America Is Trying to Fix a Mental Health Crisis That It Created

Lawmakers and advocates are trying to help Native American youths, who are dying in record numbers.

Julian Juan was only 13 when he noticed the scars. A high school freshman on the Tohono O’Odham Reservation, about an hour and a half southwest of Tucson, Arizona, Juan had a tight-knit group of seemingly gregarious friends. But even in southern Arizona’s desert heat, some of those friends wore long-sleeved shirts. Once, a friend’s sleeve rode up high enough to reveal scarred flesh.

“When I asked about it, they would say, ‘Oh, I cut myself doing yard work,’ or ‘I got caught in a fence,’ ” Juan remembered. He persistently pushed them for the truth. “They would say they were having these thoughts and would never fully explain,” he said. He could tell the people closest to him were suffering. And he wanted to do something about it.

Today, Juan is a 23-year-old junior at the University of New Mexico who serves as a youth cabinet member in the National Congress of American Indians, the largest advocacy organization for Native Americans in the country, where he’s worked with a broad coalition of young people to put mental health among tribal elders’ top concerns.

“This issue is really taboo for people in my community,” he said. “They don’t like to talk about it, and it does hurt to talk about, but it’s not going away.”

There’s a growing mental health crisis among Native American youths, and it’s being driven by poverty, violence, and lack of resources. It’s difficult to definitively assess how pervasive the problem is, partly because cultural stigma about mental illness makes it difficult for experts to access many Native American communities. According to the Centers for Disease Control and Prevention, suicide is the second leading cause of death among Native Americans between the ages of 15 and 34—a  rate that’s two and a half times higher than the national average for that age group. The crisis appears to be afflicting Native American communities across the country.

On the Pine Ridge Indian Reservation in South Dakota, nearly 1,000 suicide attempts were reported between 2004 and 2013. In roughly the same period, the local hospital has apparently treated more than 240 people under age 19 who planned or tried to commit suicide.

The crisis is getting national attention. Earlier this month, First Lady Michelle Obama touted the Generation Indigenous Native Youth Challenge, a White House–backed initiative with the U.S. Department of the Interior. The initiative has the lofty goal  of “removing the barriers that stand between Native youth and their opportunity to succeed.”

The first lady outlined a “long history of systemic discrimination and abuse,” ranging from 19th-century laws that forcibly removed Native Americans from their land to the early-20th-century boarding schools that meticulously extinguished many tribes’ language and culture. Those injustices set the tone for the dire situation in many of today’s tribal communities. Here are the statistics, according to the American Psychiatric Association: Native Americans are more than twice as likely to live in poverty than the rest of the U.S. population. They’re also nearly twice as likely as to suffer psychological distress, usually in the form of depression or post-traumatic stress disorder.

“Given this history, we shouldn’t be surprised at the challenges that kids in Indian Country are facing today,” the first lady said. “And we should never forget that we played a role in this. Make no mistake about it—we own this.”

In November 2014, a U.S. Justice Department task force, led by retired Democratic U.S. Sen. Byron Dorgan of North Dakota, submitted a report to Attorney General Eric Holder outlining several actions that could help address the trauma experienced by Native American children. The task force recommended that a Native American Affairs Office be fully staffed within the White House Domestic Policy Council and more federal money be spent on funding tribal criminal and civil prosecutions.

People working in tribal communities are searching for answers. Sheri Lesansee is program manager of New Mexico’s Native American Suicide Prevention Clearinghouse. She says that understanding the diversity of 22 tribal communities is key to accessing their needs. “The outreach and technical assistance really does have to be tailored to meet the needs of that community,” Lesansee told TakePart, pointing to therapists who are well versed in the concepts of generational trauma and familiar with tribal family dynamics. At the same time, Lesanee said it’s important to focus on the tools tribal communities already possess, such as endurance. “We believe—as Native people—we are strong and resilient, and we emphasize that in prevention efforts,” she said.

Jennifer Nanez, a senior program therapist at the University of New Mexico’s Native American Behavioral Health Program, said overt racism continues to play an important role in kids’ lives. “A lot of times the mainstream perspective is that Natives can’t seem to get out of this rut—and that it’s just a characteristic of an American Indian when it’s not,” Nanez said, before echoing the first lady’s sentiments. “[This] is the result of hundreds of years of oppression, and our kids are dealing with it.”

As proof, Nanez pointed to an instance from January when a group of Native American children attending a minor-league hockey game in South Dakota were accosted by a group of white men in a skybox above their seats. The men allegedly dumped beer and yelled racial slurs at the kids, and the story eventually made headlines. “They were getting drunk, and around the third quarter they were talking crap to our kids and throwing beer down on some of them, including our staff and students…telling our students to go back to the rez,” one chaperone wrote on Facebook.

New Mexico is one of a handful of states that have tried to address the problem through legislation. In 2011, the state legislature passed a bill that, in part, created the Native American Suicide Prevention Clearinghouse, which does outreach and consultation for various tribal communities.

Even Native Americans who don’t live in tribal communities feel the impact of the problem. Christian Redbird, 22, was born and raised in Albuquerque, New Mexico, and has struggled with mental illness while attending community college. Members of her family suffered from undiagnosed mental illness. No one in her family had ever gone to therapy, and instead self-medicated with alcohol, she said. Redbird, the first person in her family to go to college, realized she didn’t have the familial and social networks to help her thrive.

“I work as a server in a restaurant and make more money than anyone in my family does,” she said. “It’s hard for me to know what steps to take when I don’t know what they are.”

TULALIP – “Honoring one honors us all” was the theme of the 2015 Tulalip Police Department Awards Banquet, held Wednesday, February 11, at the Tulalip Resort Casino. The banquet was held in recognition for officers and staff who have demonstrated exceptional professionalism and leadership within their positions as Tulalip Police officers or Tulalip Police staff members.

This year three officers, one staff member and a community member were highlighted for their outstanding work in the department and with the Tulalip community. While all officers and staff put 100 percent into serving the Tulalip community, Tulalip Chief of Police Carlos Echevarria said, “these officers’ and staff members’ work stood out.”
“With such a large staff it’s hard to choose just a select few. They all do such a great job throughout the year,” said Chief Echevarria.

Fish and Wildlife officer Clayton Horne was named Fish and Wildlife Officer of the Year for his service with the police department, while Lorelei Ranney was named Employee of the Year for her outstanding work and dedication in assisting officers and other department staff. The Chief’s Award was presented to Senior Officer Jeremy Mooring for his leadership, integrity, and willingness to go above and beyond the call of duty.

When presenting the award, Chief Echevarria had this to say about officer Mooring, “You have consistently performed your duties in an exemplary and professional manner.” Echevarria commended officer Mooring’s can-do attitude and praised his willingness to assist officers by taking on additional shifts when needed and helping to make safer road conditions for travelers in Tulalip.

The prestigious Officer of the Year award was presented to K-9 Officer Wolfy, whose watch ended on January 2, when she lost her battle with cancer. Wolfy’s handler and partner, officer M.C. Engen, received the award in Wolfy’s honor.

“Throughout their partnership, they have assisted in cases with the Tulalip PD Drug Task Force, FBI, DEA, and ATF agencies. We would like to commend you and your partner with the Officer of the Year award for the dedication and commitment you have provided to the department. Your devotion to the community, professionalism and commitment to duty reflected great credit upon yourself, the Tulalip Police Department and the Tulalip Tribes,” said Echevarria to officer Engen.

The department recognized community member Nate Hatch for their Honoring Our Own award, an annual award that is presented to community members who exhibit a commitment to leadership, trust, respect and service above self within the community.

“Nate Hatch, you have shown strong character, a can-do positive attitude, brilliant smile, sense of humor and most importantly, you have been an inspiration to the entire world following the events that occurred on October 24, 2014. Your bravery is second to none and we applaud you,” said Echevarria.

“Our year was cut short. As a tribal member, community member and chief of police it felt as though our year started on January 1 and ended on October 24. I literally cannot tell you what I did from October 24, until the end of the year; it is one large blur. As I look back, I can’t think of a better group of individuals in this police department and as a team that showed great courage, leadership, professionalism and the willingness to go above and beyond for the community, as I did in this group, that I would want to serve with,” said Chief Echevarria.

Wrapping up the banquet, all Tulalip officers and TPD staff members were presented a commemorative coin specially designed for them. Each coin symbolizes the dedication and commitment staff and officers have to keeping the Tulalip community safe.

Change the Mascot Leaders Call on NFL Players Association Executive Director Candidates to Stand Against D.C. Team’s R-Word Mascot

CTM4Logo_change the mascotWith elections coming soon for the position of Executive Director of the NFL Player Association (NFLPA), Change the Mascot campaign leaders have issued a letter to all of the candidates urging them to take a stand against the racist name of the Washington NFL team. The letter, issued by the National Congress of American Indians, the United South and Eastern Tribes, and the Oneida Indian Nation, cites current Executive Director DeMaurice Smith’s recent comments opposing the name. It also encourages the candidates to make public statements on the subject and to pledge to put forward a resolution to NFLPA members proposing that the organization join the Change the Mascot campaign and demand that the league change the name.

The letter notes how sports, and particularly beloved athletes, have unique power in shaping today’s culture. Correspondingly, it calls upon the future NFLPA Executive Director to use his position by being an importance voice for equality.

“Athletes are in a unique position to take up the cause of social justice – especially on an issue like this that is so intertwined with professional sports. In the spirit of solidarity that the NFLPA so often promotes, we hope you will stand with us in this critical campaign,” states the letter.

The letter also cites how continued use of the R-word name is an affront for current NFL players on both a moral level by forcing them to wear and promote the iconography of the slur, and on an economical level by potentially reducing revenues.

The Change the Mascot letter was sent to Executive Director DeMaurice Smith who is running for re-election, as well as other candidates Jim Acho, Jason Belser, Sean Gilbert, Robert Griffith, Rob London, Arthur McAfee, Andrew Smith and John Stufflebeam.

The election for NFLPA Executive Director is scheduled for March 15.

Change the Mascot is a grassroots campaign that works to educate the public about the damaging effects on Native Americans arising from the continued use of the R-word. This civil and human rights movement has helped reshape the debate surrounding the Washington team’s name and brought the issue to the forefront of social consciousness. Since its launch last season, Change the Mascot has garnered support from a diverse coalition of prominent advocates including elected officials from both parties, Native American tribes, sports icons, leading journalists and news publications, civil and human rights organizations and religious leaders.

Dear NFLPA Executive Director Candidate,

From Jesse Owens to Jackie Robinson to Muhammad Ali, athletes hold a special leadership position in history’s crusades for social justice. That has never been truer than it is today: as sports have become such an integral part of American culture, athletes have unique power to shape that culture for the better and to be a voice for the cause of equality.

The National Football League Players Association has been one of the organizations that has consistently marshaled that power for this righteous cause, standing in solidarity with others, just as civil rights groups have stood with the union. Because you are a candidate to become the next executive director of this hallowed organization, we are writing to you with a critical request: we are asking that you pledge that, if elected, you will put a resolution forward to NFLPA members allowing them to vote to have the organization formally join our Change the Mascot Campaign.

Our campaign’s goal is simple: we want the NFL to use its power to finally stop the Washington franchise from promoting a dictionary-defined racial slur as its name. This is a word screamed at Native Americans as they were dragged at gunpoint off their lands — and it was a name originally given to the team by one of America’s most infamous segregationists, George Preston Marshall. As public health organizations have attested, this name has significant negative effects on Native Americans: every Sunday, the promotion of this name tells millions of Americans it is acceptable to denigrate native peoples on the basis of their alleged skin color.

Just as the NFL would never dare allow any other racial slur to brand one of its teams, it should not allow this name to continue to be promoted for the team that represents the nation’s capital. That is a common sense view understood by current professional football players including Richard Sherman and Champ Bailey; by former stars such as Terry Bradshaw, Calvin Hill and Mark Schlereth; and by the Fritz Pollard Alliance, the organization that works with the league to promote civil rights. They have all spoken out against the continued use of the team’s current name, as have major Native American organizations, public health organizations, religious leaders, sports media icons, governors, Members of Congress from both parties and the President of the United States.

For current NFL players, this name is an affront on two levels.

Morally, it is unacceptable for the league to continue forcing athletes to wear uniforms that publicly promote the iconography of a racial slur.

Economically, the continued use of the name potentially reduces revenues for players. According to an Emory University study of college teams, “The shift away from a Native American mascot yields positive financial returns.” With the NFLPA generating some of its revenues through merchandise sales, continuing to use the Washington team’s name forsakes the same positive financial returns that players could reap if the name were changed.

Last year, the current NFLPA executive director DeMaurice Smith issued a statement to The Washington Post correctly noting that the Washington team’s name conveys “racial insensitivity” and declared that “I do not believe anyone should inflict pain, embarrass or insult, especially given the racial insensitivity” of the team’s name.

We applaud Mr. Smith for making such a bold statement, and we are asking that all current candidates for NFLPA executive director make similar public statements. But we are also asking that the candidates take it a step further by pledging to have the full membership of the NFLPA vote on a formal resolution to join the Change the Mascot campaign and to demand that the league change the team’s name.

As noted at the beginning of this letter, athletes are in a unique position to take up the cause of social justice – especially on an issue like this that is so intertwined with professional sports. In the spirit of solidarity that the NFLPA so often promotes, we hope you will stand with us in this critical campaign.

S. Dakota Republican accuses Common Core of contributing to Native American deaths

A South Dakota lawmaker made the bizarre claim on Tuesday that Common Core educational standards was partly to blame for a rash of deaths among Native Americans, Think Progress reported.

“We’ve buried eight kids down on that reservation in the last week,” state Rep. Elizabeth May (R) said. “We need to sit up and pay attention. I’m not naive enough to think the Common Core is what’s causing all of this, but it’s part of the effect. We’ve got teachers down there who have just quit teaching it.”

May did not mention any specific cases or even name which of the state’s nine reservations where these deaths occurred. She said she had spoken to an unidentified “Indian educator” who opposed Common Core but had not been able to discuss the issue with lawmakers.

Indian Country Today Media Network reported last week that five Oglala Sioux teenagers had committed suicide on the Pine Ridge Indian Reservation over the past two months. However, the curriculum was not cited as a possible reason for any of the deaths. Yvonne DeCory, who works with a tribal suicide prevention program, mentioned bullying, poverty and “tenuous family relationships” as factors.

“Being a teenager is hard,” DeCory said. “Being raised by your great-grandma because your parents aren’t around, that’s a hard life. You don’t stay young long on the reservation. You have to grow up pretty fast.”

May made her remarks as legislators debated revisiting a bill that would have repealed Common Core within the state. As MSNBC reported earlier in the day, the state spent $4 million to implement it and is slated to begin testing based on the standards next month. The bill had failed to advance in the House Education Committee a day earlier.

“This is a very emotional topic — especially for me,” May said. Despite her efforts, however, the effort to bring the bill back to the House floor was defeated.

Native American Mascot Issue Stirs Strong Debate In West Hartford

hartfordWEST HARTFORD — The high schools’ Warrior and Chieftain mascots were described alternately as proud and respectful or racist and offensive by speakers at a community forum on Thursday night.

About 300 people attended the board of education forum, and about 50 spoke. No decision was made.

Dozens of students from Conard High School wore shirts emblazoned with “Save the Chieftain,” but students, teachers and parents from both Conard and Hall high schools expressed widely opposing views.

Those who support the mascots described them as symbols of pride and said they honored Native American culture. Many of the speakers pointed to the fact that leaders of the local Mohegan tribe, in consultation with students, have said they support the mascots’ use. Some cited a recent poll at Conard showing that 80 percent of students and 60 percent of teachers want to keep the symbol.

But others argued that the mascots are antiquated, racist caricatures that should be eliminated. Several said they have consulted with other Native American groups across the country who vehemently oppose the use of Native American imagery as sports mascots.

Quyen Truong said she attended Conard about 10 years ago and was asked to create the Conard Chieftain logo of a native man in a headdress.

“I genuinely thought at that time that I was honoring the Chieftains,” Truong said.

In college, Truong said, she met Native Americans for the first time and learned how historically marginalized cultures are denigrated by such imagery. She said she realized her work was “deeply offensive” to “a whole group of people that I didn’t really know and understand, and I became very conflicted about what I had done in high school. … My perspective has shifted and I really want to strongly advocate to retire the chieftain.”

Many of those opposed referred to decisions by groups such as the American Psychological Association, the National Education Association and the National Congress of American Indians to reject the use of Native American mascots and imagery, and urged the board of education to end up on “the right side of history.”

Arguing to keep the mascots, Tom Midney said the names are “meant to bestow pride, honor, and respect. … Don’t disrespect that tradition over such folly. That would be truly offensive.”

Parent Ted Mancini said he’s “sick and tired of listening” to what he described as a “PC witch hunt,” and said the majority’s opinion should dictate that the mascots remain intact.

The issue is not only the mascots, but the schools’ cheering sections, The Reservation and The Tribe, as well as the name of the Conard newspaper, “The Powwow.”

School Superintendent Tom Moore said the cost to change the schools’ logos would be around $50,000, and could total $100,000 if the logos and names were all changed.

“This has been both a challenging and invigorating process,” board of education Chairman Mark Overmyer-Velazquez said. “It’s not always been an easy one, it’s not always been entirely graceful … but it’s been a profound example of the democratic process that we have here and our students have learned a lot from it.”

The board of education is expected to meet soon to discuss the issue and decide whether the mascots should be changed.

Northern Arapaho tribe’s ACA suit advances in federal court

A federal court in Casper considered blocking an Internal Revenue Service rule that Northern Arapaho officials say could cause Native Americans to pay more for insurance or lose health care benefits.

Tribal leaders say the proposed IRS interpretation of a mandate for large employers to provide health care coverage would unlawfully exempt tribal members who work for the Northern Arapaho from receiving tax credits and cost-sharing benefits granted Native Americans in the Affordable Care Act.

Kelly Rudd, the Northern Arapaho attorney, said the agency’s interpretation could subject the tribe to more than $1.5 million in tax penalties if its business entities, including Wind River Casino, do not offer employer-sponsored insurance.

“They proposed a one-size-fits-all, large-employer mandate that doesn’t fit Congress’ purpose of bringing health care to working-class Native Americans,” Rudd said.

He said the tribe insures employees with plans from the federal health insurance marketplace and pays 80 percent of the premium costs.

Those policies provide better coverage than the tribe could purchase independently, Rudd said.

Attorneys for the U.S. Department of Health and Human Services say the rule-making is based on Congress’ intent to promote employer-sponsored health coverage under the ACA.

Jacek Pruski, a U.S. Department of Justice attorney, told the court that the IRS rule-making is in compliance with the purpose of the ACA.

He said the court should reject the motion to block enforcement of the rule because the tribe did not establish the strength of its case based on prior case law.

Rudd said the U.S. Department of the Interior is charged with overseeing tribal health care programs. He said the IRS did not communicate with the Interior Department while drafting the rule.

“Basically what we have is a left-hand-right-hand problem in communication among agencies,” Rudd said.

U.S. District Judge Scott W. Skavdahl said he would need more time to deliberate on the suit because of the complicated nature of the Affordable Care Act.

“This is the statute that cast a thousand lawsuits,” he said.

Skavdahl said he would release his decision in the coming weeks.

Why Native Americans Are Concerned About Potential Exploitation of Their DNA

Until the advent of genetic genealogy, knowing your ancestry meant combing through old records, decoding the meaning of family heirlooms and listening to your parents and grandparents tell you about the “good old days.” For anthropologists and archaeologists interested in going back even further in time, the only reliable means of understanding human history were trying to interpret ruins or remnants of skeletons or other information uncovered at the site of remains.

DNA testing has changed all that, allowing us to delve far deeper into our past than before and with a much higher degree of accuracy. Although there are many issues stirred by DNA testing, none is more provocative than interpreting our family and tribal ancestries.

Nowhere is this more apparent than among the Native American tribes in the United States. I recently wroteabout a large-scale genetic analysis among the American population by personal genetics and genealogy company 23andMe, using its extensive database to begin to decipher the ancestral origins of various ethnic groups in the United States.

Though the study involved more than 160,000 people, less than less than one percent of those who participated self-identified as Native American. Rose Eveleth, a journalist writing for The Atlanticsuggests that this lack of participation may have a lot to do with how Native tribes perceive genetic testing:

But when it comes to Native Americans, the question of genetic testing, and particularly genetic testing to determine ancestral origins, is controversial. […] Researchers and ethicists are still figuring how to balance scientific goals with the need to respect individual and cultural privacy. And for Native Americans, the question of how to do that, like nearly everything, is bound up in a long history of racism and colonialism.

[…] for Native Americans, who have witnessed their artifacts, remains, and land taken away, shared, and discussed among academics for centuries, concerns about genetic appropriation carry ominous reminders about the past.

Eveleth references the widely publicized case where the Havasupai Tribe living near the Grand Canyon sued an Arizona State University scientist for using genetic samples collected from the tribe to conduct research outside of the purpose of the original study. The crux of the issue was the consent form, which covered a broad range of uses for the samples—a fact that the tribes claimed was not explained to them appropriately.

Although the tribe won the case, reclaimed the samples and settled with the university for $700,000, the issue captured the front pageof the New York Timesand put “every tribe in the US on notice regarding genetics research” as Native American tribal research ethics expert Ron Whitener quotedin an article titled “After Havasupai Litigation, Native Americans Wary of Genetic Research” published in the American Journal of Medical Genetics Part A.

Around the same time that the genetics of the Havasupai were being studied, another high profile issue bought Native American tribes in conflict with researchers. The Kennewick Man, an approximately 9,000-year-old skeleton was discovered by accident in 1994 in Kennewick, Washington. The Umatilla Tribe, who were indigenous to the region, sought to reclaim the remains under the 1990 Native American Graves Protection and Repatriation Act to bury it in accordance with traditions. Anthropology researchers who wanted to study the skeleton however, argued there wasn’t enough evidence to convincingly show that the remains were Native American and therefore should not be returned. This resulted in a widely publicized eight-year-long legal dispute between scientists and the government that ended in 2004 with the court ruling in favor of the archaeologists, a decision that the tribes were expectedly unhappy with.

Now, the issue has come under the spotlight once again with the Seattle Times reportinglast month that preliminary DNA analyses indicated that the Kennewick Man was indeed of Native American ancestry.

King County Council Remembers 1865 Exclusion of Native Americans

It was 150 years ago that Seattle’s first city council banned Native Americans from entering the city. But the pain from that act continued to be felt by succeeding generations as bigotry and injustice followed.

The exclusion ordinance was enacted in 1865. The following year, the local representative in Congress, Arthur Denny, opposed the establishment of a reservation for the Duwamish, further bolstering the Duwamish diaspora. Twenty-eight years later, in 1894, settlers burned to the ground the last Duwamish longhouse in the area. Today, the Duwamish Tribe is still fighting to restore its relationship with the United States, with whom it signed the Treaty of Point Elliott of 1855.

The bigotry and injustice of Seattle’s exclusion ordinance was “a lesson that generations thereafter continue, unfortunately, to repeat,” King County Councilman Rod Dembowski said on February 2. “We had the Chinese Exclusion Act [of 1882]. The Japanese American community was excluded in the [Second World] War. Hopefully we don’t ever see that again.”

The King County Council took a step to help heal the pain. The council proclaimed February 7, the 150th anniversary of the Seattle exclusion ordinance, as Native American Expulsion Remembrance Day.

Councilman Larry Gossett, who with Dembowski introduced the proclamation, noted that the 1865 exclusion ordinance came just 13 years after Si’ahl, the leader of the Duwamish people for whom the city of Seattle was named, welcomed the first settlers and helped them survive here. Exclusion “was extremely hurtful to the Native Americans who had for thousands of years made this their homeland,” Gossett said.

Several local Native American leaders spoke at the proclamation hearing, thanking the King County Council for the effort to promote healing and understanding.

“It is so vital and important to remember our history, whether good or bad, whether positive or extremely negative,” said Claudia Kauffman, Nez Perce, a former state senator. “We need to make sure everyone knows about our history, about our strengths, about our talents and resilience,” the latter a reference to the fact that Native Americans still live in Seattle, are educated in Seattle, are involved in Seattle, and raise their families in Seattle. “Seattle and King County [have] a rich history, and we need to celebrate it and celebrate it every day,” she said.

Chris Stearns, Navajo, former chairman of the Seattle Human Rights Commission who now chairs the state Gambling Commission, said, “What you are doing is incredibly important. As the senator said, Native Americans are here. The city, the county were built on the foundation that is Native America. I’d also like to say that we are the future. There are some wonderful young leaders and young elected officials [in the Seattle area].” The proclamation “really means a lot to us. And I think it’s something the council can truly build upon.”

Matt Remle, Lakota, an educator and journalist, offered a greeting in Lakota and acknowledged the Duwamish people, “on whose lands we are on today … I too am a guest in their lands as a Lakota person.”

Remle said the proclamation “goes well with the recent actions by the Seattle City Council to establish Indigenous Peoples Day on the second Monday of every October and efforts by the Seattle School Board to bring forth the ‘Since Time Immemorial’ Tribal Sovereignty Curriculum. It fits well with trying to educate about the misinformation — and [the] histories that a lot of us didn’t get in our schools.”

It’s not the first time King County has taken a stand to promote healing and correct injustice. In 1986, the County Council renamed the county in honor of the Rev. Dr. Martin Luther King Jr. The county was originally named in honor of William Rufus de Vane King, a pro-slavery U.S. senator from Alabama who served as U.S. vice president in 1853.

Proposed 2016 budget for Indian Health Services outlined

FARMINGTON — The acting head of the Indian Health Service has highlighted the federal agency’s proposed 2016 funding to provide health care services to Native Americans.

During a teleconference on Thursday, Acting IHS Director Yvette Roubideaux outlined the proposed budget for the agency, which is included in the proposed $4 trillion federal budget announced this week by President Barack Obama.

The IHS is an agency within the U.S. Department of Health and Human Services. It provides health care services to approximately 2.2 million American Indians and Alaska Natives through more than 650 hospitals, clinics and health stations on or near reservation lands.

The proposed budget for the IHS would total $5.1 billion, which is an increase of $461 million from the fiscal year 2015 budget, Roubideaux reported.

Among the funding proposals Roubideaux mentioned is $718 million for contract support costs. She noted that the budget proposes mandatory appropriation for contract support costs starting in 2017.

The budget proposes a $70 million increase to the Purchased/Referred Care Program, which pays for health care services obtained from the private sector or for services not available by the IHS.

A total of $185 million has been requested to provide funding for construction projects listed under the Health Care Facilities Construction Priority List.

Under the proposal, about $20.5 million would be used for the facility design and to start construction of the Dilkon Alternative Rural Health Center in Dilkon, Ariz.

Funding would also be used to complete construction of the Gila River Southeast Health Center in Chandler, Ariz., and to start the construction of the Salt River Northeast Health Center in Scottsdale, Ariz., and the Rapid City Health Center in Rapid City, S.D.

The budget proposes that $115 million be allocated for the Division of Sanitation Facilities Construction, which supplies water, sewage disposal and solid waste disposal facilities to homes.

The budget proposes an annual appropriation of $150 million for the next three years for the Special Diabetes Program for Indians, which started in 1997 and provides diabetes prevention, awareness, education and care programs to IHS, tribal and urban facilities.

Joining Roubideaux for the teleconference was Jodi Gillette, special assistant to the president for Native American Affairs, who said the president’s approach to funding the programs and services that address Indian Country were outlined during the 2014 White House Tribal Nations Conference.

She noted that last year, the president and first lady Michelle Obama visited the Standing Rock Sioux Tribal Nation in North Dakota.

During their visit, they heard from young tribal members who shared stories about dealing with social issues like alcoholism, poverty and suicide.

In response to that visit, a new initiative focusing on Native American young people — Generation Indigenous — was launched, Gillette said.

Investments to start Generation Indigenous were included in the proposed IHS budget, including $25 million to expand the Methamphetamine and Suicide Prevention Initiative.

That funding would go toward increasing the number of child and adolescent behavioral health professionals working to provide direct services to Native youth.

Another $50 million has been requested within the Health and Human Services Department to start the Tribal Behavioral Health Initiative for Native Youth.

Native Americans Say Facebook Is Accusing Them of Using Fake Names

Dana Lone Hill tried logging on to Facebook last Monday only to be locked out because the social media giant believed that she was using a fake name. In an essay over at Last Real Indians, Dana, who’s Lakota and has been using Facebook since 2007, explains that she’s presented a photo ID, library card and one piece of mail to the company in an attempt to restore her account. The day after Lone Hill’s account was suspended she was able to access it briefly but she was then booted a second time.

In her essay Lone Hill says that this has happened to other Native users she knows:

I had a little bit of paranoia at first regarding issues I had been posting about until I realized I wasn’t the only Native American this happened to. One friend was forced to change his name from his Cherokee alphabet to English. Another was forced to include her full name, and a few were forced to either smash the two word last names together or omit one of the two words in the last name. Oglala Lakota Lance Brown Eyes was bootd from facebook and when he turned in his proof of identification they changed his name to Lance Brown. After contacting the Better Business Bureau and threatening Facebook with a class action lawsuit, they sent him an apology and let him use his given name again.

To reestablish a Facebook account after being accused of using a fake name, users must submit one government-issued ID such as a birth certificate, passport or voter identification card or two other forms of identification such as library card and a yearbook photo. The company appears to have been questioning certain Native users since at least 2009, when it deactivated Parmelee Kills The Enemy’s account. More recently, on Indigenous Peoples’ Day, Facebook deleted a number of Native accounts. In one case, the company asked users Shane and Jacqui Creepingbear for identification to prove that they weren’t using fake names. Shane took to Twitter to express his disappointment:

Via Facebook messenger, Shane says that the couple’s ordeal came to a swift end when he had some friends who work in the tech industry contact Facebook directly. Shane, who’s part of the Kiowa Tribe of Oklahoma, says that he and Jacqui have “administrative shields” on their Facebook accounts and that their names will no longer be questioned.

“It’s a problem when someone decides they are the arbiter of names,” says Shane. “It can come off a tad racist.”

Facebook’s 10-year-old real-name policy stipulates that users “provide the name they use in real life.” However, the social network doesn’t require people to use their legal names, according to an open letter the company’s chief product officer, Chris Cox, posted last October. In the letter Cox apologizes to ”drag queens, drag kings, transgender [people], and [to the] extensive community of our friends, neighbors and members of the LGBT community” whose accounts had been shut down after a user reported hundreds of them as fake. At press time no such apology has been issued to Natives.

In a statement to Colorlines, a Facebook spokesperson wrote:

“Over the last several months, we’ve made some significant improvements in the implementation of this standard, including enhancing the overall experience and expanding the options available for verifying an authentic name. We have more work to do, and our teams will continue to prioritize these improvements so everyone can be their authentic self on Facebook.”

The spokesperson also told Colorlines that any idenitification provided by users is reviewed and verified by a single Facebook employee and then immediately destroyed—which may calm some privacy concerns.

Lone Hill, who went by Lone Elk until she found her birth certificate last summer, tells Colorlines that she submitted her documents to the company last Tuesday only to receive an automated e-mail asking for even more documents—“credit cards, Social Security numbers, stuff I’m not comfortable sending.” Lone Hill says she misses having access to her nearly 2,000 Facebook friends and doesn’t know if she’ll ever be able to recover photos of her four children that she stored in her account.

A petition demanding Facebook change its policy toward Native names, started about four months ago, has garnered more than 9,000 signatures.

Dane Lone Hill’s account was restored by Facebook today after being suspended for the better part of a week. Lone Hill had posted about her ordeal on Last Real Indians on Friday, which Colorlines picked up and published a post about Monday. In an email addressed to Lone Hill at 2:58p ET and forwarded to Colorlines, Facebook explained:

Hi Dana,

It looks like your account was suspended by mistake. I’m so sorry for the inconvenience. You should now be able to log in. If you have any issues getting back into your account, please let me know.
