said.

“We’re still losing habitat faster than we’re gaining it from restoration,” he said.

The problem is inconsistency in rules among various agencies involved in environmental protection, said Terry Williams, fisheries and natural resources commissioner for the tribes.

Also, because of the ESA, some habitat restoration projects have to jump through the same hoops as other construction, causing delays in measures that could help fish, Daryl Williams said.

“I kind of have mixed feelings about it,” he said.

Those restrictions may be a necessary evil, said Norberg, of the fisheries service.

For example, if creosote-soaked logs are being removed from a waterway, if it’s not done properly, it could result in creosote finding its way back into the water, “so it does as much harm as it does good,” he said.

Restrictions also can affect landowners’ use of their property. This not only angers some property owners but can defeat the intent of the law, said Todd Myers, environmental director for the Washington Policy Center, a right-leaning think tank in Seattle.

Because the law governs use of land where a listed species is found, some landowners take steps to eliminate habitat for a species on their property so it won’t be seen there, Myers said.

“You get a regulatory stick that puts landowners at odds with habitat recovery,” he said.

A better way, he said, is to reimburse landowners for measures taken to preserve or promote habitat, he said.

“That at least takes a step toward making a landowner a partner as opposed to an opponent.”

Despite the ESA’s flaws, “it is working well in terms of bringing all the various parties together to talk and to plan accordingly,” Norberg said.

The decline of the salmon might not be reversed without it, Ruckelshaus said.

“It is an extraordinarily complex problem,” he said. “But for the ESA I doubt we would have paid the attention to it we have, and I think that is absolutely necessary for it to recover.”

 

House Farm Bill Provision would make eating fish more dangerous

Washington, DC–(ENEWSPF)–December 5, 2013.  It’s farm bill debate time—again. And as conferee members saddle up to the negotiation table to attempt yet another meeting of the minds before the winter recess, most of the public watching and waiting for word on a resolution are focused on issues like food stamps and milk.

What most are not waiting for and has not been at the forefront of the media and public discussion concerning the pending farm bill negotiations are the small but dangerous provisions of the House bill concerning the Federal Water Pollution Control Act (expanded and overhauled as the Clean Water Act (CWA) in 1972) and the U.S. Environmental Protection Agency’s (EPA) ability to regulate pesticides used near, over, and in water. It should be.

fishing-207x300Seeking to nullify the Sixth Circuit’s ruling in National Cotton Council v. EPA and the resulting general permit, sections 12323 and 100013 amend CWA to exclude pesticides from the law’s standards and its permitting requirements. Known as the National Pollution Discharge Elimination System (NPDES), CWA requires all point sources, which are discernible and discreet conveyances, to obtain either individual or general permits. Whether a point source must obtain an individual or general permit depends on the size of the point source and type of activity producing the pollutants. Regardless of whether it is a general permit or individual permit, an entity cannot pollute without a permit and in most cases can only permit in the amounts (called effluent limitations) and ways prescribed in the permit.

Separate, but inextricably linked to the NPDES program, are CWA’s water quality standards, under which states are responsible for designating waterbody uses (such as swimmable or fishable) and setting criteria to protect those uses. If a water body fails to meet the established criteria for its use, then it is deemed impaired and the states, or EPA, if the state fails to act, must establish a Total Maximum Daily Load (TMDL), a kind of pollutant diet. The system comes full circle in that impaired waters with TMDLs can be integrated into the NPDES permits.

Neither CWA nor the NPDES program are perfect, but one need look no further than the fish we eat to understand the important role that this critical environmental framework plays in limiting human exposure to pesticides and other toxins.

CWA, Fish, and the Pesticide Connection

In the recently released Environmental Health Perspectives’ article, Meeting the Needs of the People: Fish Consumption Rates in the Pacific Northwest, the complexities of the CWA, its NPDES progam, and its water quality standards criteria are laid out in a disturbing tale of environmental justice and failing bureaucracies.

In short, Native Americans in the Pacific Northwest eat a lot of fish. It’s part of their culture and a way of life preserved in their legal and tribal rights, but they are facing increasing health risks due to the toxic chemicals in those fish. The solution to this problem seems fairly straight-forward: reduce the toxins in the water so that the levels in the fish are safe to eat. It’s a solution envisioned by CWA and its web of regulatory protections, however, as the article explains, “One of the variables used to calculate ambient water quality criteria is fish consumption rate.”

While the takeaway from the article is somewhat defeating and shows the far-reaching weaknesses of existing risk assessment methodologies, the underpinnings of the article —the connection between a water body’s water quality criteria, an entities NPDES permit, and the safety of the fish we put in our mouths— cannot be dismissed as irrelevant tales of woe. Whether the system is functioning perfectly or not, the point is that a system exists that contemplates the risks inherent to consuming toxin-laced fish and has the potential to protect the general consuming public.

From Fish Back to the Farm Bill

What does not have this ability is the Federal, Insecticide, Rodenticide, and Act (FIFRA). It is this federal framework, however, on which supporters of the House provision hang their hats and point to as the already-in-place protective standard capable of preventing water pollution from pesticides. Beyond Pesticides has debunked this argument in more ways than one. Other environmental advocacy groups have also pointed out that the sky has not fallen since EPA’s implementation of the general pesticide permit under CWA.

The Clean Water Act is intended to ensure that every community, from tribe to urban neighborhood, has the right to enjoy fishable and swimmable bodies of water. There is a lot of work still to be done to improve the nation’s waters and protect the health of people dependent on those waters.  Without the Clean Water Act, there are no common sense backstops or enforcement mechanisms for reducing direct applications of pesticides to waterways. It may not be perfect, but it is better than nothing, which would be the effect of the House farm bill. We can’t afford to lose these protections.

Tell your Senators to oppose any efforts to undermine the Clean Water Act.

Yum! Climate change means more mercury in fish

Climate change is ruining beer, maple syrup, chocolate — even your favorite Cosby sweater. Now we can add fish to the list. SWELL.

Basically, warming waters make killifish hungrier, according to new research. Then these bitty fish at the bottom of the food chain eat more mercury-tainted food than usual, storing lots of metal in their tissue as a present for everyone up the food chain, from tuna to humans. Mercury: the gift that keeps on giving! (Did we mention it’s increasingly in bird eggs too?)

Quoth the Washington Post:

[K]illifish at the bottom of the food chain will probably absorb higher levels of methylmercury in an era of global warming and pass it on to larger predator fish, such as the tuna stacked in shiny little cans in the cupboards of Americans and other people the world over.

 

“The implication is this could play out in larger fish…because their metabolic rate is also increasing,” said Celia Chen, a professor at Dartmouth College in New Hampshire and one of six authors of the study. “Methylmercury isn’t easily excreted, so it stays. It suggests that there will be higher methylmercury concentrations in the fish humans eat as well.”

Lest you think the Minamata Convention on Mercury last week was just scientists in lab coats breaking open thermometers and cackling wildly, that’s where this research was discussed. Oh yeah, they also signed a massively important treaty:

Delegates from 130 nations at the three-day convention that ended Friday met to sign a treaty that seeks to greatly limit emissions from coal-fired power plants from industrial nations, mining operations in Africa and other sources that pollute oceans.

Good thing no Americans were there because of the government shutdown! (Le sigh.) Who wants a tuna sandwich?

Northwest Tribes Exult as Nearly One Million Chinook Return to Columbia River

Northwest tribes are exultant to see nearly a million fall Chinook salmon returning to the Columbia River this year, nearly 400,000 more than have returned since the Bonneville Dam was built 75 years ago.

With a month still left in the run, said the Columbia River Inter-Tribal Fish Commission in a media release, more than 920,000 adult and jack fall Chinook had already come up the river. Among the record numbers cited: On September 9 alone, 63,780 fall Chinook were counted crossing the dam, the Fish Commission said. Chinook also returned to tributaries in the 140 miles of river downstream, adding to the huge run, the commission said.

The abundant, historic run is due to several factors, the commission said, some of which began between two and five years ago. River flows were high in spring, when the juvenile fish migrated to the ocean back then. In addition juvenile fish have spilled over dams, ocean conditions have been good, and numerous ongoing projects have been undertaken to improve the fishes’ ability to pass by dams and exist in their spawning habitat. Higher survival of hatchery-produced fish also contributes to the historic numbers, said the commission.

“The abundance of this year’s fall Chinook run is the perfect example of what this region needs to focus on and how we all benefit from strong returns,” said Paul Lumley, executive director of the Columbia River Inter-Tribal Fish Commission, in the statement. “Partnerships and collaboration are rebuilding this run. Focusing on rebuilding abundance allows the region to move beyond unproductive allocation fights and puts fish back on to the spawning grounds.”

In addition, an abundance of jacks, three-year-olds and four-year-olds are harbingers of a potentially big return next year as well, Pacific States Marine Fisheries Commission biologist Joe Hymer told The Columbian.

Salmon experts, including those at the commission, cautioned that the work was not over.

“You can’t lose sight of the fact that there are 13 distinct populations of salmon that remain at risk,” said Joseph Bogaard, executive director of the conservation group Save Our Wild Salmon, to the Los Angeles Times. Those species in the Columbia and Snake rivers are listed as either threatened or endangered under the federal Endangered Species Act, he said.

Indeed, recent studies have shown that overall in the region, salmon habitat is deteriorating faster than it can be restored.

And even as Chinook shattered records, the Technical Advisory Committee, made up of managers of state, tribal and federal fisheries, noted that returns of summer steelhead, fall Chinook and coho were down, The Seattle Times reported.

“Is this something to celebrate? Absolutely,” said commission spokeswoman Sara Thompson to the Los Angeles Times. “But this is one population of salmon. There is still more work to do.”

YOTSUKURA, Japan (AP) — Third-generation fisherman Fumio Suzuki sets out into the Pacific Ocean every seven weeks. Not to catch fish to sell, but to catch fish that can be tested for radiation.

For the last 2 ½ years, fishermen from the port of Yotsukura near the stricken Fukushima Dai-Ichi nuclear plant have been mostly stuck on land with little to do. There is no commercial fishing along most of the Fukushima coast. In a nation highly sensitive to food safety, there is no market for the fish caught near the stricken plant because the meltdowns it suffered contaminated the ocean water and marine life with radiation.

A sliver of hope emerged after recent sampling results showed a decline in radioactivity in some fish species. But a new crisis spawned by fresh leaks of radioactive water from the Fukushima plant last week may have dashed those prospects.

Fishermen like 47-year-old Suzuki now wonder whether they ever will be able to resume fishing, a mainstay for many small rural communities like Yotsukura, 45 kilometers (30 miles) south of the Fukushima plant. His son has already moved on, looking for work in construction.

“The operators (of the plant) are reacting too late every time in whatever they do,” said Suzuki, who works with his 79-year-old father Choji after inheriting the family business from him.

“We say, ‘Don’t spill contaminated water,’ and they spilled contaminated water. They are always a step behind so that is why we can’t trust them,” Suzuki said, as his trawler, the Ebisu Maru, traveled before dawn to a point about 45 kilometers (30 miles) offshore from the Fukushima plant to bring back a test catch.

With his father at the wheel, Suzuki dropped the heavy nets out the back of the boat, as the black of night faded to a sapphire sky, tinged orange at the horizon.

As the sun rose over a glassy sea, father and son hauled in the heavily laden nets and then set to the hard work of sorting the fish: sardines, starfish, sole, sea bream, sand sharks, tossing them into yellow and blue plastic baskets as sea gulls screamed and swooped overhead.

Five hours later, the Ebisu Maru docked at Yotsukura where waiting fishermen dumped the samples into coolers and rushed them to a nearby laboratory to be gutted and tested.

Suzuki says his fisheries co-operative will decide sometime soon whether to persist in gathering samples.

For now they will have to survive on compensation from the government and Tokyo Electric Power Co., the plant’s operator.

The cooperative also had plans to start larger-scale test catches next month that would potentially also be for consumption if radiation levels were deemed safe.

But those plans were put on hold after more bad news last week: authorities discovered that a massive amount of partially treated, radioactive water was leaking from tanks at Fukushima, the fifth and so far the worst, breach.

The water, stored in 1,000 tanks, is pumped into three damaged reactors to keep their melted fuel cool. Much of the water leaked into the ground but some may have escaped into the sea through a rain-water gutter.

On Wednesday, the Nuclear Regulation Authority upgraded its rating of the leak to a “serious incident,” or level 3, up from a level 1 on the international scale of the International Atomic Energy Agency.

It remains unclear what the environmental impact from the latest contamination will be on sea life. Scientists have said contamination tends to be carried by a southward current and largely diluted as it spreads.

Nobuyuki Hatta, director of the Fukushima Prefecture Fisheries Research Center, said the trend had been positive before the latest leaks, with fewer fish found exceeding radiation limits.

The government’s safety limit is 100 becquerels per kilogram, but local officials have set a stricter bar of 50 becquerels, said Hatta, who still expects test fishing to resume in September.

It all depends on the type of fish, their habitat and what they eat. Out of 170 types of fish tested, 42 fish species are off limits due to concern they are too radioactive, another 15 species show little or no signs of contamination. Few, if any, show any detectable levels of cesium.

Tests take over a month and are complicated. The time lag makes it difficult to say at any given point if sea life caught off the Fukushima coast is really safe to eat.

Also, local labs lack the ability to test fish for other toxic elements such as strontium and tritium. Scientists say strontium should be particularly watched for, as it accumulates in bones. TEPCO’s monitoring results of sea water show spikes in strontium levels in recent weeks.

Suzuki has little faith in the future of his business.

“People in the fishing business have no choice but to give up,” he said. “Many have mostly given up already.”

The weir will be used by the Nisqually Indian Tribe later this summer to sort and count salmon as they migrate up the Nisqually River.

Fishing For Compliments: Chief Joseph Hatchery Opens 70 Years Late

The salmon once swam freely throughout the upper Columbia River, and plucking them from the waters represented an opportunity to benefit all the Colville Tribes by sharing the bounty.

“What a beautiful experience it was,” said Mel Taulou, an elder of the Colville Confederated Tribes, at a recent ceremony celebrating the first fish to be taken from the Chief Joseph Hatchery. He and others spoke of the sharing associated with fishing, of the exchange of fishing gear if someone was lacking something, and of sharing their catch with elders, friends and family.

“You gave freely. Everybody did. That’s the way it was,” said tribal member and longtime fisherman Lionel Orr, who sang in honor of the first fish as it was lifted from the river in the First Salmon ceremony. “That’s the way I was taught by the older fishermen.”

The salmon was then filleted, smoked, and later everyone present at the pre-opening ceremony was offered a taste of the first salmon.

About 800 people gathered near Chief Joseph Dam for the grand opening of the brand new Chief Joseph Hatchery on a rainy, overcast June 20. The water did not dampen their enthusiasm. Rather, since rain fills the rivers for salmon and is the lifeblood of the region, it was welcomed on this day in particular.

Although the day included a ribbon cutting and other opening celebrations, it was also an opportunity to honor the fishermen and their contributions to keeping this part of tribal custom alive and in passing their knowledge on to younger tribal members. The crowd gathered around tables under a huge tent to listen as representatives from tribal, state and federal agencies spoke about the history leading to this moment and what the hatchery would mean for the future.

The celebration concluded with tours of the hatchery, a full lunch featuring salmon, and the traditional ribbon cutting signifying the opening of the hatchery and completion of a promise made seven decades earlier.

The salmon’s freedom was first cut off by a series of dams that impeded their return to the spawning grounds. In the 1930s a number of dams throughout the Columbia basin were being planned, and tribes in the region were bracing themselves for the disastrous effect these constructs would have on fish runs and thus on tribal members’ lives. Four hatcheries were promised to help mitigate those effects on the Entiat, Wenatchee, Methow and Okanogan watersheds.

“Three of the four hatcheries were constructed between 1939 and 1942,” said Jim Brown, with the Washington Department of Fisheries and Game. Then came World War II. The hatchery plans were put on hold. Chief Joseph Hatchery, the fourth, had to wait. The wait is now over.

“Today’s event gives us the chance to celebrate the fulfillment of the 70-year old commitment,” Brown said at the opening. “Chief Joseph Hatchery is a tremendous accomplishment.”

The hatchery sits on 15 acres of U.S. Army Corps of Engineers property within the Colville Indian Reservation. It will be managed by the Colville Tribes under guidelines recommended by scientists as requested by Congress. It includes 40 raceways, each measuring 10 feet by 40 feet, plus three rearing ponds and three acclimation ponds, some onsite and some offsite.

“This is a modern hatchery built to the highest modern standards of science,” said Lorri Bodi of the Bonneville Power Administration (BPA). “It represents 30 years or more of progress in trying to meet the commitments by the federal government to tribes and the region. It represents a major step in our efforts to get fish back into the rivers of the Northwest.”

It was a collaborative effort involving the Colville Tribe, BPA, US Army Corps of Engineers, several Public Utility Districts and the NW Power & ‘Conservation Council. Funding came from the BPA and area public utility districts, Bodi said.

The $50 million hatchery will annually release up to 2.9 million chinook salmon.

“We’re going to see natural spawning of fall and summer chinook in the Okanogan River and we’re going to see spring chinook in the Okanogan basin for the first time in many, many years,” said Tom Karier from the Northwest Power & Conservation Council.

“It’s been a historic day,” said Tribal Chairman John Sirois, who was the day’s emcee. “It really touched my heart hearing stories from our elders about our history. We are salmon people. The salmon sacrifice for us in a sacred way. We also make that sacred commitment to them, to provide their water. I am so grateful, thankful and humbled by all the work that went into making this hatchery possible.”
